So, as a result of studying of ontologic and gnoseological bases of an information policy in a postindustrial society with the account of use during its realisation of the attributive and functional information the author comes to following positions and conclusions:

The information policy in sinergijnom a social development field carries out a role of fluctuation (influence) in relation to dynamics and a statics of processes of identification and imidzhelogii in perimetre of a regional social generality. And the vector of this development, depending on quantitative and qualitative markers of a straight line accumulated in contours and a feedback of the mass information, can be:

- Or positive when movement of society from an entropy condition (chaos is induced, the disorder, disorganisation) to a condition negentropii (an order, the organisation, management);

- Or negative when movement from a condition negen - tropii (an order is induced, the organisations, managements) to an entropy condition (chaos, the disorder, disorganisation).

As a result of information revolution the hierarchy of the basic spheres of ability to live of a society considerably varies: predominating there is an information sphere which intensively supplies initial (constructive or destructive) with parcels the others - a policy, economy, culture, etc. Besides it, in a postindustrial society, especially in globalisation of the world and country modernisation, there are basic changes in hierarchy of the power - dominating in system of social management there is an information power. Thereupon the state information policy becomes a socially-administrative priority and, accordingly, demands from the humanity of new interpretation of its gnoseological bases.

On joint HH and the XXI-st centuries the world history makes cardinal revolution in space of life and consciousness of mankind, having replaced industrial modus social development on its information analogue when especially important factor in sinergeticheskom the plan is reformative structurally functional value gradually collecting in direct and return contours of management of the social information. Thus the essential requirement for modern conditions available at each country and its regions of the state information policy, and in strategic and tactical its variants becomes cause and effect aspect of transition of planetary society to an information society.

In modern conditions the social information which at formation of an information policy is pawned in it kontsepty and algorithms, possesses chetyryohzvennym a complex of the is substantial-formal markers having pair character: attribution - functionality and protsessualnost - rezultatnost. Attribution means absoluteness of the used social information, and functionality represents a relativity of the extended information. In turn, to process - alnost means dialektichnost the used social information, and rezultatnost represents metafizichnost to the extended information. This it is system-special-purpose character the social information should to find reflexion in teoretichesko-pragmatical definition of a modern information policy that for today it is not observed in its gnoseology.

Attribution of the social information as its potential party is shown in objectively existing requirements of a society (the people, weight) in reception and distribution defined quantities - of quality the special, scientific, art, publicistic information, necessary for self-preservation and development of a social generality with finding of mental identity and deep image. Functionality of the social information as its kinetic party is shown in subjectively formed interests of the state (the power, elite) in reception and distribution of certain "quantity-quality" of the similar information which on tselepolaganiju can coincide or not coincide and even to resist to the algorithms of self-preservation declared above and developments, and also to levels of mental identity and deep image.

6. Attribution of the social information contacts its objective existence in the public environment, and functionality of the social information - with its subjective distribution to public sphere. In the course of distribution of the social information to public sphere its atributivno-potential power of data, thoughts, intentions turns to is functional-kinetic power of decisions, actions, acts. As a result of this process the dialectics (dynamics) sotsialnoteoreticheskogo a plan during its embodiment gradually passes in metaphysics (statics) of socially-practical result.

Attribution and functionality of the social information can be in modern conditions, on the one hand, in konsonansnyh (harmonious) relations - in this case information requirements of a society (people) receive adequate expression in information interests of the state (power) which on the given binary basis builds scientifically proved information policy: it competently combines prepotent moods of the majority (weight) and minority (elite) of the population of region as social generality and approaches the moment of achievement by it of mental identity and deep image.

Attribution and functionality of the social information can be, on the other hand, in dissonansnyh (disgarmonicheskih) relations - in this case information requirements of a society (people) receive inadequate expression in information interests of the state (power) which on the given binary basis builds subjectively (konjunkturno) the generated information policy: it it is inconsistent combines prepotent moods of the majority (weight) and minority (elite) of the population of region as social generality and postpones the moment of achievement by it of mental identity and deep image.

At definition of an information policy it is necessary to consider: presence of pair characteristics at the information filling it: attribution - functionality and protsessualnost - rezultatnost; bifurcation of an essence of an information policy on kontsepty (its attributive basis) and algorithms (its functional basis); existence of objective requirements of the people and subjective interests of the power in the required social information; necessity of replacement of the term "set" (mechanical unity) on the term "sistemnost" (dialectic unity). With the account of these aspects the information policy is defined as system of the purposes, problems, directions, the means, theoretically projecting and practically providing satisfaction of requirements of a society and realisation of interests of the state in information sphere of ability to live of society.
