3.1. The State regulation directed on improvement of an enterprise climate in the regional market of housing accommodation

The research of methods of effect carried out chapter 1 on housing region sphere allows to draw a conclusion that they in most cases are not directed directly on the regional market of housing accommodation, and assume only indirect effect through the mechanism of stimulation of demand.

The warp in regulation of the regional market of housing accommodation towards demand causes its dissymetric development. Absence reguljativnogo effects from the state has led to that now in the regional market of housing accommodation the set of barriers and obstacles for forward development was accumulated. Realisation of enterprise activity is interfaced to significant complexities, especially regarding availability of the redundant procedures necessary for realisation of activity of the regional market of housing accommodation. Turning point in a direction of decrease in administrative load on regional business was creation of the independent noncommercial organisation «Agency of strategic initiatives on advancement of new projects» (ASYAS). Functioning of the given agency is directed on stimulations of enterprise and investment activity, and as the effect tool realisation of national enterprise initiatives (NPI) acts. In conformity the Order of the Government of [118] ASYAS has set of methods of realisation of the activity:

- Can participate in meetings of the interdepartmental bodies created by the Government of the Russian Federation;

- Can participate in realisation Minekonomrazvitija of Russia examinations of standard legal certificates of federal enforcement authorities;

- Can request of federal enforcement authorities the materials, necessary examinations at realisation under projects of standard legal certificates of federal enforcement authorities.

It is recommended to federal enforcement authorities, public authorities of subjects of the Russian Federation and local governments to carry out support of activity of the given agency.

ASYA'S activity directly influences the regional market of housing accommodation. Besides it, the agency carries out now realisation of the major plans of measures «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» and «Perfection of legal regulation of town-planning activity and improvement of an enterprise climate in sphere of the regional market of housing accommodation» [32]. The given program documents already will have as soon as possible essential effect on the local housing markets. It is necessary to notice, that despite an abundance of the scientifically-methodical toolkit which has been accumulated by a domestic science, ASYAS for realisation NPI was technology of motoring maps rather new to Russia which is insufficiently studied at scientific level is chosen.

As a target reference point of realisation of the program on improvement of an enterprise climate in economy of Russia rating DoingBusiness (table 14) is chosen., which prepares experts of the World Bank and Bank for Reconstruction and Development. The given rating is made on the basis of the following of 10 indicators reflecting various aspects of life cycle of the enterprise [12]:

- Enterprise creation;

- Registration of permissions to fulfilment of works;

- Connection to electrosupply systems, registration of the property rights;

- Reception of credits;

- Protection of investors;

- The taxation;

- Management the foreign trade activity;

- Maintenance of performance of contracts;

- The insolvency permission (earlier it was called "closing down of the enterprise");

- Hiring of labour.

It is necessary to make the important remark concerning the given rating: in it indicators of Russia settle up on the basis of studying of conditions of business dealing in Moscow. If to study features of regional economy it is possible to note significant differences of conditions in Moscow and in all other cities. Furthermore in research "Business dealing" indicators which characterise reception by the organisations of small or average business for creation of a commercial warehouse are considered. Thus it is necessary to understand, that the given indicators concerning other objects (for example, the inhabited real estate) will essentially differ.

In a rating of 2013 Russia has taken 120 place from 183 countries on business dealing conditions. Indicators of Russia are presented to tab. 6 in this rating in 2015-2018 on the basis of data DB [150]. As a result of the accepted measures, the general rating of the Russian Federation was lifted to 35 in the world

Let's consider tendencies in indicators of business dealing, characteristic for Russia. On two indicators Russia is in second hundred countries of the world, besides, that this rating includes also set of poorly developed economy of a planet. On four indicators negative dynamics which allows to say that conditions the last years in them worsen is observed. In particular, it agree to data of the World bank the Russian managers spend 20 % of time for the decision of the questions connected with state regulation [13]. The given indicator is much worse than in what conditions the organisations in the developed countries (almost in 2 times more) function.

One of the lowest indicators Russia takes within the limits of reception of the permission to objects of the regional market of housing accommodation (115 place in 2018 and 117 place in 2015). The given circumstance has designated that as a target reference point of a motoring map «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» indicators of the given rating have been chosen. On fig. 28 the purposes of the state regulation directed on improvement of a business climate in the regional market of housing accommodation are presented.

