§ 7. Moving of fists on the special ground areas


Fists of "the third category», according to the decision of the Political bureau of Central Committee VKP () «About actions for liquidation kulatskih economy in areas of continuous collectivisation» from January, 30th, 1930, were left for residing at the district, but were settled «on new taken away by it outside of collective-farm economy sites».
So the power aspired to isolate them from a great bulk of peasants, first of all collective farmers, and then to use as a labour, and under the special control.
In Borisoglebsk district preparation for moving of fists has begun in the end of the second decade of February, 1930 Okrispolkom on February, 19th, 1930 has given to all chairmen of district executive committees instructions «immediately to start the moving organisation on new taken away outside of collective-farm economy kept away, it is difficult osvojaemyh sites of the earth, all not moved for limits of district of fists and left on area territory, under decision RIKa, families of moved fists» 453. Settlements created on these sites should be small - at 25-50 court yard and, as an exception, in 100 court yard. At a lack around sites for moving of all fists it was supposed on large sites over 1000 hectares to have 2 settlements, but on «probably maximum distance from each other». For immediate development by the dispossessed economy of these earths district executive committees should provide them «with a minimum of means of production, leaving it of a plough, harrows, the worst horses or an oxen in an exchange for withdrawn, approximately with calculation 1 draught forces, 1 plough and a harrow on 3 economy». To economy at which have selected everything, followed give the worst elementary means of production taken from confiscated property which have arrived in collective farms. Obligations were assigned to moved economy to carry out all agrozoovetminimumy, production targets on vesenneposevnoj campaigns, for a productivity raising, and also for delivery of commodity surpluses state and co-operative органам454. Okrispolkom has directed to district executive committees the rough list «difficultly osvojaemyh» sites for its careful study and an establishment «to their suitability for the specified purpose». For reasons of district ground management, on 9 areas of district it is possible to allocate the large sites of the inconvenient earths which are located away from settlements and not stirring the organisations of ground territory for collective farms, a total area of 13 312 hectares.
On them it was supposed to lodge 26 626 persons that made 3,4 % of all population of district. Here, what sites have been planned:
In Aleshkovsky area of 300 hectares solontsevoj and the hilly earth located in a corner between Solonetzic Grigorevkoj and 1 Liharevkoj;
In Borisoglebsk area of the sandy earths located in east part of land tenure of village Mahrovki of 1000 hectares;
In Verhne-Karachansky area of the sandy earths of 1000 hectares from Vasilevsky, Kutkovsky and Abramovsky societies, 1000 hectares from Krasovsky also It is old - Golsky societies;
In Elan-Kolenovsky area of the sandy earths of 1000 hectares from land tenure of the Sunidovsky society;
In Zherdevsky area of 300 hectares solontsov from the earths Vjazovsky and Tafintsev - skogo vyselkov, 300 hectares of the clay earth from the earths of Red hundred on smezhestvu with settlements Berry and Preobrazhenskiy, 300 hectares from the earths Chikaryovsky, Sa - valskogo and Red hundred round Berezovsky's ravine;
In Novohopyorsky area of 1300 hectares solontsevoj the earths from Zakanavsky GZI (the state ground property - E.T.) and from land tenure of settlement the Consent, 1316 hectares zapolosnogo a site of large village Alfyorovki;
In Peskovsky area of the solonetzic earths of 626 hectares from GZI in The is dry-Elansky Village Soviet, 700 hectares of the solonetzic earths from settlement land tenure Novonikolsky;
In Rusanovsky area of the sandy earth of 2000 hectares from the earths of Rusanovsky and Peskovsky societies;
In Talovsky area of 1050 hectares solontsevoj the earths from settlement Ikorets and the western site Chesmensky konzavoda, 500 hectares of the sandy earths from land tenure of Mashichsky and Krasnovitsky societies, 200 hectares of the sandy earths from land tenure of an old-Tishansky society, 420 hectares solontsov from land tenure of settlements Birjuchensky and Тишанского457.
