In philosophy of XVII century personal identity was defined as comprehension by the individual of the social identity in time and space (Lock).
Two centuries after U.Dzhejms has stated representation about personal identity as about sequence and consistency of the person. For the first time in details concepts of identity and identification of their modern variant the Childhood and a society , left in 1950 have been presented in E.Eriksona's work.

Basis for research of a problem of identification of civil servants are monographies on methodology akmeologii. S, Yablokov, etc.), on formation of optimum model of professionally important qualities of the civil servant (O.S.Anisimov, A.A.Bodalev, L.I.Kataeva, N.I. Grooms, N.V.Kuzmin, A.K.Markova, E.V.Selezneva, L.A.Stepnova, etc.), on study of theoretical and methodological bases of psychology of the person of the manager (A.A.Derkach, J.M.Zabrodin, G.S.Mihajlov, J.V.Sinjagin, V.M.Shepel, etc.) On motivation studying to professional work of the civil servant (V.G.Aseev, L.G.Laptev, A.S.Melnichuk, I.N.Simeon, etc.), under the analysis of levels of professionalism in various kinds of activity (N.V.Kuzmin, E.A.Manushin, A.K.Markova, L.G.Laptev, V.G.Mihajlovsky, A.J.Panasjuk, S.I.Sedin, etc.). The special attention in these works is given to working out of principles, definition of patterns, the psychological factors promoting rising of efficiency of professional work of shots of public service in modern conditions.

At the same time the analysis of the scientific literature shows, that the essence, the maintenance and psychological features of public service in many respects depend on identification and first of all from self-identification of civil servants.
But in scientific researches and in practical activities of shots of management to this problem it is not given due attention. Thereof insufficiently studied there are problems of optimum including of civil servants in effective professional work, fruitful disclosing by civil servants of the abilities, the fullest use of collective potential of an administrative command, and also the optimum account of real conditions at a choice of strategy and tactics of the professional work by each civil servant. The most important thing, is absent integrated akmeologicheskaja the concept of identification of civil servants. In a complex to survey an investigated problem of identification, to define conditions and factors of achievement of advancing identification allows psihologo-akmeologichesky the approach developed in a modern science by O.S.Anisimov, A.A.Bodalevym, V.M.Gerasimov, A.A.Derkachem, V.G.Zazykinym, A.S.Karpenko, E.A.Klimovym, N.V.Kuzminoj, G.S.Mihajlovym, V.A.Ponomarenko, I.N.Semenovym, J.V.Sinjaginym and other scientists. Such approach, on the one hand, is capable to give the multilateral characteristic of the civil servant, and on the other hand, to tap the basic conceptual positions of a concrete most important component of effective public service – advancing identification of civil servants.

The theoretical and practical importance of the chosen theme of research, degree of its readiness have defined the purpose, object, a subject and research problems.

Research objective: to develop akmeologicheskuju the concept of identification of civil servants, and also to define akmeologicheskie conditions and factors, ways and ways of optimisation of process of formation of advancing identification in modern conditions.

Object of research: psychological essence, the maintenance and features of process of identification of shots of public service.

Object of research: process of optimisation of formation of identification of civil servants.

The basic hypotheses of research

The Akmeologichesky concept of identification of civil servants should be based on the general and special methodological principles of a programmno-goals management and is focused on achievement of a consensus of interests of the civil servant, corporate interests of shots of public service and the state, a society as a whole.

The essence and the maintenance of a phenomenon of identification of civil servants as the psychological basis has strong-willed, perceptual, communicative, creative, prognostic, organising and constructive components.

It was supposed, that as one of the basic criteria of identification of the person the orientation of identification process on achievement of identity of the civil servant acts. The important criteria of identity of the civil servant are its is personal-professional development, rising of efficiency of professional work of the civil servant and as a whole public service, degree of satisfaction of a society professional work of shots of public service.

As the basic indicators of identity of the civil servant can act psihologo-akmeologicheskie characteristics of a condition of the person: will power, imagination, prognostic abilities, aspiration to self-education and self-development of the person as civil servant, and also a profile of a real trade and a skill level.

As the major akmeologicheskimi conditions and factors of optimisation of formation of advancing identification of civil servants atmosphere of trust and respect concerning the public service shots, attractive image of public service, and also presence of necessary level of democracy in a society act, allowing harmoniously to develop to identification processes.

The most effective model of development of identification is dialogue between public service shots, the population and the civil servant.

It was supposed, that between process of identification and efficiency of public service there is a communication which is shown as in the form of direct dependence of success of professional work of the civil servant on identification level, and in the indirect form in the form of psychological positive perception a society of actions of shots of the public service, a favorable psychological climate, rising of motivational readiness for effective public service.

It was supposed, that as the major criterion of identification of the person the orientation of identification process on achievement of advancing identity of the civil servant acts.