According to the data presented in drawing significant improvement of conditions for the regional market of housing accommodation is planned: the quantity of procedures for permission reception should be reduced in 4,6 times with 51 to 11; time of passage of procedures of reception of permissions will decrease in 7,5 times from 423 days till 56 days; the volume of expenses for permission reception (in % to gross national product per capita) will decrease in 1,8 times. The given positive tendencies should allow to Russia to take 31 place in the world on an indicator of an enterprise climate in the regional market of housing accommodation.

The cited data allow to say that motoring map indicators «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» upon will not be reached. Thus it is necessary to notice, that the data resulted in rating DB, are resulted on indicators of Moscow. From here we do a conclusion, that the rating does not characterise position on all country. In rating DB concerning 30 cities of Russia the essential divergence is observed. In tab. 15 data on cities of Russia concerning reception of the permission to creation of objects of the regional market of housing accommodation are cited.

On the basis of table data the best conditions in Russia on indicators of reception of the permission in the regional market of housing accommodation in Surgut, and the worst - in Moscow.

Thus difference between these cities very essential:

- By quantity of procedures - in 2,74 times (17 and 47 pieces);

- On time of reception of the permission in 2,61 times (150 and 392 days);

- Under expenses - in 1,61 times (106,2 % and 171.5 %).

The indicated distinctions are a consequence of following reasons:

- Various regulation at a stage of preparation for creation of objects of the regional market of housing accommodation;

- Various cost of connection to municipal networks;

- Various cost of topographical and geodetic researches;

- Supplementary claims to contractors in various cities;

- Backwardness of rules of land tenure and building.

So essential distinctions allow to say that in motoring map working out the important error is admitted - the incorrect initial base for motoring map realisation is chosen. We will calculate average significances of indicators of cities of Russia in rating Doing Business (tab. 16).

According to the table it is possible to draw a conclusion, that average indexes of cities of Russia essentially differ from an indicator with which Russia appears in the international rating.

The program «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» is directed on decrease in administrative load on the organisation which are compelled to receive set of coordination during realisation of works. As a result effect should feel and the population as increase in volume of entered housing accommodation and decrease in its cost. The motoring map «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» pursues following aims [32]:

- Reduction of quantity of the procedures necessary for realisation of projects;

- Reduction of cumulative time of passage of all administrative procedures at realisation of projects;

- Decrease in the costs necessary for passage of all administrative procedures at realisation of projects;

- Development of the market of lease of housing accommodation.

The national enterprise initiative on improvement of an investment climate in the Russian Federation «Improvement of an enterprise climate in sphere of the regional market of housing accommodation» [32] assumes the developed plan of realisation of actions.

The offered schedule includes 12 actions for the basic directions of development of branch. Thus already now it is possible to assert, that the majority of the planned actions has not been realised, having faced a wide spectrum of problems. It is possible to draw a conclusion that during working out risks and obstacles of its realisation have been insufficiently studied. Planned for 2012 «the effect of fast victories» has not justified itself, changes occur slowly enough, that allows to speak about defects by motoring map working out. It is necessary to consider also, that in view of the long-term nature of realisation of activity in sphere of the regional market of housing accommodation, it is difficult to expect fast effects.

The government of the Russian Federation regularly manufactures orders «About monitoring and the control of realisation of a plan of measures« Improvement of an enterprise climate in sphere of the regional market of housing accommodation »which urged to trace the current changes proceeding during realisation. During the first working meeting [151] on motoring map formation« Simplification of procedures of reception of permissions to objects of the regional market of housing accommodation »following conclusions on a current condition of a problem (fig. 29) have been noted.

In spite of the fact that for the last years tendencies of decrease in administrative load on business were scheduled, indicators of domestic system of reception of permissions in the regional market of housing accommodation considerably lag behind world level: quantity of procedures in 3 times, and term of reception of the permission in 2 times above srednemirovogo. The indicator of expenses for permission reception makes 47 % from srednemirovogo, however, first as it is noted during a working meeting, in Russia there is a significant share of not considered costs; and
Secondly, it is necessary to consider, that gross national product level per capita in our country concedes to indicators of the developed countries.

During the second working meeting [152] actions for optimisation of procedure of realisation of processes in the regional market of housing accommodation on following stages were considered:

- zemleustroitelnoj;

- The town-planning;

- Designing;

- Creations of objects in the regional market of housing accommodation;

- Object input in operation;

- The state cadastral account.

