For the today, the most fundamental normativnoyopravovym the document in the field of strategic planning and programyomirovanija in territory of the Russian Federation is the Federal law from June, 28th, 2014 №172-ФЗ «About strategic planning in the Russian Federation» (further - the Law).

This Law underlies formation uniform and complete sisyotemy strategic planning at all levels of the power: municipal, regional and federal. The law also specifies authorities of regional government bodies of the Russian Federation, among which:

- «An establishment of requests to the contents, working out, consideration and the assertion of documents of the strategic planning developed at regional level»;

- «Working out and the assertion (approval) of documents of strategic planning, monitoring and the control of realisation of documents»;

- «Maintenance of a coordination and equation of documents of strategic planning, sharing in their working out and formation, realisation of an order of their fulfilment and other authorities».

Within the limits of the Law functions of regional bodies isyopolnitelnoj the authorities which consist in working out of documents strateyogicheskogo character, monitoring realisation, maintenance of coordination and the control of process of realisation of strategy also are specified.

«Government programs of the subject of the Russian Federation»;

«The scheme of territorial planning of the subject of the Russian Federation».

Not looking at certain progress in development of bases of strategic planning of the Russian Federation, till now there is a number of the problems not eliminated by the Law.
