Conclusions on the second chapter

1. As a result of the analysis of a condition and development tendencies agropromyshyolennogo a complex of Bryansk area the following key moyomenty is revealed:

- In structure of production of agricultural production of region the animal industries production, 59 % taking an order from sovoyokupnogo volume of marketed products of agriculture prevails;

- The large part of production of agriculture in Bryansk area (about 68 %) is made by the agricultural organisations;

- The feature distinguishing Bryansk area, is raspredeyolenie the organisations on patterns of ownership: the developed structure proizyovodstva on patterns of ownership testifies about not final razgoyosudarstvlenii the separate enterprises and complete transition rural hozjajyostva in a private sector that can influence indirectly indicators effektivyonosti region agriculture;

- Regarding development of regional plant growing it is observed uveyolichenie shares of grain crops in a total volume of production of the given kind of production; the region increases the share in TSFO under the potato tax (from 11,8 % in 2014 to 14,2 % in 2016), and also in a total harvest of vegetables (about 4 % in 2014 to 4,7 % in 2016);

- Regarding development of regional animal industries growth of a share of agricultural manufacturers of Bryansk area in proizvodstyove cattle and a bird on slaughter in TSFO to 8,3 %, that above averages on TSFO growth rates is observed; the milk share in market TSFO was stable makes more than 5 %; has grown both production of eggs, and a share of this kind of production in market TSFO to 4,5 %.

2. Problems of development agroindustrial komplekyosa Bryansk area, characteristic for regions with similar conditions razyovitija, systematised on following groups are structured:

- The problems of technogenic character caused by influence of failure on the Chernobyl atomic power station and necessity of neutralisation of its consequences;

- Problems of economic and market character, among them vysoyokaja degree of deterioration of a fixed capital of the enterprises regional agroproyo
myshlennogo a complex; increase in dependence of the food market of Bryansk area from external deliveries on separate kinds prodovolstyovennoj production, defect of financial resources and so forth;

- Problems of organizational-legal and administrative character: absence of stable horizontal ties between regional predyoprijatijami agriculture, absence organizatsionnoyoekonomicheskih and legal mechanisms of interaction of public sector and agriculture private enterprises; necessity razyovitija mechanisms of state-private partnership in regional agyoropromyshlennom a complex;

- The problems of personnel and demographic character defined by outflow of the population from rural settlements in cities and other regions to work as low level of motivation of young profile experts on village and nearby of others.

3. The methodical approach to an estimation klasternogo potential of agriculture of the region, including stages is offered: 1) foryomirovanie systems of indicators of an estimation klasternogo agrarian and industrial complex potential; 2) an estimation and interpretation klasternogo potential; 3) definition napravlenyonosti klasterizatsii. The developed methodical maintenance differs possibility of definition of size and an orientation klasternogo potenyotsiala regional agriculture.
