Realization of relations of consumption, their intensity and efficiency, directly depends on model of a social and economic country organisation, from a parity market and regulation machineries of government.

In the East Asian social model based on low social costs and taxes, the strengthened attention to formation and development, the state acts in a role not the manufacturer, and a regulator of the social services delivered by a private sector, citizens do not consider granting by the state of social services by the social right. On the basis of transatlantic and East Asian model of the social state there is a formation of new transnational model of the social state thanks to rapprochement of ideas and mechanisms of all models.

In the first case it is a question of purchase of the goods, in the second - about access to knowledge, the information and social services; for one information - the usual goods as any other, for others - public good, a part of human knowledge. Scientific and technical progress has allowed modern companies to take possession unprecedented before of technological potential, huge volume of the information, a know-how, administrative skill and financial assets; the social production and employment structure has undergone to radical shifts; there was possible almost complete satisfaction of material requirements of the population; motives and valuable reference points of people were radically changed.

the modern developed states represent «well-being company», or «company of two thirds». The majority of inhabitants has reached such structure and a consumption level which allows them to pass to more productive productive activity - to various forms of creative activity. The economy of the developed countries has the valid achievements perceived by "two thirds» as social justice, but without negation of base foundations of this economic system.

According to the Constitution of the Russian Federation, Russia is the social state that means the high state importance of formation of system of social warranties and legislative regulation of social sphere. Social policy allows to realise the basic constitutional laws of citizens. A long-term priority of the social state are investments into the person. The social sphere acts as the major factor of formation and accumulation of the human capital, and, hence, the powerful generator of new economic growth. The investment principle is put in a reforming basis, allowing to transform social sphere in «a springboard for

modernisations» 541. In the long term it is supposed, that investments in formations, a science,

However slowing down of rates of economic growth of the Russian economy in 2013 to 1,8 % of gross national product threatens fulfilment of social obligations of the state.

It creates possibility in the future to representatives of a class of carriers of knowledge to redistribute in own advantage the large part of public riches. On the contrary, for hired workers in sphere of the quantity production, not having necessary kompetentsijami or less talented, competitive environments for jobs and worthy wages will become tougher.

the third contradiction consists that the information economy has weakened collective protection of work. The accelerated obsolescence of products and formation leads to that by progress in riches production labour turnover and instability of employment is. On change to collective agreements the individualization of contracts and the lowest coverage of workers by trade unions comes.

Fifthly, IKT generate new models of an exchange of knowledge and collective generating of ideas and innovations.

According to authors, such innovation will raise efficiency of the state services and will lower a cost loading laying on the state of well-being.

First, the information company creates a financial basis for development of the social state. Without tax revenues the state cannot supply social costs. Formation of information economy requires higher rates of economic growth and the labour efficiency, governmental costs exceeding growth rates. An initial source of growth of productivity are innovations - innovations of products, processes and the organisations.

Secondly, in long-term prospect the information economy requires stable self-reproducing social measurement. Strong counteraction of globalisation without adequate social shock-absorbers causes resistance to information economy that subjects e and # 1104; development to swings over. In information economy especially in recession the state should make transformation socially comprehensible to all citizens of the country.

Thirdly, a key feedback: the state, rendering on a free basis qualitative services of formation, public health services and social security, allows sufficient number of people competent and being in good and healthy to the form to work effectively in information economy.

Social hacking as the phenomenon does not concern computer crimes, means people who aspire to complete self-realisation and use of the creative abilities on the basis of network interaction. Successful realisation of the concept in practice is shown by the Scandinavian countries, in particular the Finnish model of the information state of well-being At the heart of the Finnish economy actively develops is powerful klaster information technologies which is the most dynamical and competitive: in it it is taken only 3-4 % from a labour aggregate number, thus there are 45 % of gross national product and 1/3 total amounts of export of the country. It is possible to present the adapted model of the state of well-being for Russia (fig. 6-13).

The company increases well-beings and increases greatly the human capital as the major factor of economic growth, supplying social stability and support of innovations.

Updating of structures of the state of well-being leans against creation of electronic system of the government based on gateway interaction between the state as the supplier of the state services and the population as their consumer (reception and granting of the information, state purchase, electronic document circulation, granting it-lajn of services). Inside - new technologies are combined with old, out of - the information infrastructure integrated into electronic space. Development of the electronic government (E-Government) assumes model of rendering of services at retail, at which services and the information of the state bodies will be accessible to consumers round the clock.

In the course of an urbanization large cities as global knots of concentration of innovations and the technologies, connected by means of telecommunications, the Internet, high-speed transport systems which become engines of economic growth and creative activity for peripheral areas are formed.
