World experience confirms, that now the transport complex is one of the basic consumers of power resources, mainly at the expense of use of products of oil refining. So, in 2003 on a transport share it was necessary more than 63,7 % from the general consumption level of energy all sectors of economic, against 43 % in 1973.

It is necessary to notice, that the tendency of increase in a share of transport in fuel-power the balance, observed during the period since 1970 till 2003, it is characteristic for all world economic system, and the analysis of statistical data allows to predict the further increase in consumption by transport of mineral oil.

It is obvious, that growth of park of vehicles, increase consumption automobile topliv causes loading growth on a marketing network of mineral oil, showing to it new quantitative and qualitative requirements. With development of market relations the marketing network of mineral oil in the Russian Federation is characterised by essential increase in quantity of its elements: it and new gasoline stations (gas station), refuelling complexes (AZK), both tank farms, and the transport agencies which are carrying out the logistical distribution function. Meanwhile, interaction of the specified elements frequently is defined only by years the developed practice, without quality of functioning and the coordination of interests of elements of system of the distribution, the increased competition on the yielded sector of the market.

Change of conditions of activity of economic subjects is logically connected with transformation of system of their operating control, that finally essentially defines parametres of functioning of a distributive network of mineral oil as a whole. However, today in practical activities the decisions connected with management by transportations automobile topliv in system the Tank farm - the gas stations at operative level, are taken over, mainly, subjectively though the majority of problems solved thus are well formalized.

All aforesaid demands search of new approaches to formation, development and management of distributive networks of mineral oil for motor transport with use of new criteria of a choice of a configuration of logistical distributive channels taking into account possible inconsistency of interests of separate elements of the yielded network and features of their functioning.

It is necessary to notice, that to problems of formation and functioning of distributive networks as a whole and, in particular, mineral oil a lot of attention in works of domestic and foreign scientists was given: JI.K. Mountain, F.M. The cantor, V.Maevsky, L.A.Matskina, R.S.Parhomenko, V.G.Sankova, V.I.Sergeeva, V.J.Silkina, L.Sorokin, A.S.Habarova, I.J.Jusupova and others. Despite the reached results, change of an economic situation in the country, conditions of functioning of system nefteproduktoobespechenija motor transport demand the further carrying out of the researches directed on development of new approaches to management by formation and functioning of distributive networks the Tank farm - the gas station, that objectively causes necessity of perfection of organizational-economic management methods automobile transportations of mineral oil in the yielded network.
