Financially-legal features of government programs and the federal target programs directed on economic and social development of the radical small people of the North, Siberia and the Far East

The measures calculated on economic and financial support of the radical small people, including the North living in territory, Siberia and the Far East, are realised in the Russian Federation in a program format since 2001.

So, the Federal target program operating till 2009 «Economic and social development of the radical small people of the North till 2008», approved by the governmental order of the Russian Federation from July, 27th, 2001 № 564 [254] and developed on the basis of the Concept of the state support of economic and social development of areas of the North (it is approved by the governmental order of the Russian Federation from March, 7th, 2000 № 198 [255]), included the expanded circle of actions for creation of industrial base. The basic results of realisation of actions of the specified Program consisted in the following.

For the organisation of processing manufactures the equipment in Republic Altai and Republic Tyva, the Kemerovo, Murmansk, Tomsk and Magadan areas, in Nenets autonomous region and Khanty-Mansiysk autonomous region - JUgre, including 5 complete sets of a refrigerating machinery, 10 complete sets of the equipment for processing of production of traditional branches, the equipment and equipment for fish and hunting crafts, minibakeries has been got and established. Are constructed 7 reindeer-breeding bases and lethal points in Irkutsk area, Republic Sakha (Yakutia) and in other regions, base on processing of fish in Koryak autonomous region [256]. 16 objects of power supply in Republic Tyva, in Tyumen have been created,

The Chita and Kemerovo areas, in Koryak and Yamal-Nenets autonomous regions, including 3 local installations are got 12 power stations and diesel generators. Transmission lines of 37 km are entered by extent. 3 trading stations with a complex of household services are organised. In Republic Sakha (Yakutia) the ethnocultural centre of the radical small people of the North - the House of the people of the North is constructed. The habitation has been constructed and placed by a total area of 12682,1 sq. metres in operation, building of 17 schools and boarding schools on 4109 places in Irkutsk, Amur and Magadan areas, in Republic Sakha (Yakutia) and Republic Khakassia, in Khabarovsk territory and in Chukchi autonomous region is finished.

Now financially-legal maintenance of the radical small people of the North. Siberia and the Far East, it is carried out by means of several government programs (federal target programs) which should be considered more in detail.

In connection with the termination of action of the above-stated federal target program calculated for the period till 2009, in 2007 the Government of the Russian Federation has approved the Concept of the Federal target program «Economic and social development of the radical small people of the North, Siberia and the Far East till 2015» the order from November, 21st, 2007 № 1661-r [257] on which basis the Ministry of regional development of the Russian Federation was considered as the state customer of the Federal target program «Economic and social development of the radical small people of the North, Siberia and the Far East till 2015» (further - the Program).

Limiting (prognoznyj) the volume of financing of the Program on 2009 - at the expense of means of the federal budget constituted 2015 4500 million roubles in the prices of corresponding years.

It is necessary to notice, that by present time the Ministry of regional development is liquidated, and the new separate program devoted to development of the radical small people, in exchange

The program is based on positions of the Constitution of the Russian Federation about protection of the rights of the radical small people, Federal acts «About guarantees of the rights of the radical small people of the Russian Federation» [258], «About territories of traditional wildlife management of the radical small people of the North, Siberia and the Far East Russian Federation» [259], «About the general principles of the organisation of communities of the radical small people of the North, Siberia and the Far East Russian Federation», etc.

The purposes and Program problems correspond to principles of Strategy of the state national policy of the Russian Federation for the period to 2025 [260] (see: paragraph 1 of chapter 1 of the dissertation) also was defined by ways and an order of rendering of the state support of social and economic development of the radical small people of the North, Siberia and the Far East.

To the major problems demanding the urgent decision, by the moment of the beginning of realisation FTSP necessity of intensive development of economic base of traditional life-support of the radical small people concerned.

The sharpness of social problems of the radical small people more all is felt in a countryside. Real podushevye incomes in families of reindeer breeders and hunters in 3 and more times below corresponding indicators for other groups of the population, for example, the workers occupied in the industry and building. There is a necessity of the further realisation of projects on development of sector of social services, including in an education sphere.