At the third working meeting [153] following major problems were discussed:

- Preparation of documents of territorial planning;

- Notifying procedure of the beginning of realisation in the regional market of housing accommodation;

- Introduction of service of one window at reception of permissions in the regional market of housing accommodation;

- Introduction of the exhaustive list of the documents required for reception permissions in the regional market of housing accommodation;

- Creation of uniform system of disclosing of the information;

- Creation of uniform standards of tendering by the ground areas;

- Introduction of electronic document circulation;

- Reduction of the current list of documents for reception of the permission to fulfilment of works in the regional market of housing accommodation;

- Actualisation SNiPov, SanPiNov and requests in a design documentation.

In general questions of reception of the permission in the regional market of housing accommodation are regulated by norms of the Town-planning Code [27]. However it is necessary to notice, that, despite its acceptance in 2004, now it is not applied in a sufficient measure in all territory of Russia. Out-of-date norms and requests in a counterbalance to the existing legislation are frequently used. Thus up to the end the mechanism of harmonisation GK and a motoring map offered for development is not thought over. [22] defects of a town-planning policy of some regions of the country are marked by scientists as one of the most important negative factors of functioning of housing sphere.

Now as significant defects of the initiative on decrease in administrative procedures in the regional market of housing accommodation it is necessary to name absence of the developed system of risks that can cause serious complexities during realisation of actions. Risks can be divided
On set of categories, for example, depending on a stage of realisation of the program:

- Risks at the stage of working out;

- Risks at the stage of realisation.

Also it is possible to enter set of groups of risks: depending on size of consequences, occurrence time, occurrence sphere etc. we Will consider the possible risks connected with the initiative on improvement of a business climate in the regional market of housing accommodation.

One of the cores is the risk nedostizhenija the mortgaged indicators which already is shown now. The data cited above show, that the significant part of actions has not been realised. As a result the effect will differ from the planned. Also now there is a risk of incorrectly chosen base for an estimation of results of realisation of the plan of measures, chosen as a target indicator as the rating «DoingBusiness» is not the only thing possible.

The risk of insufficient scientifically-methodical maintenance of working out and realisation of plans of measures, especially at an initial stage of use of this mechanism in Russia, also is significant enough. In spite of the fact that scientific works in the given direction are available, objectively, their quantity and quality mismatches now that huge scale of the purposes at which motoring maps are aimed. Risks of insufficient scientific and technical maintenance characterise not ordinary enough situation when in Russia motoring maps began to be applied actively in spite of the fact that in a domestic science it is obviously not enough scientific maintenance of such mechanism.

During program realisation the organizational risks connected by should be considered that in their realisation accepts a considerable quantity of interested persons from government bodies, business, the public, etc. In such conditions coordination and activity harmonisation acquires
Defining influence. It is impossible to exclude risks of occurrence of bureaucracy and corruption.

Stranovye risks at realisation of plans of measures in the regional market of housing accommodation also take place, as this tool in domestic activity was not applied earlier. Its tearing away at level of the authorities or the scientific community connected with features of realisation of programs of development in Russia is possible.

Country risks represent a wide spectrum of possible negative consequences. Here it is necessary to consider, that motoring maps as the planning tool now do not consider regional specificity, therefore during their working out the set of important points concerning different regions of the country can be not considered. As it was already marked, in regions of the country of a condition of management enterprise activity in the regional market of housing accommodation considerably differ, and realisation of plans of measures can lead to various results.

Realisation of plans of measures in the regional market of housing accommodation assumes availability of significant country risks. Simplification of procedures of reception of permissions can cause a wide range of effects on region. It is necessary to consider, that, despite the mortgaged purposes, result can be and negative. Thus, there is a considerable quantity of risks, beginning from tearing away by the organisations of region of made changes, finishing occurrence of additional risks during realisation of projects in the regional market of housing accommodation. Failure of certain allowing procedures can lead to occurrence of additional risks. Experts of the World Bank notice, that in the developed foreign states there is a minimum set of allowing procedures (for example, in Sweden, Denmark, New Zealand such procedures from 6 to 8), that, however, does not lead to poor quality of erected objects. Thus it is not considered potential problems which can appear in domestic practice.

Social risks can arise in case there will be a deterioration of quality of erected objects in the regional market of housing accommodation. In this case the country population can show discontent with a realised policy.

Legal risks are one of main obstacles now. Realisation of actions assumes acceptance of new acts and modification of the existing. Absence or delayed acceptance of these documents can brake or in general make impossible realisation of some actions. During realisation it is necessary to consider policy risks. Improvement of conditions of management enterprise activity in Russia was primary the political decision under the influence of objectively developed circumstances. Possible change of priorities or failure of plans of measures as the mechanism of effect on business conditions it should be considered as potential risk. During program realisation on improvement of conditions of enterprise activity in the regional market of housing accommodation, there are ecological risks which can arise in case quality of created production will worsen, and it will cause negative effect on environment or health of living people.

