The engineering trade becomes not only one of the most mass, but also one of the major on degree of influence of engineering work on a society.

UNESCO with the assistance of such authoritative international organisations as FEANI (Europe) and ABET (America), associations of an engineering education and societies of engineers, demands to the engineer of the XXI-st century in which number are developed enter: high professional competence; aspiration to constant personal both professional perfection and development of the mental potential; possession of methods of modelling, forecasting and designing, and also methods of researches and the tests necessary for creation new intellectual and material assets, etc.

Wide introduction in the industry of high technologies, specificity of the engineering problems solved in them which are on a joint of several engineering science, demanding association in the course of their decision of efforts of experts of a different profile, has led to transformation of many engineering specialities. For successful performance of the functions the modern engineer should possess not only the sum of the general and special knowledge, skills and abilities, but also a complex of certain qualities of the person providing fruitful work in a command raznoprofilnyh of experts. Such situation defines psihologo-akmeologichesky and psihologo-pedagogical aspects of an urgency of studying of problems of formation of professional competence of experts.

The analysis of modern researches shows, that the category "competence" is widely used by domestic and foreign scientists in pedagogics, psychology and akmeologii (N.V.Kuzmin, A.A.Derkach, I.A.winter, A.K.Markova, J.G.Tatur, V.G.Pervuhinsky, V.D.Shadrikov, N.Hamsky, J. It is peer, F.Tsiveli, etc.). Professional competence of teachers and principals while the category of professional competence of the expert with the higher technical education is developed extremely weakly is deeply enough investigated, its structural components are not defined, technologies of its development that defines an urgency and novelty of the given research are not framed.

Research objective – revealing of patterns, ways of development and working out of theoretical bases of formation of professional competence of the expert with the higher technical education in system of uchebno-research-and-production activity, working out psihologo-pedagogical and akmeologicheskih technologies of development of professional competence of high school and on manufacture.

Object of research – educational, scientific and professional work of students of technical colleges, experts and principals of the technical enterprises;

Object of research – formation of professional competence of experts in a technical college and on manufacture in system of uchebno-research-and-production integration.

The basic hypothesis consisted in the following.

Professional competence is a major factor integrating professionally significant psychological properties of the person, knowledge, ability, business both personal qualities and their implication in professional work of experts and the factor causing level of its efficiency.

According to the basic hypothesis private hypotheses are formulated.

It was supposed, that professional competence of the expert with the higher technical education has the difficult structure which basic components are: differentsialno-psychological, socially-psychological, autopsihologicheskaja, akmeologicheskaja, administrative, special and information-technological competence.

2. It is possible to expect, that in the course of mastering by professional models of activity there is a development of professional competence and certain style of thinking.

3. On the basis of the system approach to uchebno-research-and-production integration creation uniform akmeologicheskih technologies of an estimation and development of professional competence of the expert in high school and on manufacture is possible.

4. Development of professional competence of the expert is promoted by the system approach to the organisation of independent work within the limits of uchebno-research-and-production integration with application computer akmeologicheskih the technologies based on use of simulars.

5. It is possible to form purposefully socially and professionally significant system of the motives, making positive impact on development of professional competence through the certain organisation of professionally focused creative independent work of students.

According to the purpose and research hypotheses following problems have been put.

1. The Teoretiko-methodological analysis of a condition of a problem of formation of professional competence of the expert in high school.

2. To tap substantial structure of professional competence and levels of its development, on the basis of the analysis of functional models of activity of the experts working at the modern technical enterprises.

3. To survey the is professional-focused creative independent work of students as educational system and to tap its possibilities in the referred formation of professional competence. To develop psihologo-akmeologicheskuju the concept of formation of professional competence of experts in system of uchebno-research-and-production integration. On the basis of this concept to make forming experiment. On a material of studying of work of student's design office (special design bureau) to check up efficiency of the offered methods.

4. On the basis of the system approach to uchebno-research-and-production integration to develop computer akmeologicheskie technologies, diagnostic and training toolkit for formation of professional competence of the expert in high school and on manufacture. To define the factors promoting formation of professional competence. To realise technological maintenance of system of development of professional competence of experts in technical colleges and on manufacture.

5. To investigate structure of motives educational and professional work of students and experts in the course of formation of professional competence.

6. To develop strategy of the organisation of professionally focused independent work of students with use of simulars on the basis of computer technologies for development of professional competence.

7. To carry out monitoring of style of thinking and professional competence of high school and on manufacture and to check up efficiency of the offered system of methods.
