For development akmeologicheskoj concepts of formation of identification of civil servants basic concept of identity became its definition made on the basis of substantive provisions of the theory of E.Eriksona.
Identity includes comprehension by the person of own time extent providing continuity of all aspects own "I" in past, the present and the future; sensation of deep functional unity, uniqueness and originality of own person, causing feeling of continuous self-identity; feeling of a generality with social ideals and values of that group to which carries itself the person, feeling of social support and a recognition.

The concept of identity designates well acquired and personally accepted image of; sensation concerning stable possession of the person of the "I" during the certain moment of time and in concrete space; ability to the adequate decision of the problems arising at each stage of development. The generated identity is an indicator of the mature person and a condition of effective functioning of the individual in certain culture, in system of certain public relations.

Thus identity of the civil servant with members of the corporation – shots of public service represents itself as the important condition of its effective professional work. We will add, that investigated identity, having a psychological basis and psychological mechanisms of formation, has social character as public service without doubts should be carried to social institutes.

With a view of studying of a problem of formation of identification of civil servants as teoretiko-methodological base of research the methodology akmeologicheskoj sciences has been chosen. Thus creation of the concept of formation of identification of civil servants, first of all, demands a leg on methodological principles akmeologii, generated in system of sciences in the field of humanitarian knowledge. For a basis of a complex of methodological principles was the battery of principles offered by the known expert in the field of methodology akmeologicheskoj of a science, the professor G.S.Mihajlovym is taken.

Application of these principles allows to receive, on the one hand, the most exact information on society – in our research it is civil servants, on the other hand, on the basis of the received information on level of the reached identity of civil servants to develop and use effective models of public service.

Iidentifikatsija civil servants are represented by a difficult combination of identification processes, basic of which are: process of self-identification of the person as the civil servant, process of identification of the person from parents, process of identification from friends, companions, process of its identification from colleagues, and then when civil servants become colleagues, - from public service shots, and process of identification of the person as the civil servant from the population in public opinion. Thus in an optimum variant all basic identification processes should wear character advancing in comparison with "norm".

The Akmeologichesky concept of formation of identification of civil servants in an ideal variant means as much as possible effective functioning of all necessary structural elements of ideal model of formation of advancing identity of civil servants. The program akmeologicheskogo researches provides studying at theoretical, empirical and experimental level of a phenomenon of the identification which purpose is achievement of advancing identity by the civil servant.

The self-rating as mobile psychological formation of representations about itself, on the one hand, changes under the influence of internal and external factors throughout all vital activity of the person. Thus actually the set of professionally important qualities of the person is

Basis for correlation of the individual qualities with qualities of other people to have possibility to compare and estimate them. Such set of professionally important personal qualities allocated with the individual also is a basis for creation of representations about an own personal image of "JA-professional" which is regulated and will be organised by a self-rating. The set of qualities of the desirable sample and their communications are not to constants: the set varies, changes, supplemented. The program of our empirical research provides studying of such qualities, as professionalism, erudition, responsibility, organisation, legal culture, civilisation, patriotism, moral culture, religiousness.

Achievement of the personal sample of the civil servant occurs by constant correlation, intensifying, "pulling up" to it socially-psychological qualities from what are really realised by the person, subjectively being shown in a self-rating, and are estimated as expressed. The research program provided also studying not only on theoretical, but also at empirical level of estimations of shots of public service of "corporate" identity of colleagues and a reserve on promotion. For the person for an intensification of process of its identification as the civil servant the estimation of its professional, moral and political qualities has great value, its recognition to be worthy employment of this or that post on public service from the future colleagues, the professionals who are on public service.

Moreover, the positive estimation of professional, moral and political qualities of the person from colleagues not only positively influences level of its self-identification, but can immediately have constructive influence on its adaptation in collective, on unity of an administrative command, and consequently, finally, - on efficiency of public service as a whole.

One of the most important estimations of identity of the civil servant is its recognition that from the population. This real estimation acts as original criterion of achievement of certain level of identity as the civil servant. Thus very important, which estimation is given by the population to public service shots as a whole: positive - trusts them and identifies concrete civil servants as people positive, professionally carrying out public service, or negative when civil servants are represented in public opinion as bribe takers, embezzlers of public funds, korruptsionery. I.e. the general estimation of the population depends on people rank the concrete respondent as what category of civil servants.

In the general view the basic information for the characteristic of identity of the person can be following.

1. Professionally important character traits.

2. The Sotsiometrichesky status in collective, lines of the person by results of an expert estimation.

3. Features of intelligence, professional memory.

4. Emotionally-strong-willed fastness.

5. Situations on public service in which the person is especially strong or in which its reliability (if it is taped with sufficient degree of reliability) decreases.