During initiative realisation on improvement of an enterprise climate in the regional market of housing accommodation risks of negative reaction of the market of the real estate should be considered. The matter is that the program assumes a wide range of effects which can cause change of the prices of purchase and sale or lease, demand or the offer.

As a result the regional market of housing accommodation can be subjected to significant effects that will affect both the population, and on the organisation. On fig. 30 substantive provisions of the given program are presented.

Also it is up to the end not clear, what effects will be caused by introduction of plans of measures. Decrease in time and the expenses necessary for reception of the permission to creation of objects, should lead to decrease in the general expenses for their erection that can cause reduction of prices in the market. However to count consequences of removal of administrative barriers difficult enough, thus there is a problem of an economic substantiation of conducted reforms.

It is necessary to note, realisation of actions for improvement of a business climate in the regional market of housing accommodation does not give positive dynamics in a rating of the World Bank. Regional features of issue of permissions in the regional market of housing accommodation considerably complicate process. For overcoming of these defects of 2013 ASYAS has offered a number of new actions [69]. A number of the expert groups directed on overcoming of administrative barriers has been created. Now work on introduction of the best an expert in other regions of the country is conducted.

Governmental order acceptance about the exhaustive list of procedures [92] became sign event for simplification of procedures in the regional market of housing accommodation. The given list of procedures in the regional market of housing accommodation includes 134 items. It has created a necessary legal basis for bureaucracy decrease in this sphere.

That Russia in a rating "Business dealing" on indicators continues to remain on very low items, became a subject of disputes between ASYA and the World Bank. As a result of the analysis and updatings from Agency of Strategic initiatives that on modelling object in the regional market of housing accommodation really there are 12 procedures affirms, instead of 36. Expenses for creation of object and term of passage of procedures also 10 times less - 143 640 rbl. and 184 days (in comparison with 361 696 rbl. and 297 days according to). It is an example possible bureaucratic problems during realisation of programs of development.

However experience of separate regions of the country shows, that these problems can be effectively decided, so the indicator «time of reception of the permission in the regional market of housing accommodation» is minimum in Tatarstan (41 day) that is excellent result and at level of the leading world states (3 place in the world). In tab. 17 account of decrease in official costs for reception of permissions in the regional market of housing accommodation for subjects for whom account by a technique of the World Bank is made is resulted.

Accounts show, that on concrete object in the regional market of housing accommodation of an expense for permission reception will decrease on significant size: from 52790 rbl. for Kaluga to 617420 rbl. for Moscow. The important factor here - size VRP and an initial condition regarding permission reception in the regional market of housing accommodation. It is necessary to consider, that for objects of different function the effect will differ also.

Decrease in so-called informal costs (implicit expenses) will be the major component of the general economic benefit of the realised program on simplification of procedures of reception of the permission in the regional market of housing accommodation. The given cost type not so is often discussed in the scientific literature, however practice of realisation of activity shows availability of the significant expenses not fixed by statistical supervision concerning sphere of shadow economy.

Thus the indicator size is difficult formalized, however market participants mark its significant size. The term «implicit expenses» is used now by experts of the World Bank and discussed during working meetings about motoring map realisation. In view of complexity of definition of real size of implicit expenses for the further accounts their significance at level obvious is accepted. Decrease in expenses for implicit costs is calculated (tab. 18), proceeding from planned decrease in quantity of allowing procedures (to 15 pieces).

The data cited in the table show significant economy of means the organisations in the regional market of housing accommodation that should be reflected in their profitability positively.

One of most difficult defined sizes at definition of efficiency of realisation of a motoring map is the estimation of effect from reduction of time for reception of allowing procedures for realisation of works in the regional market of housing accommodation. In this case much
Will depend on the concrete project, from characteristics of the organisations, security level their orders etc. Similar accounts widespread housing accommodation in the regional market at planning of realisation of the concrete project. However at the stage of when the permission to object erection is not received yet, such accounts are hindered. For the decision of the given problem we offer to use monthly average expenses for wages of one worker (ZPsr), quantity the person, taken on project realisation (N), reduction of time for permission reception in the regional market of housing accommodation for concrete region (∆T) and the factor considering time logs when workers of the organisation expect the answer from executive powers on inquiries and do not attend to project realisation (Kzagr.).
