Formation of an information society in which the majority of its members is engaged in manufacture, storage, processing and information realisation became result of a computerisation and information of various spheres of a public life and economy.

Universal use of the Internet representing reliable system for storage and an information transfer, does actual studying of problems of communications of the person with the person by means of the computer.

Scientific interest to communications problems has appeared for a long time, therefore at a word communications exist a considerable quantity of definitions. For example, American scientist-psychiatrist Jurgen the Ruche (Jurgen Ruesch) still in the middle of HH has formulated century 40 definitions of communications in different spheres of human activity, including psychology, anthropology, a policy, architecture and others (Ruesch, Bateson, 2008). In 1970 Frenk Dans (Frank Dance) in the work "The" Concept ”of Communication” (Dance, 1970) has given 95 definitions of this phenomenon. The literary critic Ajvor Richards (Ivor Richards) considers, that communications occur under a condition when one human consciousness thus influences on the surrounding his environment, that this influence feels other human consciousness which gets the same experience, as in the first consciousness, and represents result of this first experience (Richards, 2003).

In management communications are considered from the point of view of a role of the person in production (Adizes, 2012). Umberto Maturana (Humberto Maturana), investigating communications problems, notices, that in
Communications process in physical sense to anybody it is transferred nothing (biologically, there is no transmitted information in communication). The researcher offers idea of cooperation, interaction samoorganizujushchihsja systems (Maturana, Valera, 1992: 196).

Harold Lassvell (Harold Lasswell) formulates the basic problem of communications in the form of following questions:

The word "communications" has a Latin origin (communicatio) and the message, transfer »means«. In «the dictionary of linguistic terms» communications are defined as «the message or transfer of the certain mental maintenance by means of language» (Ahmanova, 2007: 200-201). Communications between people, in our opinion, mean an exchange of thoughts, knowledge, ideas, etc. Thus a word "exchange" in this case as fairly marks V.B.Kashkin, are a metaphor as, exchanging thoughts, knowledge, etc. with each other, interlocutors do not lose the thoughts, knowledge, etc., and are mutually enriched by them. In the course of communications we «exchange ideas, we exchange words, etc.» (Kashkin, 2007: 7).

Certainly, we initiate communications with each other to satisfy personal needs, to receive and inform any information, to establish business relations with other people, to co-operate with them, to induce others to operate definitely etc. Obshchepriznanno, that at the heart of any communications those or other requirements of the person for which satisfaction we realise language possibilities available for us lay. We use the defined
Concepts and kontsepty, we express their language formulas and we create the speech, using these formulas in communications (Oljanich, 2004: 20).

Huge possibilities for maintenance of requirements of the person in dialogue and information reception were given by the Internet representing enormous storehouse of knowledge, a way of an exchange of personal experience and free mass media. In the late nineties, when the World wide web became popular, there was an actual requirement for installation of web browsers for access reception to the Internet. Web browsers are an obligatory component of any computer system - from personal computers to smart phones. Web browsers established in computer system represent the technology used for a covering of time and spatial distance in the course of communications.

Communications by means of a web browser are designated differently. English-speaking researchers use concept «kompjuternoyooposredovannaja communications» (computer-mediated communication) (Barnes, 2003), (Herring, 2007), (Thurlow, 2004). In Russian-speaking scientific tradition, along with concept «the computer-mediated communications» (Raskladkina, 2002), (Rozina, 2002, 2005, 2007), (SHCHipitsina, 2009, 2010), such concepts, as «electronic communications» (Goroshko, 2005, 2006), (Ryazantsev, 2010), (Smirnov, 2004), «the virtual are used

Communications »(Bergelson, 2002),« a computer discourse »(Galichkina, 2001), (Leontovich, 2000),« a network discourse »(Morgun, 2002),« an electronic discourse »(Avramova, 2004), (Leonteva, 2009),« a virtual discourse »(Lutovinova, 2007, 2009),"Internet discourse"(Gromova, 2007) and others.

It is represented, that the term «the computer-mediated communications» is the most successful, as in this case, as fairly believes I.N.Rozina (Rozina, 2005: 31), remains

Concepts (the computer, environment, communications). In concept definition «the computer-mediated communications» we lean against Susan Herring's ideas (Susan Herring) which specifies in the basic making given the phenomena: interaction of the person with the person, computer and telecommunication networks or a mobile telephony, a text basis of dialogue (Herring, 2007). We understand interaction of the person As the computer-mediated communications with the person, based on an information transfer and mediated by computer and telecommunication networks.

The communications mediated by a web browser, are focused on access reception to the information on the Internet. The web browser is one of kinds ON, used for viewing of documents in the World wide web, and, actually, gives to the user possibility to have access to local and remote resources (the English-Russian explanatory dictionary on computer facilities, 2007: 526).

ON (software) represents set of programs by means of which work of the computer and interaction of the user with it is carried out. ON shares on two basic groups: system ON (system software), used for maintenance of work of the computer, and applied ON (application software), created for the decision of various problems of the user. The special group is made by working out environments (Integrated Development Environments) and a set of the utilities accompanying them intended for working out, debugging and introduction of new software products (In the same place, with. 458).

S.V.Simonovich, except system, applied ON and environments of workings out (or office ON), allocates still base ON (Simonovich, 2001: 42-46). According to the given classification, we consider a web browser as one of kinds applied ON by means of which it is possible to get access to all information available on the Internet.
