The technique of an estimation of efficiency developed by us design upravleyonija allows to receive the objective information on construction level sisteyomy design management in region, about functioning separate it elemenyotov, and also about that, practical realisation given inyostrumentarija managements SESR is how much productive.

At analysis realisation, we receive komyopleksnyj an indicator of efficiency of realisation PU in region, and also three chastyonyh indicator-components PU, characterising three major components of social and economic system: social a component, finansovoyoekonomicheskaja a component and ecological a component.

As it was marked earlier, estimation PU, with application of an author's technique, vyyostupaet the major indicator of quality of management of social and economic system of region which allows to reveal problems in region development to develop ways of their decision, and also a direction budgetary finansirovayo

nija. By means of the given estimation it is obviously possible in the general system nayotsionalnogo economy to define a place and a role of concrete region.

Approbation of an author's technique is executed on an example of regions TSFO of the Russian Federation. At the first stage we had been made the analysis of 6 elements PU, as a result kotoroyogo to each element corresponding level is pirated: "low", "average" or "high".

Experience of investigated regions in sphere PU is distinguished: in the Belgorod and Jaroyoslavsky areas the given mechanism is applied about 2009-2010, in Tver obyolasti such mechanism - at the introduction initial stage (with 2018г.). The quantity reayolizuemyh projects also varies.

In all investigated regions, except for the Tver area, utveryozhden the base standard document regulating introduction and the organisation of design activity in region. The structure of the given document in various subjects of the Russian Federation differs quantity of sections and their contents. polozhitelyonym the moment is the availability of the Scheme of interaction of bodies of an executive government at realisation of design activity (Lipetsk, Oryolovsky, Yaroslavl areas). In documents practically all regions sushchestyovuet the section regulating an estimation of efficiency of a portfolio of projects.

In the majority of investigated regions it is developed and the control system of design activity functions inyoformatsionnaja.

Special attention it is necessary to give to mechanisms material and nematerialyonogo stimulations of participants PU. In 7 regions from 18 investigated primenjayojutsja the given mechanisms.

Practically in all investigated regions training and povyyoshenie qualifications of the staff participating in design activity is carried out. In Belyogorodsky area the documents regulating check kompeyotentsy serving in questions of design management are developed. On the Administration site
The Vladimir area there is a section Training on design management, in koyotorom materials of seminars, vebinarov, consultations in the field of PU are placed. On sites of some other regions information materials in sphere of training PU are placed.

In the Ryazan area the Knowledge base on design management functions.

The major aspect is absence in investigated regions of an appraisal plan of efficiency of realisation PU. In the present research we had been offered a technique, allowing to reveal efficiency of realisation proektyonoj to activity in a cut component SES.

As a result of fulfilment of the first stage of the author's methodical approach, on the basis of an estimation of six elements of design management, system PU of each region the total estimation characterising "low", "average" or "high" level (Table 1) has been pirated.

Following the results of the conducted analysis to systems PU of investigated regions levels have been pirated:

1. A high level: the Belgorod area, Bryansk area, Moscow, the Moscow area, the Oryol area, the Yaroslavl area.

2. An average level: the Vladimir area, the Voronezh area, Kayoluzhsky area, Kostroma area, Kursk area, Lipetsk area, Rjayozansky area, Smolensk area, the Tambov area, the Tula area.

3. Low level: the Ivanovo area, the Tver area.

By results of realisation of accounts by an author's technique, there was proizveyodena an estimation of efficiency of realisation PU in Kursk area in a cut elemenyotov SES, including in comparison with regions TSFO. Accounts have been conducted from 2006 for 2016 Level of design management on social komyoponente is presented in table 2.

At 10 from 18 investigated regions for the considered period the tendency of increase START-UP (Bryansk area, the Voronezh area, the Kaluga area, Kostroma area, Kursk area, the Moscow area, the Oryol area, the Ryazan area, Smolensk area, the Yaroslavl area) is observed.

At the others 7 regions level START-UP has decreased. The greatest level START-UP in 2016г. Had Moscow (0,62), the least - the Tula area (0,26). So, an in the lead item of Moscow on level START-UP is caused high poyokazateljami qualities of a life and well-being of the population, and also quality dorozhyonoj infrastructures.

Level of design management on financial and economic a component is presented in table 3.

At 13 from 18 investigated regions for the considered period the tendency of increase PUfek (the Belgorod area, the Vladimir area, Voyoronezhsky area, the Ivanovo area, Kostroma area, Kursk area, Lipetsk area, the Moscow area, the Oryol area, the Ryazan area, Smolensk area, the Tambov area, the Tver area, the Tula area) is observed. According to research Bryansk, Kaluga, Moscow, Yaroslavl oblasyotej and Moscow is observed the negative tendency of reduction PUfek.

On all investigated regions for the considered period level PUek has increased. The greatest level PUek in 2016г. The Kaluga area (0,79), the least - Moscow (0,24) had.

Throughout the considered period the greatest level of development PUkompl the Belgorod area that is quite natural had, considering experience of region in sphere PU (it is introduced since 2010).

The indicators characterising a standard of living of the population in Kursk area, have an average level throughout the considered period. OzhidaeYOmaja life expectancy in region in 2016г. Has made 70,94 years, the given indicator has the stable positive tendency. The factor estestyovennogo a gain in region is negative, decline in population exceeds its growth that is the extremely negative factor. Nevertheless, in 2016г. The decrease naseleyonija was reduced in comparison with 2006 twice.

The labour efficiency index in region is characterised by an average level, in comparison with others reyogionami.

Approaches to formation of system PU of region should as much as possible uchiyotyvat to feature of each subject of the Russian Federation. On the other hand, we consider vozmozhyonym to unite regions in groups depending on level complex pokayozatelja design management.

Following stage of an author's technique of an estimation of development SESR is construction of a rating of regions on level of development PU (drawing 28).

The first place in a rating of regions TSFO on efficiency level realizayotsii PU for 2016г. At of Moscow and the Moscow area, last - at Ivanovo

Areas. The Kursk area takes 10 place in a rating: 8 place on START-UP, 3 place on PUfek and 17 place on PUek.

Following stage of an author's technique of an estimation of development SESR is cluster analysis realisation (a method of k-averages) for investigated regions depending on level of the complex indicator characterising effektivyonost design management (table 6). The Kursk area is a part klastera with an average level of the organisation of system PU and an average level of efficiency of its realisation along with Vladiyomirsky Voronezh, Kaluga, Lipetsk, Smolensk and Tula oblastjayomi.

As a result of an estimation of regions TSFO PU following conclusions have been drawn:

- High degree of differentiation of regions depending on level of the organisation of system PU and efficiency of its realisation, connected with znachiyotelnymi ruptures between the indicators characterising components SES;

- Revealing of six groups of regions TSFO depending on level orgayonizatsii system PU and efficiency of its realisation;

- Importance financial and economic and social components in formation of a complex indicator of estimation PU;

- Combination of average levels of the organisation of system PU of efficiency of its realisation.
