Introduction

Modernisation of the Russian economy, its transition to an innovative way of development should be accompanied by increase of a standard of living of the population, in particular, improvement of its living conditions.

This process depends on characteristics of the market of housing accommodation, its modern mechanisms and development tendencies. In command-administrative economy the market of the inhabited real estate in Russia practically was absent, as possibility of purchase and sale of housing accommodation for economic agents has been essentially limited. For the last twentieth anniversary in the Russian Federation the state investment in building of housing accommodation has been essentially reduced and the basic institutes supplying functioning of the market of housing accommodation are created. However the condition of the market of the inhabited real estate yet does not meet the modern requirements, the existing mechanism of production and distribution of the blessings in this market does not allow to improve quality and availability of housing accommodation to the population, does not promote introduction of innovations in building branch.

The housing accommodation market is definitely organised branch market on which there are features of behaviour of the manufacturer and the consumer, stable or unstable balance is formed. Tendencies of its development develop under influence both branch, and macroeconomic and institutsionalnyh factors. Besides, the housing accommodation market is interconnected with other markets through system of the prices, risks and expectations. For revealing of the basic laws of its functioning in defined institutsionalnoj to environment quite adequate connection of approaches neoclassical and neinstitutsionalnoj is represented to an economic theory. Meanwhile, the analysis of theoretical laws and housing accommodation market trends is impossible without the analysis of parametres of development of this market and an estimation of their internal and external interrelations that assumes addition of approaches

Economic theory approaches of economy and management of a national economy.

In modern conditions the special importance revealing of specific features of housing accommodation as economic good and resource acquires, development of theoretical approaches to formation of demand, the offer and balance in the market of the inhabited real estate with allowance for special Russian factors and market structures, the analysis of tendencies of its development in modern institutsionalnoj both the macroeconomic environment and influences on its functioning of organizational structures and contract relations in the adjacent markets, research of theoretical and practical bases of its regulation that allows to justify scientifically offered methods of increase of its efficiency, directed on the decision of the basic problems of its functioning. It defines an urgency of the given dissertational research.

Theoretical and methodological basis of dissertational research were the fundamental positions of an economic theory stated in works of K.Marx, J. M.Keynes, J.Shumpetera, S.Kuznetsa, O.Kurno, P.Samuelsona, R.Solou, F.Hayek, F.Modiljani, etc. On studying of the inhabited real estate as limited asset of long use it is possible to transfer a number of basic theses of the classical theory of the market of the earth and the theory of the differential rent, mortgaged still the representative of an old classical direction D.Rikardo.

In works of representatives of the Austrian school of K.Mengera and E.Bem-Baverka the concept of the capital blessings, the theory vmenenija developed, allowing to understand pricing mechanisms in the markets of assets of long use (including housing accommodation).

Most fruitfully branch features of development of the market of the Russian housing accommodation from an item of economy of the real estate and economy of urban agglomeration were investigated by such domestic authors, as A.N.Asaul, V.V. Buzyrev, Z.A.Vasilenko, N.J.Vlasova, V.A.Goremykin, V.I.Zhilin, JU.A.Levin, A.G.Mokrousov, R.M.Sirazetdinov, G.M.Sternik, N.A.Ushanova, I.V.Fedoseyev, etc.

However in the Russian and foreign literature few the fundamental works of theoretical character devoted to research of the general mechanisms of functioning of the market of the inhabited real estate (factors of a supply and demand, elasticity, types of market structures), are not present complete allocation macroeconomic and institutsionalnyh features of its development in modern Russia, there is no complex analysis of interrelations

The market of housing accommodation with other markets, accurately are not divided teoretiko - methodological and practical bases of its state regulation. The given research is directed on partial completion of this blank.

Object of research is the Russian market of the inhabited real estate is the market on which objects of the inhabited real estate (individual apartment houses, apartments, rooms) are sold and purchased.

Object of research are the general laws and mechanisms of functioning of the market of the inhabited real estate, feature of its development and regulation in the Russian Federation.

The purpose of dissertational research – revealing of modern mechanisms and tendencies of functioning of the Russian market of the inhabited real estate on the basis of neoclassical and neoinstitutsionalnogo approaches, and also approaches of economy of the real estate.