As the document testifies, the earths for kulatskih settlements were taken away only bad quality: solonetzic, sandy, sandy and clay, that inevitably doomed immigrants to the hardest conditions of managing and a life.
District ground management had no data on presence of the inconvenient earths in Arkhangelsk, the Mordovian, Tokaryovsky and Shchuchensky areas, but, considering, that is areas with the best earths, it has considered, that in them «the inconvenient earths will be scattered by small files not over 50 hectares in one place». District executive committees could add the list with other sites, «avoiding thus their close arrangement to large forests and a cloth zhel. Roads». The management of the areas not named in the list has been obliged in three-day term to inform in okrispolkom «about all suitable sites to eviction of the smaller size in 50-100 hectares and above, and also to give the reasons about resettlement possibility kulatskih economy in the next areas, in the specified

About quantity of the earths which have been taken away for moving dispossessed and quantity of created settlements and court yard in them, okrispolkom has been obliged by February, 26th to inform in облисполком460. On February, 25th oblispolkom has requested in addition to present by February, 28th «the basic bastings of the plan of moving and labour use kulatskih elements within areas and district, norms of labour position in an agricultural production in order to avoid excesses, vagrancy, a criminal act and gangsterism» 461.
On February, 26th, 1930 okrispolkom has reported on telegraph on a regional management, that for moving of fists on district 10 262 hectares of the earth for creation of 12 settlements and maintenance 20 580 едоков462 are allocated. On February, 27th to Voronezh additional data have been transferred also: for moving of fists it is allocated in 8 areas of 10 262 hectares trudnoosvaivaemyh the earths, on them 12 sites the area from 300 to 2000 hectares are planned, at norm on the eater in half of hectare, the sizes of created settlements made from 25 to 50 court yard, one draught force, one plough relied on three economy and one борона463.
It is necessary to notice, that by this time work by definition of the ground areas for kulatskih settlements on places has not been finished yet. The management of some areas has not supported offered okrispolkomom the list of sites. So, the presidium of Verhne-Karachansky district executive committee has made on February, 28th the decision on inadmissibility of assignment of the sites of the earth offered by district ground management in number of 2 000 hectares for eviction kulatskih of economy in area as this ground area is located near to settlements and is nearby surrounded by woods of the state and local value. District executive committee in planned development of an economy of area already zaproektiroval the taken away unusable earths with manufacture on them fertilizers for an afforestation. Others «the unusable earths» where it was possible to move kulachestvo in area were not available, therefore the district executive committee presidium petitioned «for revision of reasons OkrZU in a plane of tap of the ground areas for kulachestva» in other areas of Borisoglebsky district »464.
The Zherdevsky district executive committee also has decided «to enter with representation» into district ground management about cancellation of the project of the organisation of two kulatskih settlements in area as «the places offered OkrZU, do not achieve the object isolation of a fist from collective-farm weight». The chairman of district executive committee Zavadsky asked OkrZU to specify by March, 5th an eviction place in the worst earths in others районах465. On February, 28th the district executive committee has directed to a district management the conclusion:
«The description.
1 j settlement on the earths with. Vjazovoj, the item Rising, the item Tafintsevsky vyselki. In zaproektirovannom uch-ke 300 hectares, from them of 160 hectares of sand and ravines and 140 hectares of good sandy loam and chernozem. The settlement is located in 0,75 kilom. from settlement and directly adjoins to water meadows and lesomeliorativnomu goslesofondu.
2 j settlement on the earths with. CHikarevki and Savalsky group with. Tugolukova, in natural boundary Berezovsky a ravine. Zaproektirovan in a place of the greatest concentration of the bad earths. The area of 300 hectares, from them of 100 hectares clay both solonetzic lowland and 100 powerful chernozem, it is located in 0,75 kilom. from settlement. The conclusion.
