The language person of the politician helps us to understand better how the person creates the text, its picture of the world, its positive or negative relation to any moment. Questions of political linguistics become more and more actual and claimed for many domestic and foreign linguists: V.Z.Demjankov, P.B.Parshin, Etc. Tretjakova, V.E.Chernjavskaja, A.P.Chudinov, E.I.Shejgal, N.Ferklaf, P.Chilton and others. From the newest researches on this theme it is possible to note E.A.Prihodko, E.V.grey-haired, O.I.Astashovu, P.N.Denisov where Charles language portraits de Gaulle, N.JU.white, B.N.Yeltsin are exposed to the analysis, J. The work purpose consists in revealing of implementers of pragmatical potential in performances of the head of the USA.

Research problems:

1) to consider the basic concepts of the general rhetoric and to reveal specificity of political rhetoric;

2) to differentiate concepts "discourse" and "text";

3) to reveal features of pragmatical potential of political texts;

4) to carry out the analysis of political performances from the point of view of realisation of their pragmatical effect;

5) to establish konstitutivnye signs of an inaugural discourse taking into account its national-cultural specificity;

6) to define a place and functions of an inaugural discourse in the USA.

Scientific novelty of dissertational research is defined by following factors:

- The complex judgement of the language person of the president taking into account a rhetorical orientation of its speech products is carried out;

- The American political discourse is analysed in its aspect lingvopragmaticheskih features with the account cultural - the central dominant of linguistic researches of the beginning of the XXI-st century;

- The wide palette of the stylistic means used in a presidential discourse is considered;

- Components of an inaugural speech and their influence on consciousness of the addressee are revealed;

- Research of presidential rhetoric is spent taking into account ideology of the American political discourse.

The theoretical and practical importance of the dissertation consists that work brings the contribution to development of a problem of pragmatical features of a political discourse. The received results promote allocation of a set of linguistic means for studying of influence of language mechanisms of a political discourse on society as a whole.

Practical value of the present work consists that its materials can be used in high school courses of rhetoric, stylistics, leksikologii, linguistics, communicative linguistics, text linguistics, lingvokulturologii, sociolinguistics, diskursovedenija, intercultural communications, special courses on political communications and professionally focused rhetoric, and also at a writing of course and final qualifying works.

Methodology and methods of dissertational research. During work on a research material such methods, as conceptual, pragmatical, rhetorical analyses are used.

On protection following positions are taken out:

The basic results of research have been stated in 9 scientific publications, total amount 2,85 items of l., including in three articles published in editions, recommended VAK the Ministries of Education and Science of the Russian Federation in the List of leading reviewed scientific magazines and editions.

Work structure. Dissrtatsionnoe research consists of the introduction, four heads, the conclusion, the list of the used literature, the list of sources in a network the Internet and three appendices.
