Process at macrolevel consists in the change of a banking system organisation directed on improvement of quality of bank activity and including process of structural transformations, realised necessarily concerning the first level of a banking system.

A process essence at microlevel that it represents process of the interconnected structural transformations of the credit organisation, directed on commercial value increase syo the capital.

The new criterion of a periodization of development of bank activity in Russia the XX-th centuries - on change of relations of the property, realised by means of banking system re-structuring is formulated. According to the specified criterion the author allocates following periods in development of bank activity: the nationalisation periods, revitalizatsii economy and the market period.

Types of re-structuring of macrolevel of a banking system depending on objects of re-structuring are proved, namely: system re-structuring, re-structuring of central bank and mezhurovnevaja re-structuring. It is necessary to understand process of change of the banking system organisation as system re-structuring, directed on improvement of quality of bank activity. Under central bank re-structuring - process of the structural transformations realised necessarily concerning the first level of a banking system. Under mezhurovnevoj re-structuring - process of optimisation of system mezhurovnevyh the relations, representing set of subsystems of bank supervision, platyozhno-settlement, the control over bank risks, insurance of bank contributions.

The Russia offered by Bank and become traditional at an estimation of financial circumstances criteria, in our opinion, are not sufficient for the decision of problems on bank re-structuring. The given system represents interrelation of groups of the financial ratioes, subordinated to a principle of maintenance of a complex estimation of financial circumstances of bank. Financial ratioes are grouped in such a manner that allow to define financial circumstances of bank on the basis of exact characteristics of its separate aspects, such as solvency, efficiency of use of sources of finance, reliability and efficiency of bank business. With a view of maintenance of an effective utilisation of the specified system of factors with the author the technique of its application in the bank practice is offered, allowing to establish presence at analyzed bank of requirement for re-structuring.

The approach to working out of a capital investment project (business plan) of re-structuring of bank is formulated. Contrary to existing, based on use of methods zatratnogo the approach at definition of a commercial value of the bank, the approach formulated by the author is based on application in business planning of process of re-structuring of a method of discounting of monetary streams. The author's approach to re-structuring business planning assumes application of model of the discounted monetary streams by working out of an accounting budget of re-structuring, and also definition of reference points of re-structuring by means of forecasting of a commercial value of bank after re-structuring with use of a method of discounting of monetary streams.

The technique of an estimation of efficiency of the re-structuring, containing the following criteria of efficiency developed by the author is proved: predicted effect from re-structuring, actual effect of realisation of measures on re-structurings, the additional (missed) effect

Re-structurings. Use of the given technique of an estimation of efficiency of re-structuring allows to define degree of success of realisation of the project of re-structuring, and also to estimate size of its effect.