The qualitative structure of the earths, zaproektirovannyh settlements and prileganie worst of them on structure of the earths to water meadows, creates conditions to their economic development, the close arrangement of settlements to the collectivised settlements contributes to household communication gr-n and does not create conditions of full isolation of fists. Owing to the specified reasons, the organisation kulatskih settlements in territory of Zherdevsky area is not expedient, as not achieving the object. Assumption OkrZU on this question is subject to revision, and kulatskie area economy should be moved in the nearest areas where the organisations for them settlements are corresponding conditions »466.
The bureau of Tokaryovsky district committee VKP () also has suggested party fraction of district executive committee «to inform on February, 28th okrispolkoma that the earth taken away to fists is not bad in view of what to raise the question about

Possibilities of resettlement of fists in other area ».
The regional authorities, apparently from documents, disagreed to settle the sites dispossessed on an offered district management, first of all, because of their insufficient remoteness from settlements, collective farms and woods, and also presence in planned sites of the earth of high quality. We suppose also, that by means of these arguments they wished to get rid faster of a dangerous contingent of agricultural population, having sent it in other areas.
At the same time separate heads, on the contrary, showed excessive diligence in revealing suitable for moving of fists of sites. So, in connection with cable inquiry okrispolkoma data on a place of formation of settlements for kulatskih economy, and also lists of these economy, the presidium of Tokaryovsky district executive committee has decided on March, 10th, 1930: «it is the Most expedient to make vydel the earths under kulatskie settlements in six points:
1. At village Poletaeve on 98 court yard of 445 eaters, where sselit from following field sites: Karlovsky - 5 (court yard - E.T.)/11 (eaters - E.T.), Pavlovsk - 22/109, Sergievsky - 15/90, Kuleshovsky - 34/107, B-Dobrinsky 22/108. The Earth is allocated in this place, as the bad quality, located for 15 km. From the railway, not adjoining directly to settlements and woods.
2. At settlement of a name of Kalinin, d. Abrupt - near to settlement Filippovichi on 43 court yard of 215 eaters. In this settlement have be sseleny kulatskie economy from following field sites: at with. poletaevo - 13/43, at d. Gr. Court yard - 6/41, d. Vasilevka - 2/9, Mamontovo - 22/122. The taken away earth is on suburb of area and a field site. Quality of the earth in comparison with other earths of a field site equally, from zhel. dor. It is located in 8 kilometres.
3. At village Small Danilovka on 50 court yard at 271 units In this settlement have be sseleny kulatskie economy from following field sites: with. New-Nikolsky - 3/21, Small Danilovka - 13/89 and Tokaryovsky - 34/161. The taken away earth of bad quality, is located on border of a field site and area, from a line zhel. dor. In 10-12 kilometres.
4. At the Gladyshevsky field site on 101 court yard 521 eater, between settlements Gladyshevo and Semyonovsky. In settlement have to be sseleny hoz. From following field sites: Gladyshevsky - 33/163, Kochetovsky - 4/25, Tokaryovsky - 64/333. The Earth under settlement is taken away bad quality, located in 12-14 kilom. from zhel. Roads, from borders zemlepolzov. State farm of the Mordovian area in 2-3 kilom., settlement on border of a field site and area.
5. At the Fedorovsky-Vinogradovsky field site on 93 court yard and 518 eaters. In settlement are subject sseleniju kulatskie economy from following field sites: Tr. Rosljajsky - 53 court yard, 283 eaters, Abakumovsky - 17/107, Vorontsovsky - 20 dv., 128 units the Taken away earth of bad quality, is located on border of a field site and area and removed from a line zhel. dor. On 20 km.
6. At the Zverjaevsky field site on 105 court yard, 569 eaters. In settlement are subject sseleniju kulatskie economy from following field sites: Zverjaevsky - 2/7, Lvov - 36/188, Lazovsky - 13/44, Sharply - uhovskogo - 22/127, Fedorovsky-Vinogradovsky - 3/11, Kochetovsky - 13/21, Krasivsky - 16/111. The taken away earth of average quality, is located on border of district, area and a field site, from a line zhel. Roads more than 20 km »468.