6. Reliability of the received characteristic.

The technique of diagnostics of level of the reached identity of civil servants can be used for definition of readiness of shots of public service to professional work and lay down in a basis of certification of shots of public service. Akmeologichesky diagnostics of identity or conformity of the person of the civil servant of a post can and should occupy one of the central places in system of selection and certification of shots both about promotion, and about a direction for retraining.

Identity of the person as the civil servant can be characterised to its various signs: as understanding and perception the person of as civil servant, understanding and estimation of the professional work as public service, but thus the person still should be engaged in public service, - or it is required to continue employment by public service, but at higher or lower official, administrative level.

At definition of essence and the maintenance of advancing identification of civil servants it is necessary to consider at least four features of a studied phenomenon: First, it is a question of professional identification with all demands following from it and consequences, secondly, identification with public service shots is not simple professional identification, and owing to specificity of the trade of the civil servant difficult psihologo-akmeologichesky process, thirdly, advancing professional identification represents something especial and unusual for perception as the sound reached professional identity comes usually with a certain experience of stay of the person in the selected trade, in the fourth, result of actually reached advancing identity are generated in consciousness of the person of representation about its accessory to public service shots as to dream, and expectation becomes civil servants at the person can and not come true.

In many respects deepen and specify concept of identification of the person of research of own "JA-person" or "JA-concept", the concept of "JA-professional", a self-reflexion, a self-rating, "Ego" of the person and others. Process of identification of the person depending on the purposes and research problems various authors is called variously - formation, designing, development or transformation of the person. In our research for definition of process of advancing identification we use concept formation according to which formation of advancing identity is surveyed as transformation, transformation, change of structure, functions and depth of identity and its transition to new level, in a new condition under the influence of various factors, and not only such, as sexual, age, but also social factors, purposeful administrative actions.

The concept of formation of advancing identification is applied in relation to intensive, intrinsic change and designing of identification structures and functional characteristics under purposeful influence of the person, social subjects and conditions of social medium, factors is personal-professional and first of all akmeologicheskogo developments of the person.

Advancing identification of the person as the civil servant can be presented as process of achievement by the person of premature positive identity with civil servants. Premature it it is possible to name because the intensification of identification processes allows the person to reach level of identity with public service shots considerably before usual time necessary for this period. Thus advancing identification of the civil servant before achievement of the higher or akmeologicheskogo identity level – level of advancing identity, intensively passes all traditional stages of formation of identity: the moratorium of identity and diffusive identity.

The identity moratorium acts as an obligatory initial phase of formation of advancing identification of the civil servant as the identity moratorium interrupts a habitual current of the identification processes typical for formation of identity, corresponding to age and a trade of the person. At formation of advancing identification as the socially-focused process of mentality by the important direction of overcoming inertsionnosti there can be an actualisation, awakening and use of the social information fixed in memory of public service.

Identification as process in wide socially-psychological and akmeologicheskom sense represents restructurization of the developed identification structure and functional characteristics and acts as a necessary element of socialisation of the person in which influence of all set of factors of personal socially-professional formation is shown.

Identification process is understood by us as formation of identity of the civil servant by intensive or long-term transformation of identity at different stages of the socialisation, bound to influence of various socially-psychological factors. Result of formation of identity is qualitative change of identity of the person, reduction of the information on public service and public service shots in system, creation of the mechanism of formation and rational use of the steady information on stages and levels of the reached identity, formation of identification structures and the functional communications helping the person to comprehend sense of identification and to raise identification possibilities in a direction of rising of efficiency of the professional work on public service.

Personal contradictions can pour out in contradictions of process of identification if desires of the person mismatch its abilities. Other important problem of formation of identity of the civil servant is bound to search of concrete mechanisms which help the person to correlate the past, the present and the trade future, to integrate various influences of the psihologo-akmeologicheskih qualities and to find the place in difficult system of public service. The situation of radical social changes, occurrence of new public ideals and values staticizes process of creation of effective identification structures of the person more and more.

Thus identity of the civil servant can become result of two basic processes: kategorizatsii and comparisons, last of which is based on association and distinction. Identity development goes from a personal pole to social, from one level samokategorizatsii - to another. And comparison process allows to define, in what measure identity is advancing. Thus, formation of identity of the civil servant occurs by rising of the sensibleness both personal, and social identity that helps the person to carry out the adaptation to various is professional-psychological situations in the future, regulates activity and behaviour in the present. To the basic methods we will carry imitation or copying of the form, standards, stereotypes of behaviour of shots of public service, and also the necessary both realised acceptance and the statement of identification characteristics with civil servants.

