1. The Akmeologichesky concept of formation and development of polyethnic competence of subjects of formation is interdisciplinary and includes modern akmeologicheskie, the psychological, pedagogical, social and professional concepts defining harmonious development of subjects of formation with realisation of ethnic potential.

The author's system of activity referred on subjects of formation includes following stages: 1) a theoretical substantiation akmeologicheskogo konstrukta polyethnic competence; 2) definition of a necessary/sufficient level of development of polyethnic competence of experts of formation; 3) working out of the methodological apparatus for research of polyethnic competence of subjects of formation; 4) empirical research of a level of development of polyethnic competence of experts and students, the future experts of formation of different nationalities; 5) working out and approbation akmeologicheskih programs, trainings, a subject matter, seminars referred on development of polyethnic competence of subjects of formation; 6) an estimation of efficiency developed akmeologicheskih programs and trainings.

Polyethnic competence of experts of formation is dynamically developing characteristic integrating personal qualities, professional competence and the competence, allowing to carry out professional work at highly productive level. Polyethnic competence includes a high/sufficient level of development of ethnotolerance, ethnic identity, ethnic consciousness, ethnoculture, emotional intelligence, empathy, ability to work in multinational collective.

4. Expression of ethnopotential (ethnic identity, ethnotolerance, ethnoconsciousness) parents is on an average and below the average level developments. Dynamics of development of characteristics of ethnopotential of pupils of high school will be irregular: at younger school age the emotionally-estimated relation to an ethnic generality is developed, the bias will precede knowledge; ethnic knowledge becomes differentiated to the senior school age.

Polyethnic competence of experts of formation and students, the future experts will have irregular character of formation and development: polyethnic competence will vary depending on an ethnocultural living environment (the Pskov area, Estonia, Latvia and Republic Belorus). A situation of polyethnic interaction in which it is permanent there are experts and students of Byelorussia and the Baltic States, gives more possibilities for development of polyethnic competence.

6. Author's system of optimisation of development of polyethnic competence of subjects of formation are a necessary condition and the factor of formation and development of integrated polyethnic educational medium. The author's system of activity including a scientifically-practical platform in an elementary school, akmeologicheskie programs for all subjects of formation, akmeologicheskie trainings and a subject matter for students, seminars and round tables for experts, is successfully introduced in average and higher educational institutions of of Pskov, efficiency is proved by matematiko-statistical methods.

Scientific novelty of research consists that bases of development of a new direction of psychology of development are put in pawn, pedagogical psychology and amkeologii – etnoakmeologii formations as factor of disclosing of ethnic potential of subjects of polyethnic formation; its integrated scientifically proved concept is presented.
Genesis of concepts and intrinsic characteristics of phenomena «polyethnic competence» and «polyethnic formation» are opened, methods and techniques of a psychodiagnosis of polyethnic competence and its development are presented. Patterns of development of polyethnic potential of subjects in an ontogenesis, professional and ethnic specificity are opened. The deep analysis of features of components of polyethnic competence which depend on ethnic medium, age, professional work and personal features of subjects is given. Introduction of author's system on optimisation of polyethnic competence of subjects of formation is scientifically proved.

The theoretical importance of research: concepts of domestic and foreign researchers in the field of a psychodiagnosis and psihologo-akmeologicheskogo developments of polyethnic dialogue and interaction of subjects of formation are supplemented and specified; the general empirical data characterising specific features of the person as the representative of certain ethnos, social situations of development and their influence on a level of development of polyethnic competence are analyzed and speak.

The practical importance of research is defined by an orientation of its results on expansion psihologo-akmeologicheskih knowledge of polyethnic competence of subjects of formation, development of strategy sovladajushchego behaviour at modern youth in polyethnic interaction: 1) the concept of formation and development of polyethnic competence of subjects of the formation, focused on professional development of experts and students, taking into account mastering by constructive strategy of behaviour and development of professional polyethnic competence is developed scientifically-practical akmeologicheskaja; 2) for the purpose of studying of a psychological resource of polyethnic competence of experts and students, the future experts of formation, the author's technique «Model of emotional intelligence - MEI», adapted on the Pskov sample in 2006г has found the application.; 3) for designing of model of the graduate on psihologo-pedagogical specialities, and also workings out of the basic educational programs on the basis of FGOS VPO the third generation the passport of the author's intrahigh school polyethnic competence is developed; 4) for optimisation of professional work of experts of formation and development of competence of the productive organisation of process of polyethnic training and education the author's system of activity (five akmeologicheskih the programs, two akmeologicheskih training, spetsseminary and round tables, a subject matter, a scientifically-practical platform in an elementary school) is developed and adapted; 5) are developed and introduced in work of the Pskov state pedagogical university of S.M. Kirov programs of a bachelor degree and a magistracy in a preparation direction «development Psychology, akmeologija».

Research materials are addressed teachers and practical psychologists of an education system, teachers of the higher school and akmeologam, can be used for an estimation of quality of process and result of formation.

Introduction. The received results have allowed:

- To develop and introduce in practice of work MOU «Humanitarian lycée» of Pskov the practical activities concept on development of polyethnic competence of an elementary school; akmeologicheskie programs «Ethnic tolerance of the younger schoolboy», «Ethnic tolerance of the teenager», «Ethnic tolerance of parents»;

- To develop and introduce in work of the Pskov state pedagogical university of S.M. Kirov author's programs of optimisation akmeologicheskogo developments of polyethnic competence of students and experts of formation: 1. The Subject matter for choice students of high school: «Akmeologichesky development of the person of the future expert of formation». 2. Akmeologichesky training sovladajushchego behaviour in polyethnic interaction. 3. Akmeologichesky training of emotional intelligence. 4. Akmeologichesky programs: «Ethnic tolerance of youth» and «Ethnic tolerance of experts of formation». 5. Seminars for experts of formation: «Akmeologichesky development of the person in polyethnic formation», «Emotional intelligence of the expert of formation». 6. A round table «Ethnic tolerance in modern formation».

Results of teoretiko-empirical research were discussed on faculty meetings of psychology of development and formation, on annual scientifically - practical conferences of faculty of psychology, published in collections of scientific articles, reported at regional, regional, All-Russia and international conferences, published in university collections.

- To develop and introduce in work of the Pskov regional institute of improvement of professional skill of educators (poipkro): psihologo-akmeologicheskie references on development of polyethnic competence of subjects of formation, tolerance development, are offered methods of development of polysubject interaction in school educational medium, and also methods of development socially-psychological and emotionally-strong-willed kompetentnostej to teachers, psychologists and social workers. Results of empirical research were discussed at sessions of the Center of practical psychology and scientifically - practical conferences, published in collections poipkro. Results were discussed at seminars and round tables with teachers-psychologists, social workers and teachers of the schools, passing improvement of professional skill in poipkro.