According to an object in view in work following problems are solved:

1) studying of existing approaches and working out of own approach to the characteristic of the market of the inhabited real estate;

2) research of factors of demand, the offer, elasticity and identification of types of market structures of the Russian market of the inhabited real estate;

3) realisation of the developed dynamic and structural analysis of the macroeconomic indicators characterising a condition of the market of the inhabited real estate in the Russian Federation, revealing of features and tendencies of its development;

4) the characteristic of interrelations of the Russian market of the inhabited real estate with functioning of labour markets, real and a banking capital and the earth;

5) studying institutsionalnyh features of functioning of the market of the inhabited real estate of the Russian Federation;

6) working out of recommendations about perfection of state regulation of the market of the inhabited real estate of Russia, its modern problems directed on the decision.

Teoretiko-methodological basis of dissertational research were: 1) microeconomic theories of behaviour of the consumer, the theory of the firm, compensating distinctions in a subsistence level, the general market equilibrium and so forth neoclassical direction of economic thought, and also the macroeconomic theory of recurrence; 2) theories of the property rights, transaktsionnyh costs, contracts, opportunistic behaviour, «worsening selection», «specific assets», informal economy neoinstitutsionalnogo directions of economic thought; 3) scientific positions, hypotheses and the results of the analysis stated in monographies and articles of domestic and foreign authors, devoted to the market of housing accommodation and real estate economy.

In work methods of the analysis and synthesis, an induction and deduction, analogy, graphic and economic-mathematical modelling, korreljatsionno-regressionnogo the analysis, and also the standard and positive approach were used.

The information base of research is presented by fundamental positions of monographies, scientific articles, periodicals teoretiko - the economic profile, devoted to problems of functioning, development and regulation of the market of the inhabited real estate to the Russian Federation and abroad. Monetary fund (the International Monetary Fund (IMF) and other materials published in periodicals and the special scientific literature, placed in a network the Internet. As Is standard-legal base of research certificates of federal public authorities have served.

Scientific novelty of results of research consists in working out of new approaches to research of laws, mechanisms and market trends of the inhabited real estate and their displays in institutsionalnoj to the environment of the Russian economy.

On a speciality 08.00.01"Economic theory»:

1) the complex characteristic of the inhabited real estate Is given as economic good and resource, its utility from the point of view of hierarchy of requirements of A.Maslou is investigated.

2) supply and demand determinants in the Russian market of the inhabited real estate, factors of elasticity of a supply and demand for various market segments, influence of types of market structures and a condition of the markets of factors of production, the goods-substitutes and the goods-komplementov on its functioning Are revealed and classified.

3) Are grouped administrative and economic methods of state regulation of the market of housing accommodation, are revealed their defects and ways of their perfection directed on the decision of three basic problems of the Russian market of housing accommodation (deficiency of qualitative housing accommodation, its low price availability, weak rates of innovative development of branch) are offered.

The theoretical importance of the dissertation consists in clarification, development and a concrete definition of theoretical positions and methodological approaches to research of functioning, development and state regulation of the market of the inhabited real estate.

The practical importance of dissertational research is defined by possibilities of application of its results: 1) public authorities in the course of working out of concepts of social and economic development of the Russian Federation and realisation of a housing policy both on federal, and on regional levels; 2) in research work on studying of the general and especial mechanisms, tendencies and problems of development of the Russian market of the inhabited real estate; 3) in educational process at teaching of such disciplines, as an economic theory, micro-economics, macroeconomic, institutsionalnaja economy, economy of the branch markets, real estate economy, and also special courses on state regulation of economy, estimated activity, etc.

The basic theoretical conclusions and practical recommendations of dissertational research were discussed at international scientifically - practical conferences: «Innovative development of the Russian economy: potentials and prospects» (Nizhni Novgorod, on March, 28th 2012), «Problems of modern economy» (Novosibirsk, 22июня 2012), «the Theory and management practice by economic development» (Kiev, on November, 22nd, 2012),

«The state, a policy, society: calls and strategic priorities of development» (Ekaterinburg, on November, 28th, 2012). Separate positions and results of research are published in journals: «the Bulletin of the Nizhniy Novgorod university of N.I.Lobachevsky» (Nizhni Novgorod, 2012), in

«Economic analysis: the theory and practice» (Moscow, 2012, 2013),

«Journal of Institutional Studies (the Journal institutsionalnyh researches)» (Rostov-on-Don, 2012), «Management of economic systems: the electronic scientific journal» (Kislovodsk, 2014).

Dissertational research contains 220 pages of the text, 8 appendices, the bibliographic list from 210 names consist of introduction, 16 paragraphs united in three heads, the conclusion. The is illustrative-help material is presented by 7 tables and 22 drawings.

Positions of dissertational research have found reflexion in 10 scientific publications in total amount 3,52 items of l. (Including in five publications in the editions recommended VAK the Russian Federation).
