5.3. Tools of development of social responsibility of the integrated subjects of economic relations

Special group among tools of development of social responsibility ­ of the integrated subjects of economic relations take ­ institutsionalnye tools. We will define their possibilities and we will result necessary ­ arguments in favour of application of the given tools.

first of all, we will notice, that under institutsionalnymi tools we understand means of active effect from an arsenal ­ sotsialnoekonomicheskoj politicians and strategic management which have "double" effect: first, effect in the field of maintenance of designed ­ results of development of system of economic relations; secondly, effect in the field of change of the major institutsionalnyh characteristics of the given system (norms of the general institutsionalnoj the environments, stable forms of the contracts, the fixed methods of economic behaviour, etc.) .

Institutsionalnye tools should be carried to the most effective ­ tools supplying formation and realisation of measures ­ of the social and economic policy and strategic management [13] that is caused ­ indicated above by "double effect». At the same time, features ­ of application of such tools are that, that at their designing and inclusion in an arsenal of a social and economic policy and strategic management it is necessary to observe special requests, including, to consider:

- address character of the given tools;

- potential of negative results of their incorrect use;

- essential restrictions inherent in given tools. Evaluating the indicated restrictions, A.Kirguev comes to conclusion about that,

that the special nature and possibilities institutsionalnyh tools ­ promote their transformation into original "hostages" of institute ­ of the government. With allowance for the indicated circumstance it becomes clear, why institutsionalnye tools are subject to strong effect of process bjurokratizatsii the authorities and managements, that in practice frequently leads to their negative transformation to tools of realisation of private interests of bureaucratic groups [14]. institutsionalnyh ­ tools, taking into consideration growing bjurokratizatsiju national economy ­ of Russia, it is necessary to consider the resulted property ­­ at designing of tools of development of social responsibility interesting us.

Frequently institutsionalnye tools undergo ugly bureaucratic transformation, losing the definiteness and turning to achievement means is perfect other purposes - as a characteristic example ­«the development budget» which has been fairly discredited throughout the last decade can serve in ­ the given relation, thanks to ­ its transformation into positive "signboard" behind which the costs not focused on development federal disappeared completely not, territorial and municipal budgets so-called­. So, in development budgets at mesolevel carry ­ expenses for stimulation of territorial controls, the extraordinary ­ costs caused by extreme situations, costs for ­ clearing and re-planning of the areas in large cities, to acquisition of motor transport ­ for territorial services, to repair of athletic fields and seasonal camps of rest, etc. As a result designated purpose of the budget of development is lost, and its borders become uncertain.

We design institutsionalnye tools of development of social responsibility of the integrated subjects of economic relations, ­ proceeding from generalisation of the scientific results presented in previous sections ­ and the possibilities mortgaged in institutsionalnyh tools.

Thus offered tools are focused on mesolevel, that is, on the subjects-territories, with allowance for that circumstance what exactly ­ basic problems of maintenance of social responsibility here ­ are concentrated.

A.Vnebjudzhetnyj fund of regeneration of the natural resources ­ payments of the subjects-corporations developing ­íåäðà1 should become which basic ­ source­. Now in sphere of ecological responsibility asymmetry dominates - means of the special tax for users ­ of natural resources (NDPI) act in the federal budget, and ecological risks ­ and costs of process of working out, extraction and operation of the given resources are carried to territorial level. As a result, interests of the korporativno-integrated subjects developing and maintaining natural resources of region, and also interests of the spatially-integrated subjects,­ in whose economic space the indicated working out of resources is conducted, leave a coordination mode.

in the conditions of instability of the Russian tax laws it would be incorrect to search for means for correction of the indicated asymmetry in ­ the next change of the Tax code and accompanying rules of law ­ of federal level; at the same time, the coordination of economic interests ­ of the spatially-integrated subjects and the korporativno-integrated subjects, and also maintenance of social responsibility in sphere of working out ­ of natural resources at mesolevel assumes creation of the necessary ­ tools focused on development of relations of social responsibility ­ in given sphere. From here - the project of creation of special off-budget fund of regeneration of natural resources. It is obvious, that at the heart of the offered project the original scientific idea should lay. We will formulate it, leaning ­ on the scientific results received in yielded work.

the idea of formation and a condition of functioning of special ­ off-budget fund of regeneration of natural resources can be presented as follows.

