the Estimation by results is the most widespread as allows to combine advantages of two described before methods. At such estimation quantitative methods for the analysis of achievement of objects in view are used and at the same time the relationship of cause and effect underlying effects of the program is considered.

the management according to results of realisation of the programs, manufactured United Way of America [92] defines effects (outcomes) programs as «benefits or changes for participants in a course or following the results of program realisation» (p. 2). Thus, distinction between direct results of the program (outputs), characterising the program (volumes of the granted services/products, quantity of the involved people and other), and the results characterising consequences for stejkholderov is conducted.

Features of an estimation of programs by results consist that end results should be evaluated on a time-frame sufficient that the effect from

realised actions, but during that time close enough was showed that the external effects rendered on participants out of the program, have not deformed an estimation of results.

Logic model of the program consists of following elements:

- Resources include financial, material and human resources which are required for program realisation. Also partner communications and the information on requirements of the interested parties mentioned by the program concern resources.

- Results reflect the product received by concrete persons involved in the program:

o products - a set of direct results which supply achievement of the purposes of the program;

o consumers - groups of people or the organisations on which direct results/products of the program extend.

- Effects from the program describe changes which should occur to the cores the subjects involved in the program as a result of program realisation. These izmnenija it is possible to reduce to the basic groups: Knowledge, the relation, valuable installations, skills, behaviour, conditions, the status [90]. Frequently at the program some the desirable effects connected among themselves. Classical submission of a chain of effects is division on time-frames: immediate, intermediate, long-term result.

use of logic model of an estimation of programs in practice is effective model of management of productivity of the program for some reasons [149]:

- creation of logic model for an estimation of the program at the stage of planning allows to formulate accurately priority questions of an estimation, and involving in process of its working out of interested persons allows to consider their interests and to reach uniform vision of a problem and methods of its decision;

- procaking of a relationship of cause and effect within the limits of model promotes revealing logic contradictions both to the most evident and complete submission the cores of principles on which planning of the program and its effects is under construction;

- formation of the complete list of components and expected results of programs forms a basis for definition

indicators on all components, that positively influences possibilities of monitoring of a course of realisation of the program, and also on tracing of corrective amendments of projects;

- the account of external factors and assumptions allows analyse most full possibility of achievement of the purposes of the program, and also to conduct the most correct estimation.