In connection with economic and social problems of the radical small people the main features of the realised Program have been caused by existing system of moving and vital way of the radical small people which are the natural, most comprehensible form and a basis of traditional managing, a nomadic and seminomadic way of life and labour activity. Unlike unsuccessful earlier experience of the decision of a problem by transfer of the radical small people into a settled way of life the Concept started with opposite idea - approach of means of the civilisation, new technologies, technics to the places of residence and labour activity of the radical small people for the purpose of creation of the favorable environment for a sustainable development of key economic branches of economy and normal conditions for a life and development of the person.

For realisation specified FTSP in the federal budget considerable means were provided. So, according to federal acts «About the federal budget for 2009 and for the planned period 2010 and 2011

Grants were given to budgets of subjects of the Russian Federation in which territory constantly live the small people of the North which are leading a traditional way of life and engaged in traditional kinds of economic activities and which territories are included in the list of places of traditional residing and traditional economic activities of the small people of the North, approved by the order of the Government of the Russian Federation from May, 8th, 2009 № the 631-river

The government of the Russian Federation the decision from March, 10th, 2009 № 217 has approved Rules of distribution and granting of grants from the federal budget to budgets of subjects of the Russian Federation on support of economic and social development of the small people of the North according to which grants are given on sofinansirovanie the actions directed on creation of conditions for a sustainable development of economy of traditional branches of managing, development and infrastructure modernisation in places of traditional residing and traditional economic activities of the small people of the North, and also on development of an education sphere, culture and health services of the radical small people of the North, including carrying out of ethnocultural actions (see: dissertation paragraph 3.2).

According to the Governmental order of the Russian Federation from May, 26th, 2008 № 392 «About formation, granting and distribution sub -

sidy from the federal budget to budgets of subjects of the Russian Federation »and order Minregiona of Russia from April, 2nd, 2013 № 124 was the form of the agreement on granting of the grant and the list of the reporting represented by subjects of the Russian Federation by results of realisation of actions are approved (see: paragraph 2 of chapter 3 of the dissertation).

In 2009-2010 on the decision of the problems defined by the Concept, from the federal budget and the consolidated budgets of subjects of the Russian Federation assignments in a 2328615,0 thousand roubles total sum were provided. In 2009 orders Minregiona of Russia had been approved distribution of grants to 18 subjects of the Russian Federation in a 600000,0 thousand roubles total sum. The agreements concluded Minregionom of Russia and enforcement authorities of subjects of the Russian Federation, provided obligations of subjects of the Russian Federation on maintenance of financing of [264 [265] [266] account obligations at the expense of means of regional budgets in the sum of 566465,3 thousand roubles and at the expense of off-budget sources in the 3230,0 thousand roubles sum (the Kamchatka edge).

Not always Program realisation was carried out without infringements. For example, according to schedules Minregionom of Russia it has been listed in budgets of subjects of the Russian Federation of 597063,6 thousand roubles. To Khabarovsk territory it is not listed 2300,0 thousand roubles because of non-presentation by it in December, 2009 of the established accounting documentation. The economy on the auctions has constituted 636,4 thousand roubles (Republic Buryatiya - 76,4 thousand roubles, Transbaikalian edge - 235,0 thousand roubles, Murmansk area - 325,0 thousand

According to accounting data expenses in the 1115808,8 thousand roubles sum (95,4 % of the volume provided by agreements) have been made, including: at the expense of means of the federal budget - 539618,3 thousand roubles, means of budgets

In infringement of conditions of agreements in 2009 conditions sofinansirovanija by enforcement authorities of subjects of the Russian Federation for a 39725,0 thousand roubles total sum have not been satisfied, including: Murmansk area - on 1661,5 thousand roubles (45,4 % from total amount of the means provided by agreements); the Kemerovo area - on 5217,7 thousand roubles (27,1 %); Chukchi autonomous region - on 23309,0 thousand roubles (35,9 %); the Sakhalin area - on 1934,4 thousand roubles (37,1 %); Transbaikalian edge - on 796,9 thousand roubles (17 %); Republic Tyva - on 515,8 thousand roubles (11,6 %); Khabarovsk territory - on 2081,0 thousand roubles (13 %); the Kamchatka edge - on 3205,6 thousand roubles (14,6 %); the Magadan area - on 1003,1 thousand roubles (5,4 %) [267 [268] [269].