It is literally in some days, on March, 15th, the presidium of Tokaryovsky district executive committee, «having familiarised with an area card, has considered as the most expedient to make vydel the earths for kulatskih settlements» not in six points, and in twenty four (the appendix 9 see) 469.
Along with revealing of the ground areas, before local authorities there was such major problem, as involving dispossessed in work on a new place. For example, the bureau of Verhne-Karachansky district committee VKP () has specified on March, 4th, 1930 district executive committee fractions by March, 10th to allocate the distant and worst earths remaining in area kulatskim to economy, having provided them thus with the worst and elementary means of production, simultaneously having obliged completely and in time to sow taken away земли470. At meeting of an active Novohopyorsky rajpartorganizatsii, passing on March, 4th, the secretary of district committee Nasedkin also spoke «about vydele the worst quality of the remote earths for moving of fists and delivery from aloof property (kulatskogo) means of production in is minimum necessary sizes for processing of this earth». He considered what to tear off a fist from industrial work it is impossible. « Our problem, - has declared Nasedkin, - to expropriate its means of production, to deprive of possibility to maintain the farm laborer, the poor man, to force to work most, to extract own work of means of existence and not to do of them gangsters ». In the accepted resolution it was offered to strengthen work on preparation for eviction« kulatskih and anti-Soviet elements as for limits of district, area, and to moving in area, proceeding from correctness of installations OK VKP () about necessity that a part kulatskih economy to attach to industrial work, leaving for them a minimum of the extremely necessary worst quality of the earth and means of production (tjagla) with their eviction on the taken away sites. On the plenum which has taken place on March, 17th, 1930 of the Novohopyorsky district committee the representative okruzhkoma Semovsky also has underlined, that to fists which are not subject to eviction for limits TSCHO, it is necessary «to allocate separate sites of the earth and to supply their dying off s.h. Stock» 474. The district committee bureau, considering impreparation of the sites which are taken away for moving of fists (there is no dwelling, waters, etc.), has decided on March, 19th to allocate with it prior to the beginning of sowing in a ground society the worst earths. On March, 24th a district committee bureau has agreed with offers of party fraction of district executive committee on allocation of 15 sites by the area of 701 hectares for placing of 285 court yard from calculation of 0,5 hectares on the eater. Fractions of district executive committee and rajkolhozpolevodsojuza were entrusted to allocate to immigrants the worst selhozinventar, tjaglo the first necessity for sowing, and also the constructions selected at fists and unsuitable for collective farms. Dispossessed it was authorised to get stock and seeds for cash расчёт476.
To give dispossessed possibility to participate in spring sowing the bureau of Mordovian district committee VKP has disposed also (), having obliged on March, 23rd party fraction of district executive committee to spend allocation of the earth for kulatskih settlements «immediately, not waiting revision of lists dispossessed», «having provided settled on settlements a stock minimum, not interfering with acquisition kulatskimi economy of working cattle and small stock, having admitted vneustavnuju collective processing of the earth».
All spadework on moving of fists on places should finish by March, 15th, 1930 However not everywhere it have made in due time. On March, 21st the district newspaper «Collective-farm truth» wrote: «In district is available 4 140 kulatskih economy which the remote sites of the earth should be taken away. The presidium okrispolkoma has taken out the decision about tap kulatskim to economy of the earth at a rate of half-hectare on the eater, and kulatskie settlements should consist no more, as of 15-20 court yard.
District executive committees gave till now attention to allocation kulatskih settlements very little. There are cases when kulatskie economy still are in territory of collective farms. It is necessary to take all measures to that in collective farm territory there was no kulatskogo economy ».
