Has traditionally developed, that each of regions of Chernozem region has one branch of agriculture to which local authorities give most of all attention. In the Voronezh area such area are the meat animal industries.

According to the Ministry of Agriculture of the Russian Federation, despite crisis in ekonomiyoke, the region became the second in the Russian Federation on escalating of number of livestock KRS. According to statistics, on the beginning of 2017, a gain of livestock KRS in Voroyonezhsky area has made 28,3 thousand goal. (The second place among regions strayony). The third place in a rating of the Ministry of Agriculture takes Kaliningrad obyolast (a gain on 12,7 thousand goals), and the leader is Belgorod obyolast in which a number of scale investment projects is realised.

Today in the Voronezh area the first successfully develops in the country meat klaster. The Total amount of investments into its enterprises already exceeds 10 billion roubles. Development of meat cattle breeding in region went at once in all directions: the breeding herd was formed, the commodity livestock (both in large-scale enterprises developed, and in farmer), modern platforms otkorma cattle have been constructed. Under the plan, by 2020 the region should leave on an indicator of 350 thousand goals of meat herd. Escalating of rates in meat and dairy cattle breeding, increase of efficiency of cattle, increase in number of modern cattle-breeding complexes supply stable growth of volumes of production and impor - tozameshchenija animal industries production.

The important factor stimulating development of agrarian sector ekoyonomiki, the state support is. The third place is taken by the Tambov area - 972,773 thousand goals, that on 5,25 % or on 48,525 thousand goals exceeds indicators for similar date 2016. The area share in the all-Russian livestock has made 5,0 %.

According to data Rosstata, in 1 half-year 2017 meat production in Russia has increased by 7,8 % (fig. 2.18) in relation to similar peyoriodu last year, having reached an indicator of 1111,4 thousand tons. As well as the livestock of pigs, pork production stably grows in Russia, since 2008. And growth rates essentially surpass growth rates of a livestock. Import of pork to Russia has started to decrease in 2014. A principal cause was rouble devaluation in which result import meat has risen in price practically in 2 times. Naturally it should respond on consumer demand. In 2015 the situation was aggravated with countersanctions. As a result volumes of import of pork for four years have fallen from 625,2 thousand tons in 2013 to 258,7 thousand tons in 2016. On provisional data following the results of 2017 pork import has decreased on 30 % to level of 180 thousand tons. That is almost in 3,5 times. Though earlier - in 2007-2013 volumes imyoporta pork enough taki were stable (fig. 2.21). Russian imyoporterov (especially in the western part of the country) bribed cheapness and neizyomennoe quality of the European pork.

Nevertheless, the share of import pork in consumption total amount steadily decreased already since 2008. At that time almost 60 % of pork on rosyosijskom the market were foreign production. Production of mutton of the steam room which has cooled down, cooled in Russia throughout the last two years showed positive dynamics. So in 2015 production has shown increase at 1,7 % and following the results of a year has made 5 588 tons. In 2016 5 984 tons of mutton, that on 7,1 % above volume of production of previous year (fig. 2.22) have been made.

In January-July, 2017 3 846 tons of mutton paryonoj, cooled down, cooled have been made. This indicator on 19 %, or on 611 tons vyyoshe, than for the similar period of previous year. In 2017 the greatest increase in production of mutton has been fixed in January and sostaviyolo 67,3 % in relation to similar month 2016. And in July, 2017 production has increased by 52,4 % to level of July of last year and has made 816,7 tons.

The leader of production of mutton in physical terms from the general made volume for 2016 became North Caucasian federal okyorug from shares about 37,9 % (3463,8 tons). On the second place Central fedeyo
ralnyj district from shares of 21,9 % (1308,3 tons). Further follows southern fedeyoralnyj district from shares of 8,7 % (517,75 tons), after it Siberian federalyonyj district and Privolzhsky federal district with shares of 8,4 % and 2,9 % (501 and 172,5 tons) from total amount of production of mutton of the steam room which has cooled down, ohyolazhdennoj in the Russian Federation.

The detailed analysis of regional character of production of mutton shows, that the leader in the given sector in 2016 is Dagestan. The production percent in the given region makes 32,4 % (1941 tons) from the general production of the country. The second-large subject is the Stavyoropolsky edge (1553,27 tons). A three of leaders closes Moscow obyolast with volume of production of 1221,43 tons.

By consideration of the prices it is possible to notice, that in 2013-2016 average prices of manufacturers for the Russian consumers on mutton have fallen on-19,9 %: about 229201,3 rbl. of/tons to 183513,5 rbl. of/tons. The greatest falling of average prices of manufacturers has occurred in 2016 then the rate of increase has made-13,27 %. In January-December, 2016 average transfer prices of manufacturers were established at level 183513,5 rbl. of/tons. This pokayozatel on-1,8 % or on-3335,8 rbl. of/tons more low, than for the similar period of previous year.

It is necessary to pay attention also to dynamics of retail prices on barayoninu. In 2014-2017 average retail prices for mutton have grown on 14,7 %: about 298,1 rbl. of/kg to 341,8 rbl. of/kg. The greatest increase in average retail prices has occurred in 2015 then the rate of increase has made 13,15 %. In a meat subcomplex of the Voronezh area vertical integration goes basically in three directions:

Further we will consider prospects of development local rynyoka meat production within the limits of the third direction, i.e. for the account sovershenyostvovanija integration communications.

2.3 Methodical approaches to an estimation of efficiency of functioning of integration formations of the local market of meat and meat production

Stabilisation and development of the market of meat production, increase effekyotivnosti its functioning to no small degree depend on the structural transformations directed on perfection integration proyotsessov. A special urgency search of forms of the integration interaction, capable to unite effective partner communications maximal various subjects regionalyonoj now acquires economy to concentrate resources on realisation priyooritetnyh directions of development of regional social and economic system, to raise productivity industrial and sotsiyoalnoj infrastructures.

Throughout the long period of time the Voronezh area specialised on meat animal industries, and rather rezultativyono. By present time the region is on the second place among subekyotov the Russian Federation (conceding to Only Belgorod area) on escalating of number of livestock KRS. Analyzing accessible results, it is necessary to recognise, that integration processes of three types became the nature of formation of the local market of meat and meat production in reyogione: intraeconomic peyorerabotka, contractual relations, vertically-integration structures. Integration processes of the third type which development has led to formation funktsionalnoyoinfrastrukturnogo a skeleton of the local market of meat production have appeared the most effective. Considering perspectivity of the given market and its importance for reyogionalnoj economy, development of integration relations including its agents, in our opinion, it is necessary to consider in quality prioritetnoyogo directions of regional development and to carry out its regulation according to the purposes and problems of a regional policy. So, in focus reyogulirovanija there should be the most effective market participants selected according to following criteria: efficiency (tehniko-technological, organizational-economic, sotsialnoyoekonomicheskaja, ekologo-economic); universality; tselesoobrazyonost; stability.
