THE CONCLUSION

Working out and embodiment during a life of personnel selection of the Ministry of Internal Affairs of Russia in the conditions of sanctions and the negative consequences caused by them in an economic and political life of our country would be promoted by all-round audit and perfection of legal bases of functioning of law-enforcement bodies.

State governing bodies publish corresponding legal acts for their subsequent application with a view of definition of a legal status of employees and regulation of work with shots, thereby providing personnel selection realisation in law-enforcement bodies. The important problem on a regulation of an order of service and the mechanism of the organisation of work with shots is creation of the updated is standard-legal base. Proceeding from it there is a special interest in studying, both with scientific, and from a practical side of an operational experience with shots of police of Russian empire.

The changes which have occurred in the Russian state in connection with a Petrovsky course on centralisation, have demanded creation of corresponding system of bodies and the employees of police possessing possibility and ability of performance of problems and functions of the extensive state not only in external, but that is especially important, in internal policy. Accordingly, in the course of functioning of the given system objectively there were specific public relations and requirement for their regulation and ordering.

As one of the important directions of transformation of the government during Peter I reforms formation of more accurate branch differentiation acted. As a result of government reforms the state civil service has been created separated from military and court. This period of the Russian history is characterised by search and perfection of initial forms of its organisation on the basis of foreign experience in traditionally militarised channel of development.

The organisation of service of officials has been legislatively fixed in Petrovsky Tables of ranks. Process of formation of police and formation of its personnel structure were accompanied by development of principles of work with police shots as a version of the public service equal to military, with accent on maintenance of an internal order and safety.

The table of ranks and Petrovsky General Regulations fixed the requirements shown to the civil servants which in the subsequent were supplemented and concretised by various charters, decrees and instructions. All regulatory legal acts about service civil, including the charters accepted by the government in 1832 and 1842, containing positions about business and moral qualities of officials, have been consolidated in «the Arch of charters about service civil».

Besides, legal bases of development of system of work with police shots were fixed by such branch acts, as «Points general »«½¿µ¿®¼Ñ®ßÔÑÓÒ» (1718), «the Regulations or the Charter of the Main city council» (1721), the Instruction of the Moscow police (1722), «Establishments for management of provinces» (1775), «the Charter blagochinija or the policeman» (1782), the decree «About means to police correction in cities» (1803), «Position about zemskoj polices» (1837), «Time position about policemen urjadnikah in 46 provinces, on the General Establishment operated», the Ministerial council decision «About police strengthening in 50 provinces of empire and about improvement office and financial condition of police ranks» (1916) .

These regulatory legal acts, besides fastening of the primary goals of bodies of police, contained definitions of an operating procedure with shots. In their development the considerable quantity legislative and the subordinate legislation which were published as in the form of sections in normative acts of the general character, and separately was accepted.

The carried out research of processes of formation and development of system of work with police shots in Russian empire has revealed presence of variety of the general tendencies and the characteristic signs correlating with modern practice of work with shots.

The police service was one of the major institutsionalnyh parts of system of the government, acting as attribute of organizational-functional maintenance of a machinery of government. Its this status caused necessity for an establishment and regulation of state-office relations.

At the heart of police service of Russian empire concrete principles laid, the main thing from which was the principle of centralism of office relations in the form of strict sopodchinennosti between employees of the higher, average and lowest links. The establishment of the competence, the rights and duties of police employees was so important principle of the organisation of police service. Regulations, charters and other normative acts established accurate characteristics of corresponding posts and the status of officials, their powers and demands made to their were regulated. The principle of the control over execution of decrees, orders, circulars and orders of the higher, central and other administrative bodies took an essential place in organizational-functional maintenance of police service.

During the investigated period in Russian empire the system of work with police shots has received the development. As the basic elements constituting it acted: selection and receipt on service; an establishment of requirements to officials; conditions and an appointment procedure; a trial period at definition in service; preparation and improvement of professional skill; education; career growth in the presence of corresponding conditions and factors, depending on degree and a profile of the got education, office experience and terms of a length of service, professional and moral qualities; an estimation and certification of officials; legal and social advantages which were created and received the development on all extent of history of police. Thereupon with reference to work with shots of police of the investigated period fairly use of more capacious term «system of work with police shots» as it is a component of the general control system of police bodies, from successful construction and which efficiency depended performance of the basic functions by the last.

Experience of development of elements of system of work with police shots visually shows, that it is integrally indissoluble with state personnel selection. For normal functioning of system of work with police shots paramount value has stability and continuity normativnopravovyh certificates, definition of a legal status of employees of police.

Development of system of work with shots of police of Russian empire was an integral part of personnel selection of the state, defining the purposes, problems, principles, character, directions, forms and methods of work with shots and requirements to them in historical conditions of the considered period.

Insufficient theoretical working out of a considered problem, complexity of introduction of the modern conceptual device of work with shots in studying of personnel processes in Russian empire have caused necessity to make definition of system of work with shots in police in historical conditions of XVIII century - the beginnings of XX century

The set of concepts and the terms used in modern working conditions with shots of police, were generated and have received is standard-legal fastening in public service structure during the considered period. Such concepts as shots, civil service, a post, ranks, states, the salary, a contentment, pension, test, certification, the oath, the official, the official, duties on service, fidelity to service, advantages of employees, collectings, reprimand, dismissal and a number of others, are entered into a scientific turn and are used in work with shots. Therefore so their additional retrospective studying within the limits of istoriko-legal research is important.

In the development work with police shots on all extent of existence of Russian empire has kept a number of lacks practically in an invariable kind. It is possible to carry that and has not been created high-grade system of work with police shots that was caused by variety of unjustified restrictions at selection, reception on service to the basic problems, appointment to the post and the subsequent movings; preservation of class principles in structure of the Russian society was essentially reflected in methods of work with officer shots (class ranks) and with the bottom ranks of police; the variety of kinds of police and decentralisation of its management have caused considerable distinctions in approaches to work with shots of the general police, creation of a superfluous file of subordinate legislation regulatory legal acts, neunifitsirovannost organizational actions; Weak social security and low prestige of service of the policeman did this trade in the opinion of a society unattractive and did not allow to select enough competent and morally steady candidates on service in police; the system of financial security and social advantages has been constructed on sharp contrast between payment of the higher officials and the lowest ranks of police; there was no uniform system of vocational training of employees of police and their moral education; there was no harmonous system standard - legal regulation of work with police shots.

In modern conditions of reforming of system of the Ministry of Internal Affairs of Russia it is recommended: creation and an embodiment during a life of complete, internally consecutive and scientifically proved system of work with shots as factor of effective functioning of law-enforcement bodies; the complex decision of problems of social protection of employees and workers of law-enforcement bodies and formation of their personal qualities and professional skills; to improve is standard-legal base of work with shots in law-enforcement bodies by optimisation of quantity and an internal coordination of corresponding departmental certificates, work on creation of the uniform collection of the is standard-legal documents regulating work with shots in law-enforcement bodies. It is recommended to make use more widely of pre-revolutionary experience on formation of moral qualities of workers, use of Christian values; to raise an overall performance with veterans; At selection of candidates on service in law-enforcement bodies to study moralnolichnostnye qualities, motivational characteristics more deeply; to estimate quality of work of employees and conformity to posts taking into account monitoring of opinion of the population and colleagues on service.
