In chapter 1 is proved a new direction akmeologii and psychology – etnoakmeologija formations, social institutes of polyethnic development of the person, the basic concepts etnoakmeologii formations are surveyed and principles on which the new direction is under construction: a determinism principle, dejatelnostnyj the approach, a development principle, a principle sravnitelnosti in the analysis of national-psychological features, a humanism principle; the educational polyethnic space of Russia and the Pskov area is analyzed. Polyethnic competence and its akme-form – ethnic tolerance is in detail surveyed.

The ethnic potential of the subject is surveyed as potential which all subjects of formation possess, osoznanno or not, by the accessory nature to concrete ethnos from the moment of a birth, assumes developed enough ethnoidentity, high knowledge and patterns of behaviour of the ethnos. Polyethnic potential – competence of knowledge and abilities to put them into practice several/many ethnoses, possession of ethnotolerance and ethnoconsciousness. The main task of modern formation - to help to open polyethnic potential and to refer it to a constructive bed of development.

By the author it is scientifically proved etnoakmeologija formations as a new scientific direction akmeologii which surveys "ethnos" as one of defining components akmeologii education and training in modern polyethnic educational medium. Polyethnic formation is surveyed as system of familiarising of subjects of formation to the ethnic heritage, referred on development of ethnic potential: ethnoidentity, ethnic tolerance, ethnic consciousness. Polyethnic formation has in the basis of the theory of polycultural education, akmeologii formation and education, the designing theory national - regional educational systems on the basis of a principle ethnocultural konnotatsii; researches of ethnologic features of the person of the subject, developed in personal - the focused formation; Ethnopsychology, social synergetrics and theories of the nations, the concept about a parity national and universal in sotsiokulturnoj society lives; philosophical both ethnographic researches and ethnologic theories; modern theories of ethnos and ethnic development, anthropology; concepts of use of national experience in development of children; theories active akmeologicheskogo and socially-psychological training.

The analysis of interaction of ethnoculture and formation in polyethnic space of regions of Russia which solves the major problem of consolidation of the Russian statehood by means of familiarising of rising generation with ethnic culture as to the higher implication of spirituality and erudition is carried out.

The special attention is given polyethnic competence which is a condition of effective interpersonal interaction of experts of formation with other subjects of educational process. Are surveyed competence: differentsialno-psychological, socially-psychological, autopsihologicheskaja, akmeologicheskaja, special, etnokulturno-stereotypic and emotionally-strong-willed. On the basis of generalisation of concepts of V.N.Maksimovoj and V.N.Sofinoj the structure of professional polyethnic competence (fig. 1) is generated. It is ascertained, that modern formation – one of ways of familiarising with social and ethnic values.

The big attention is given development of the akme-form of polyethnic competence – ethnic tolerance, two ways of development of the person – tolerant and intolerantnyj are described. The effective way of development of ethnic tolerance in modern formation - training and the education referred on development of independent thinking, the critical point of view, sane judgements is defined. The attention that at development of ethnic tolerance it is necessary to consider factors is focused: symptoms of implication of intolerance, the characteristic of professional polyethnic competence of the expert of formation, tolerance levels of development in the formation, special methods and agents of development of ethnic tolerance. The emotional intelligence is surveyed as a psychological resource of implication of ethnic tolerance.

In the end of the head conclusions that etnoakmeologija formations – a science about vershinnosti developments of subjects of polyethnic formation of different age and activity kinds (experts and the future experts of formation, pupils and their parents) are drawn. The culture and formation interaction, based on values of ethnoses and psihologo-pedagogical, akmeologicheskih achievements, provides socialisation of the growing up person, allowing it to be integrated into uniform space of ethnoculture of Russia and the World.
