The planned target and performance analysis shows, that for last nine years the Altay customs appears in plus on really listed payments in the income of the federal budget (an exception indicators of 2011 serve) . In 2013 depending on planned targets, the risks connected with activity of customs bodies in the conditions of action of the Customs union, by the Altay customs it is listed in the income of the federal budget of 2 billion 867 million 617 thousand rbl.
that has constituted 105,6 % from planned targets. Thus, great volume of the payments transferred into the budget for last five years is observed. In total amount of transfers the greatest relative density is necessary on the value-added tax (65 %), the second place in structure of customs payments is occupied with the import duty (27,9 %), on an export duty share 1,4 % are necessary. The Planned target in 2013 is executed by the Altay customs on 105,6 %. The negative moment for last five years is the indicator of the export duty which characterises overweight of import of the goods over export. Nevertheless, proceeding from tabular data, the Altay customs receives the proved planned target on a collecting of customs payments.Information-analytical maintenance of the Altay customs
During 2005-2013
In 2005 - 2013 in the Altay customs were observed considerable changes in business of modernisation and perfection of information park. More serious work in this direction was traced in 2005 - 2006 So, the department of operation of functional subsystems and a supply with information of the Altay customs in 2005 - holds 2006 testing and installation more than 120 special complexes of the software on-line delivered GNIVTS FTS the Russian Federation, in 2005 - 2006 operation 1074 units of computer facilities (560 and 514 in 2005 and in 2006 according to), 451 units of printers, 20 local computer networks is organised. In 2005 and in 2006 new packages of information programs so in 2005 are introduced are introduced in operation: KPS "Judiciary practice", AIS "Project", in pre-production operation KPS «IRS - the Income», in 2006 Program complexes - «Personal accounts of participants of foreign trade activities», «the Passport THAT», "Exchange control", "TSRSVED", the EXPERT «avto - Transport», the personal computer «information Gathering on GTD», PZ "Package", PZ «Service of revealing of risks» are introduced. For this period have received the further development of IntraNet-technology, in particular for transfer of great volumes of the information on customs posts. In 2007 83 new complete sets of computer aids, from them 3 servers are placed in operation; transition to system of high-speed data transmission (DSL) is organised. Technical training is spent and 6 points of access to a network the INTERNET in customs divisions are organised. In 2008 2 complete sets of the server equipment which commissioning has allowed to unload work of available servers of customs therefore access of users to information resources of customs has improved are in addition entered. Together with Open Company «Inteh NSK» in 2008 The telecommunication equipment - switchboard CiscoCatalist 4507 that has allowed to raise considerably speed and reliability of data transmission in a customs LAN is placed in operation, and there was a management possibility the telecommunication equipment.
In 2009-2010 work on introduction of new technologies in practice of activity of customs bodies has proceeded. Since November, 26th, 2010 in customs it is introduced and the automated monitoring system of customs transit taking into account interaction with system NCTS (ACCKTT-2) in a mode of real time is maintained. With a view of the organisation of the account imported into the Russian Federation from Republic Kazakhstan of the goods in which relation the status of the goods of the HARDWARE is confirmed, customs posts carry out conducting customs log-books of import of the goods from Republic Kazakhstan by means of KPS "Magazines-registration".
Also, in 2010 development of electronic declaring, so if in the beginning of 2010 13,8 % of all declarations in the beginning of November the share of electronic declaring has reached 43 % (including 39 % in a network the Internet) were in electronic form made out was one of priority directions of activity of customs bodies of the Russian Federation. Along with electronic declaring, FTS Russia realises a problem on introduction and expansion of application of preliminary informing. With that end in view economic operators FTS of Russia enter into pre-production operation the Internet portal of electronic representation of the data which work is similar to Internet portals of the European customs services. It allows to raise essentially efficiency of work of customs bodies, to provide information filling of a control system by risks that allows to apply a principle vyborochnosti at realisation of the customs control.
In 2011-2013 work on development of electronic declaring through the Internet, remote release and preliminary informing proceeds. The important factor is the anticorruption orientation of the given technology: direct dialogue of the customs officer with the participant of foreign trade activities is excluded. For today in the Altay customs the share of the customs declarations which submitted and have been let out in the electronic form, constitutes 98,64 %. The technology of remote release of the goods has received the further development. At the moment the Barnaul customs post can accept customs declarations on the goods which are in region of activity of customs posts ZHDPP Zabajkalsk (the Chita customs), Airport Tolmachevo (Novosibirsk customs), Tashantinsky (the mountain-Altay customs), Sebezhsky (the Northwest Customs), Stabninsky (the Central Customs) and to make their customs declaring with application of technology of remote release. On the given technology the Barnaul customs post in 2013 lets out 586 declarations on the goods that practically in 1,3 times of more previous year. Work FTS of Russia on creation of the uniform state automated system of monitoring of export of the goods from the customs territory of the Russian Federation [245] now proceeds.