the given fund is focused on financially-investment maintenance of high-grade qualitative and quantitative reproduction (regeneration) of territorial stocks of natural resources with allowance for the basic risks and ­ the threats shown during global financial crisis on the basis of ­ strategic contracts between territorial government bodies and participants of process of working out and economic natural resources development (as a rule,­ mineral industry corporate giants).

the Offered organizational-legal form of fund - the noncommercial partnership, which activity is supplied at the expense of instalments of participants. As participants of partnership act: the spatially-integrated subject, the korporativno-integrated subjects (on behalf of the authorised controls).

the Basis for the introduction into noncommercial partnership is ­ signing of the strategic agreement for sharing in regeneration of natural resources ­ of territory. The sizes of instalments of participants are defined by two factors: in working out and natural resources development volume; a level of development ­ of applied technologies and managing mechanisms.

fund means take places in the credit organisations and reliable securities. The board of fund makes the decision on use of available means on the basis of an estimation of the presented projects of regeneration ­ by independent experts. Participants of fund do not receive direct ­ property benefit from draught on funds.

the Given tool is rather claimed in the conditions of sharp deficiency of means for regeneration of natural resources (minerals, water, power resources, wood resources, air, etc.) At mesolevel. In ­ a mineral industry at the spatially-integrated subjects high risks of loss or irrational use ­ of natural resources are formed­; at the same time, low level of involving of stocks of natural resources as objects of the lien and existing in the given relation ­ institutsionalnye restrictions create obstacles for attraction of investments ­ with the purposes of a reconstruction (regeneration) of available natural stocks. Attraction of bank credits and means of federal ­ support is in the same way hindered here­. Results of the analysis of the given tool are resulted in tab. 5.3.1.

In the conditions of existing strategic orientation of economy of Russia the offered tool will allow to release the budgetary finance from not ­ function of protection of reproduction of natural resources unusual for them, and also to create an additional source of "long money» for expansion of possibilities of investment of reproduction of resource base of regional economy.

B.Sistemnyj a component «Formation and realisation of the basic ­ obligations in sphere of social responsibility» at the basic levels ­ of formation and economic policy realisation. The given component will allow to support potential of strategic planning with the possibilities ­ represented by the theory of social responsibility.


Above (5.1) the conceptual substantiation of necessity of its formation in economic policy structure has been resulted; we will add such ­ substantiation from items of investment orientation of economic policy (tab. 5.3.2).

the Results of the analysis presented to tab. 5.3.2, allow to formulate ­ following conclusions: growth of a share of a financial backing in structure ­ of sources of formation of territorial budgets korrespondiruetsja with ­ loss of investment orientation of a regional policy; the spatially-integrated subjects of depressive type pay for increase of financial ­ dependence on the federal centre in loss of the status of subjects aktivnojekonomicheskoj politicians; In the given situation the co-ordinated ­ changes are claimed,­ first, a method of support of the spatially-integrated subjects of depressive type, secondly, functional and structural ­ transformation of regional economic policy, that, in particular, ­ is supplied with allocation in its structure of a system component of maintenance ­ of social responsibility.

O.Suharev allocates the important characteristic of a macroeconomic ­ policy of the state which is projected on territorial level: ­ the governmental macroeconomic policy is aimed till now not at maintenance ­ of a necessary condition of institutes and extraction corresponding ­ institutsionalnyh effects, and on quantitative prirosty, parities and effects which are designated in units of value that conducts to decrease in quality of accepted decisions [15].

If to continue the conclusion resulted above a legitimate conclusion that allocation of some active system components as a part of ­ economic policy of subjects-territories is objectively focused on extraction ­ of institutsionalno-economic effect in which economic ­ results are bound with institutsionalnymi and are supported by them.

Making a start from the conclusion formulated by us, we will evaluate the basic ­ resources which are available at mesolevel, from items of formation of a system ­ component of the regional policy addressed to maintenance of social ­ responsibility (tab. 5.3.3).

Entry of the Russian economy in a strip of long stagnation ­ assumes the raised readiness of its integrated subjects for the operative and productive actions directed on the prevention of occurrence of weight of significant social obligations for which realisation ­ it is required to distract huge financial resources. The offered system component of a regional social and economic policy is focused on maintenance of such readiness, softening of inevitable social consequences of stagnation.