On March, 27th, 1930 the presidium okrispolkoma has considered presented of all areas, except Talovsky, lists kulatskih the economy which are subject to eviction for limits of collective-farm associations - on settlements, and roughly them has confirmed:

District executive committees have been obliged «in the 48-sentry term to make tap of the earths kulatskim to economy in nature so that summer sowing was made on new places». All kulatskie economy were informed of a place of tap by it of the earths. It was necessary to take away the earths small settlements at 15-20 the court yard, earlier given instructions on an optimality kulatskih settlements in 75 court yard were cancelled. The norm - 0,5 hectares on the eater was established. The Earth followed take away, certainly, the worst and far from the power centres, places of settlement, collective farms, state farms, railways and large forests, but such which would provide possibility of the minimum reception of a crop on an economy. In connection with impossibility to organise interdistrict moving in the absence of suitable sites of the earth, district executive committees should make vydel the earths kulatskim to economy within the area. They were entrusted to take immediately also measures to allocation to economy at which means of production completely are selected, necessary minimum of live and dead stock. For supervision over settlements RiKom special persons were appointed and this list was urgently represented in okrispolkom. To settlements collective processing of the earth with putting on on them obligations of performance of an agrominimum and other actions was resolved vneustavnaja. Torgotdelu it was entrusted to take from immigrants of the obligation about delivery to the state of grain surpluses, in due time having handed over to them the corresponding notice. Okrispolkom, having disagreed with the chosen Verhne-Karachansky district executive committee for moving of fists by an earth site as it settled down on smezhestvu with large forests, has offered RIKu «in the 48-sentry term to plan for kulatskih economy sites in other place». All kulatskie economy which in the absence of constructions cannot be moved immediately, under the presidium decision okrispolkoma should be moved in new settlements after sowing, but not later than July, 1st, 1930 479
However these instructions, it is literally in three days became unessential to execution. On March, 30th, 1930 all okruzhkomy and party district committees have received the telegramme of the secretary obkoma VKP () I.M.Varejkisa of the following maintenance:
«Obkom suggests to stop immediately before the sowing termination the begun moving of the third category kulachestva and not to start to moving during sowing in those places where it is not begun zpt in view of impreparation and impossibility as a rule in practice settled to start field works tchk.
2. To admit as a provisional measure ostavlenie the third category kulachestva in the given village that the given economy not being supposed in collective farms use in the given village taken away it the Village Soviets or the earth RiKami within a labour minimum tchk. To track in the Soviet order and to take the obligation from their party, that the earths taken away by it will be really sowed tchk.
3. To give the right to these economy to get necessary selhozinventar working cattle and seeds and to resolve employment for the period of sowing selhozinventarja and working cattle tchk In unusual cases when the dispossessed economy at all have no possibility in the absence of means to start spring sowing works by which has not been left at raskulachivanii a necessary minimum selhozinventarja and seeds - those partially to return, but at all more limited minimum potrebnyh means for manufacture of spring field works tchk to Resolve separate kulatskim to economy suprjagu tchk »480.
On places have immediately reacted to new installation of the regional power. So, in Borisoglebsk district was subject to moving 4 140 kulatskih economy. For this purpose in areas sites with the worst earths, removed from settlements, collective farms, woods and roads were allocated. On them should create special settlements. However dispossessed the local authorities have been compelled to stop the planned moving. Such decision, in our opinion, has been caused by a sharp aggravation of political conditions in village. Open performances bednjatsko-serednjatskoj weights of peasantry against raskulachivanija have affected rates of collectivisation, having caused mass exits of peasants from collective farms that threatened successful carrying out of a vesenne-sowing-time. And resettlement of fists on sites of little use for agriculture could strengthen opposition of peasantry and lead to failure the beginning of field works. As a result of the power it was not possible to isolate dispossessed from other country population, including collective farmers. Left in a native land, having received the necessary help and support from relatives and fellows villager, they could survive, grow up children, from which many steels worthy defenders of Fatherland in days of the Great Patriotic War.