During realisation of actions for support of economic and social development of the small people of the North in 2009 87,2 % of volume of the financing provided by agreements have been mastered ства environments - in the 1020231,7 thousand roubles sum, or. Development of budgetary funds has constituted: in the Kamchatka edge - 84,6 %, in the Magadan area - 80,5 %, in Republic Buryatiya

- 62,6 %, in the Sakhalin area - 64,9 %, in Khabarovsk territory-63,5 %, in Murmansk area - 65,7 %, in Republic Sakha (Yakutia) - 64 %, in Transbaikalian edge - 21,1 % [270].

In 2010 Minregionom Russia to budgets of 22 subjects of the Russian Federation it has been meted 240000,0 thousand roubles. Agreements provided obligations of subjects of the Russian Federation on maintenance of financing of account obligations at the expense of means of the consolidated budgets of subjects of the Russian Federation in the 922149,7 thousand roubles sum.

Grant means in a 239229,6 thousand roubles total sum in the terms established by agreements have been listed Minregionom to Russia to subjects of the Russian Federation. However, some regions have not received the grant in full. For example, grants have not been listed: the Sakhalin area

- In the 352,9 thousand roubles sum in connection with reporting non-presentation, Hanty-Mansijskomu to autonomous region - in the 388,8 thousand roubles sum on indemnification of expenses on payment of training of students in higher educational institutions in connection with absence of demands for reception of grants and Murmansk area - in the 28,7 thousand roubles sum in connection with economy on the auctions.

Except federal assignments for realisation of actions means from other sources, including off-budget were involved also. So, expenses of budgetary funds on financing of actions for support of economic and social development of the small people of the North in 2010 have constituted 1455872,4 thousand roubles (125,4 % of the volume provided by agreements), of them: means of the federal budget - 236597,9 thousand roubles, means of budgets of subjects of the Russian Federation - 1009157,9 thousand roubles,

Means of local budgets - 210116,6 thousand roubles, besides are involved off-budget means in the 3187,6 thousand roubles sum. For example, off-budget means in 2010 are involved on building of rural local hospital in with. Ryrkajpy Iultinsky municipal area of Chukchi autonomous region in the sum of 2000,0 thousand roubles and on extension building to a case building № 1 grammar schools with. parabel Tomsk area in the 1187,6 thousand roubles sum. The increase in volumes of financing in comparison with the indicators established by agreements, has occurred at the expense of a direction subjects of the Russian Federation of additional means for support of the small people of the North. However, thus in infringement of conditions of the agreement by administration of the Magadan area in 2010 conditions sofinansirovanija for the 5553,1 thousand roubles sum (35,6 % of volume have not been satisfied

In total in 2010 means in the 1529177,3 thousand roubles sum, including means of the federal budget - in the 285253,4 thousand roubles sum, from them the grant of 2010 - in the 224522,6 thousand roubles sum are mastered. In the Magadan area development of budgetary funds has constituted 44,4 %.

- places of compact residing of the small people of the North - also went to municipal unions budgetary funds in the form of the grant for alignment of level of budgetary security, grants for development of traditional branches of managing, grants for realisation of regional and departmental target programs, and also grants natsionalnokulturnogo revival of the small people of the North.

For example, according to the Law Republics Sakhas (Yakutia) «About the state budget Republics Sakhas (Yakutia) for 2009» on support of the small people of the North it is provided 146279,2 thousand roubles, including: at the expense of the grant from the federal budget - 112924,0 thousand roubles, for [271 [272] [273] accounts of means of the budget of Republic - 33355,2 thousand roubles. Actual financing of actions has constituted in 2009 125646,5 thousand roubles. By the law Republics Sakhas (Yakutia) «About the state budget Republics Sakhas (Yakutia) for 2010» on support of the small people of the North it is provided 178875,4 thousand roubles, including: at the expense of means of the federal budget - 98556,0 thousand roubles, means of the budget of Republic - 80319,4 thousand roubles. Budget execution in 2010 (taking into account unsatisfied obligations of 2009) under expenses on support of the small people of the North has constituted 180371,8 thousand roubles.