Identity crisis is usually surveyed as disturbance settled before internal harmony, for example, when the person as though does not know, who it now or when there is a necessity of a choice of possibilities for the subsequent identification. Thus at formation of advancing identification of the civil servant identity crisis should occur even a little bit earlier, than that is demanded by an objective course of events for choice the person of a trade. Moreover, such crisis on the psychological intensity, as a rule, exceeds usual crisis of identity.

The generated identity gives integrity, a continuity and definiteness of the person, provides similarity of the person to one people or social groups and differences from others. Dialectic, developing influence on the person of identity is provided with simultaneous course of processes of differentiation and integration own "I". The differentiation is shown in definiteness of borders, integrity and independence of the person, a recognition of a social accessory as personally significant value. Integration personal "I" is shown in subjective association of with other people or social groups that is carried out not spontaneously, and on the basis of estimation and comparison with others. In this sense advancing identity can be surveyed as the generated identity of the civil servant on time a little bit earlier, than usually.

At carrying out of research we adhere to following understanding of identity. Identity of the person as the civil servant represents the dynamic individually-personal characteristic including comprehension of the accessory to shots of public service and at the same time experience of a constancy and changes of "I" and identity which are designed in consciousness, during interaction and social comparison.

Let's specify a difference between concept of identity and identification. Identification we will define as psychological process consecutive, but accelerated and intensive (in case of advancing identification) kontseptualizatsii own "I" leaning against social both psychological mechanisms and the leader to a concrete condition of identity, defined in our research as the advancing.

The advancing identity of the person understood as identity with the civil servant, is surveyed as a certain condition of the person or as the result of a self-identification fixed during the certain moment some before usual time. Advancing identity represents the difficult integrated personal formation having intrinsic, substantial, structural, functional and dynamic characteristics.

It is necessary to understand set as structure of advancing identity, on the one hand, steady communications between components of identity which provide its integrity, and to the civil servant identity to itself, on the other hand, the sum of professional representations about itself in the future. The structure of advancing identity includes kognitivnye and motivatsionno-valuable components in which the unity of activating, estimated, semantic, regulating and functional value of identity is shown.

The basic function of structure of advancing identity consists in maintenance of development of the person and the adaptation in the future to new socially-professional conditions of public service and conservation of personal definiteness. Thus all functions of advancing identity of civil servants are diverse and different and can be parted or grouped to various signs. It is represented expedient to allocate the functions characterising processes of identification and a phenomenon of advancing identity of the civil servant. We will carry to the general functions the following: Psychological, educational, adaptive, valuable, orientatsionnuju, reguljativnuju, standard, organizational, administrative, economic, advisory, interactive, an ego-protective, humanistic, and to special functions - gnoseological, an ego-development and expectations which allow public service shots to carry out really professional work on akmeologicheskom level to provide rising of efficiency of public service.

On the basis of the real or reached identity of the person with shots of public service we receive following types of identification: the advancing identification, the adequate identification, late identification (fig. 1 see).

Identification process on the essence is psychological, and process of advancing professional identification for the purpose of achievement of advancing identity as the civil servant with good reason we will carry to psihologo-akmeologicheskomu. The understanding of essence and the maintenance of advancing identification of civil servants as psihologo-akmeologicheskogo a phenomenon allows to define necessary ensemble akmeologicheskih conditions and factors of advancing identification for realisation of effective public service.

As a whole criteria, indicators and indicators of an estimation of levels and stages of formation of identity of civil servants have been developed for definition of the generated identity of the civil servant. As the major criterion of advancing identification of the person the orientation of identification process on achievement of advancing identity of the civil servant acts. As one of the most important criteria of advancing identity of shots of public service the culture of the civil servant, level of its professionalism, a public service orientation on observance of interests of the state, the population and already then on corporate interests of shots of public service and personal interests of the civil servant act akmeologicheskaja. This compromise should be based on the law, correspond to principles and norms of morals and to be based on the base of psychological categories of trust, representations about morals. Thus in the general view it is possible to notice, that the basic criteria of advancing identity of the civil servant is its is personal-professional development, rising of efficiency of professional work of the civil servant and as a whole public service, degree of satisfaction of a society professional work of shots of public service.

As the major criterion akmeologicheskogo level of the reached identity the realised representation about itself or presence of realised "JA-concept" – "I" the-state employee which, undoubtedly, represents also basic personal formation, but in concrete arhitektonike is, in the proportionality allows to judge a measure of approach of the person to public service shots.

Indicators – sizes scalar. As the basic indicators socially-psychological, moral and psychological and other professionally important psychological qualities of the person can act: strong-willed, reflective, perceptual, communicative, creative, prognostic, organising and constructive, which value should correspond, be up to standard or even to surpass sredne-statistical characteristics of shots of public service.

