Thus branch development is characterised not only increase in throughput of existing communication facilities, but also, mainly, expansion of range of a telecommunication service and accelerated rates of updating of range of services and technologies.
Being highly profitable, a telecommunication service involves on the market of new players, that inevitably affects decrease in profitableness of business and stipulates necessity of search, first, new offers-technologies and services, and, secondly, ways of increase of efficiency of activity of communication statements. In the conditions of competitiveness growth before communication statements there are problems of definition and achievement of an optimum parity of the indicators characterising position of the operator in the market (volume of user's base, a market share), and financial indexations (yield of one subscriber, profit, profitability). From that, the control system is how much effectively constructed and correctly definite purposes and a communication statement problem depends both positive dynamics of its development, and cost of the company which is expressed in dynamics of stock quotes. Management of industrial and commercial activity of communication statements has a number of the features caused by following reasons: 1 Historically communication statements were monopolists, and questions of increase of efficiency of activity and competitiveness of services were not priority. At the present stage the market of a telecommunication service is characterised by a competitiveness not only in sphere of new services (cellular communication, Internet-services), but also in sphere of a traditional telecommunication service (a fixed-line telephony and even interurban and an international telecommunication). 2 Immaterial character of services and non-uniformity of demand for a telecommunication service "obliges" operators, on the one hand, to have redundant capacities for the load admission in CHNN, with other - to try to reduce to minimum idle time of means in the rest of the time by demand management (and, hence, load distribution) and technology perfection. 3 Consumer is the direct participant of production, and its circulation to a communication statement - a necessary condition of the beginning of granting of services. And increases of its efficiency are devoted research of questions of management by industrial activity of communication statements of work. V.Bulgaka, L.E.Va-rakina, N. P.Reznikovoj, E. In their works various approaches and management methods by activity of the communication statements, considering specificity of the market of telecommunications both modern level and tendencies of its development in Russia are offered. As one of widely used and effective approaches to management of activity of communication statements strategic management is allocated. Questions of strategic planning are shined in R.L.Ankoffa, M.I.Buhalko-va, A.I.Ilyin, T.A.Kuzovkovoj, T.J.Saljutinoj, L.S.Timoshenko's works. V.Bulgaka, N. P.Reznikovoj, E. V.Deminoj, E.A.Golubitskoj, D.A.Demidkina, Ampere-second. Dobronravova. [10, 11, 12, 13, 14, 15, 16]. In works of these authors the essence of strategic management, a scope and the basic differences in comparison with tactical management, advantages of use of strategic management of activity of the organisations is described. As tools of strategic management authors allocate supplying strategy - strategy in each of functional directions of activity of the organisation. In T.A.Kuzovkovoj's works, N. P.Reznikovoj, E.A.Golubitskoj, E. G.Kuharen-ko, V.Popova, B.A.Parfyonov, L. 3. Ljahovetsky, V.O.Tihvinskogo and other authors [17, 18, 19, 20, 21, 22, 23, 24, 25, 26] questions of formation and realisation of such supplying strategy, as industrial, financial, investment, marketing and others are considered. The analysis of the accessible literature has shown, that in available publications questions of increase of efficiency of activity of a communication statement at the expense of optimisation of industrial strategy and expenses, managements of the finance of the organisation and investment strategy, and also questions of marketing activity regarding pricing are full enough taken up. However the general methodical questions of formation of the supplying strategy promoting perfection of planning of industrial and commercial activity of communication statements, are studied insufficiently full. Thus, the problem urgency to which decision dissertational work is devoted, is caused by following reasons: - Condition and dynamics of development of the telecommunication market requiring increase of efficiency of industrial and commercial activity of communication statements; - Necessity of perfection of planning of industrial and commercial activity of communication statements at the expense of formation of effective supplying strategy for the purpose of increase of efficiency of industrial and commercial activity of communication statements; - Insufficient study of the general methodical questions in the field of formation of supplying strategy of a communication statement as method of increase of efficiency of its industrial and commercial activity. Object of dissertational research is industrial and commercial activity of a communication statement. Subject of dissertational research are methodical questions of formation and an estimation of efficiency of supplying strategy as element of industrial and commercial activity of the communication statements influencing perfection of planning of this activity.