Indicators, as well as criteria, sizes vectorial. They show, to what party there is a change of value of indicators of identity. Three variants are here again possible at least:

- Indicators of identity of the civil servant can change in a direction to level of advancing identity;

- Identity indicators can fall, that means a distance of the person on the basis of identity from public service shots;

- And, at last, the third or admixed variant when indicators of identity or a part of these indicators change both towards its rising, and towards dropping, and can remain any time practically invariable.

Use of criteria, indicators and indicators of psychological identity of civil servants allows to define its level, if necessary to plan a complex of concrete measures on its development for the purpose of achievement of advancing identification.

Strategy of formation of advancing identification of civil servants assumes both construction of prognostic models of identification processes, and working out and a substantiation akmeologicheskih the technologies, allowing to realise akmeologicheskuju model and to reach optimum result. The given technologies with good reason can be carried to developing technologies which in many respects depend on a level of development of professional abilities, and under the psychological maintenance they should meet the requirements of humanitarian technologies.

Features of development of consciousness at younger teenage age frame preconditions for occurrence of new motives and problems in activity which turns to the activity referred on the future and gets character is professional-educational. The primary goal which faces to the senior pupil is a choice of the future trade. In this connection, first of all, self-determination at the senior teenage age is bound to professional self-determination. The main objective of professional self-determination - in gradual formation at the schoolboy of internal readiness for the realised and independent construction, updating and realisation of prospects of the is personal-professional development, readiness to survey developing in time and independently to find personally significant senses in concrete professional work. At the heart of the relation to a trade lays not the knowledge received from own experience, and the data received from parents, familiar, books, telecasts etc.

At the same time, as show last researches, to 25 % of senior pupils after leaving school and were not defined with the future trade even basically, or if have about it idea vague enough. But it is necessary to understand, that such tightening and unwillingness to make a choice inevitably adversely affects development of the person, after all professional self-determination - one of the major conditions of formation of the mature person. Such tightened delay, as a rule, is combined with the general immaturity, infantilism of behaviour and social orientations.

Comprehension of the importance of professional self-determination defines change of educational motivation. Uchebno-professional work becomes leading social activity of the schoolboy at the senior teenage age. Self-determination inseparably linked with formation of outlook and searches of. On the senior teenage and youthful age it is necessary a solving stage of formation of outlook as by this time ripen it kognitivnye (augmentation of number of knowledge, ability to the abstract thinking, allowing to reduce special knowledge in the general system) and emotionally-personal preconditions. The vital plan - the wide concept covering and those, “what I will be”, and “whom I will be”. In exact sense of a word it is possible to speak About vital plans only when along with the future purposes the young man represents also ways of their achievement, becomes capable to an objective estimation of own possibilities.

Self-determination is bound to new perception of time – past and future correlation, perception of the present from the point of view of the future. To the extremity of teenage age the time prospect can already cover both the past, and the future, and includes any more only personal, but also social prospects. During this period in the light of necessity of fulfilment of the vital elections, comprehension of the time extent, a continuity own "I", the sensation of the past, the present and the future in their interrelation gets special value.

Optimum variants of development of the person assume relative continuity of the past, the present and the future "I" in a combination to productive forward measurement which is not simply movement in life time, and lifting to new qualities; thus the permission of certain tsennostno-semantic contradictions becomes a development sign, unlike simple change. Opening by the teenager own "I", aspiration to learn and understand to realise the possibilities in dialogue, a choice of vital orientations defines the special importance of a problem of self-development at teenage age.

For self-determination of the teenager dialogue with significant people is important. At the senior teenage age there is a special interest to dialogue with adults. Teenagers discuss vital prospects, problems of a choice of a trade with parents and other significant adults, discuss plans and plan ways of their realisation. Besides, in different spheres – various kinds of activity, interpersonal and family relations, moral standards, - adults act for the teenager as standards to which it primerivaet the ideal I, the representations about what he wishes to become and will be in an adult life.

Dialogue with contemporaries has a little bit other functions. The teenager attaches the friend to private world, such dialogue demands mutual understanding, internal affinity, frankness. It is based on the relation to the friend as to itself, in it real "I" reveal. It still in many respects carries out functions of self-knowledge and the search "I" by a projection of own qualities, thoughts and feelings to other person.

Let's address to empirical researches of personal identification. One of the primary goals of research was revealing of age dynamics of changes of an ego-identity at the senior teenage and youthful age for the purpose of revealing of sources of formation of the concept "I" the-civil servant.

For presentation we will present the data obtained during research in the table (see the table № 1).