According to item 4 of the Law Republics Sakhas (Yakutia) from July, 10th, 2003 59-3 № 121-SH «About the list of the radical small people of the North and districts (territories) of their compact residing in Republic Sakha (Yakutia)» the budgetary funds allocated for support of the small people of the North, go in an address order exclusively to districts of their compact residing.

According to the Law of the Magadan area «About the regional budget for 2009» on support of the small people of the North it has been allocated by 74220,0 thousand roubles, including:

- On building of a fizkulturno-improving complex of school in with. Tahtojamsk - 16933,0 thousand roubles;

- On a reorganisation of uninhabited premises under hospital and a polyclinic in with. Taujsk - 10312,2 thousand roubles;

- On school reconstruction in with. Gizhiga - 46974,8 thousand roubles.

Cash expenses of the budget of area on financing of actions in 2009 have constituted 70641,4 thousand roubles, including: at the expense of means of the federal budget - 60000,0 thousand roubles, or 100 %; the regional budget - 10641,4 thousand roubles, or 74,8 %. [274 [275] [276]

In 2010 according to the Law of the Magadan area «About the regional budget for 2010» on support of the small people of the North it is provided 36203,1 thousand roubles, including:

- On school reconstruction in with. Gizhiga - 26166,8 thousand roubles;

- On a reorganisation of uninhabited premises under hospital and a polyclinic in with. Taujsk within the limits of the regional target program «Social and economic and cultural development of the radical small people of the North living in territory of the Magadan area» for 2010-2018 - 10036,3 thousand roubles.

Thus, cash expenses of the budget of area on the specified actions in 2010 have constituted 11829,8 thousand roubles, including at the expense of means of the federal budget - 11124,7 thousand roubles.

Also indicators of productivity of granting of grants to subjects of the Russian Federation were not always carried out.

According to Rules 5 indicators of productivity of granting of the grants which analysis has shown have been defined, that they not to the full allow to execute functions of the control over efficiency of use of grants. Accounting data to performance of indicators testifies that subjects of the Russian Federation basically reached demanded values of indicators of productivity. At the same time in 2009 have not been executed an indicator of relative density of the population participating in cultural-dosugovyh actions, Khabarovsk territory and the Sakhalin area, an indicator of level of incomes of the population - Republic Tyva and the Sakhalin area.

The standard of living in areas of compact residing of the small people of the North below an average on corresponding subjects of the Russian Federation is especially noticed, that, the rate of unemployment in 1,5-2 times exceeds an average level across the Russian Federation. Now at federal and regional levels there is no annual monitoring of indicators of number and a condition social and economic

Expenses of budgetary funds on support of social and economic development of the small people of the North, Siberia and the Far East Russian Federation in 2009 have constituted 1115808,8 thousand roubles, or 95,4 % of volume of budgetary appropriations, including: at the expense of means of the federal budget - 539618,3 thousand roubles, means of budgets of subjects of the Russian Federation and local budgets - 576190,5 thousand roubles. In 2010 expenses on realisation of the specified actions have constituted 1459060,0 thousand roubles, of them: at the expense of means of the federal budget - 236597,9 thousand roubles, means of the consolidated budgets of subjects of the Russian Federation - 1219274,5 thousand roubles, off-budget means - 3187,6 thousand roubles [279]. Thus in infringement of conditions of the agreements concluded with Minregionom of Russia, in 2009 conditions sofinansirovanija by enforcement authorities of Republic Tyva, Chukchi autonomous region, the Kemerovo, Sakhalin, Murmansk and Magadan areas, Transbaikalian, Khabarovsk and Kamchatka edges for a 39725,0 thousand roubles total sum, in 2010 - administration of the Magadan area for the 5553,1 thousand roubles sum are not satisfied. It is necessary to notice, that results from use of budgetary funds for a 6247,3 thousand roubles total sum that the Russian Federation does not answer a principle of efficiency and productivity of use of the budgetary funds, established by item 34 BK are not reached, including:

- 3995,2 thousand roubles - expenses of budgetary funds Republics Sakhas (Yakutia) on acquisition in 2009-2010 of the equipment for packing of fishes ache production and shock frosts of fish which since March, 2010 to destination in MO «Pohodsky nasleg» in full is not put and into operation it is not entered;

- 2252,1 thousand roubles - expenses of municipal authority of public health services «Olsky central regional hospital» of the Magadan area on payment in 2010 of works on delivery and installation diesel

In 2009-2010 default of the established values of separate indicators of productivity of use of means of the grant in Republic Sakha (Yakutia), Republic Buryatiya, Republic Tyva, Republic Khakassia, Khabarovsk territory, the Kamchatka edge, the Sakhalin area, Murmansk area, Yamal-Nenets autonomous region, Chukchi autonomous region took place. Republics Sakhas (Yakutia) from July, 10th, 2003 59-3 № 121-SH «About the list of the radical small people of the North and districts (territories) of their compact residing in Republic Sakha (Yakutia)» [280] in 2009-2010 of means of the federal budget in the sum of 100238,0 thousand roubles and means of the budget of Republic of the 25100,0 thousand roubles sum are directed to infringement of item 4 of the Law on building of a hostel for medical workers in Yakutsk which is not included in the list of places of compact residing of the small people of the North. Thus the norm limiting a direction of means of the grant for the purposes of development of health services of the small people of the North by territory of their traditional residing, in the federal legislation and standard legal acts of the Russian Federation is not provided.

The property right Republics Sakhas (Yakutia) concerning 7 reindeer-breeding bases constructed in 2009 in cost of 19750,7 thousand roubles that does not meet the requirements of item 4 of the Federal act from July, 21st, 1997 № 122-FZ «About the state registration of the rights to the immovable is not registered

In 2009 in infringement of item 72 BK the Russian Federation official bodies Republics Sakhas (Yakutia) have been concluded the state contracts on school building in with. Sasyr Momsky ulusa and hostels for medical workers in Yakutsk, budgetary obligations on which have exceeded the allocated limits of budgetary obligations for the 159055,3 thousand roubles sum.

Schetnaja the chamber of the Russian Federation has drawn a total conclusion, that according to the report on results of check of use of the budgetary funds directed on support of economic and social development of the radical small people of the North, Siberia and the Far East for 2009-2010 Minregionom Russia together with interested enforcement authorities basically have been executed by the Russian Federation of action of the Plan for realisation in 2009-2011 of the Concept of a sustainable development of the radical small people of the North, Siberia and the Far East Russian Federation. At the same time Schetnoj by chamber of the Russian Federation it has been noticed, that Minregionom Russia the system of indicators of quality of a life of the small people of the North is not introduced, creation of modelling territories of traditional wildlife management of federal value [281] is not finished.

As Economic and social development of the radical small people of the North, Siberia and the Far East till 2015 », within the limits of a legal field regulating questions sotsialnoekonomicheskogo of development of the radical small people has been specified in Concept FTSP«, there are some more possible variants of development which number vedomstvenno-branch, vedomstvenno-target, is independent-territorial and investitsionno-commercial variants concern. Each of these variants is characterised by a considerable quantity of risks at realisation owing to their narrow (departmental, territorially-independent, commercial) the approach. Level of risks (political, is administrative-legal, finansovoekonomicheskie, organizational-administrative, it is industrial

Technological, ecological) and probability of their realisation can not allow to count on the successful decision of a problem as a whole.

In the document 2 basic are offered a way of the decision of problems:

- Centralised, carried out within the limits of uniform co-ordinating body and a coherent plan of actions, and decentralised, assuming realisation of set effective, but it is weak vzaimouvjazannyh with each other actions;

- The decentralised variant is characteristic a considerable quantity of executors, absence of uniform structure and the mechanism co-ordinating actions of all participants of process.

Risk of last way in loss of integrity of a sight at a problem and system of actions, in inability operatively to concentrate financial resources on several priority directions of development, considerably to solve questions of improvement of educational process, to raise quality of health services. Dispersion of key actions for many federal ministries and agencies inevitably leads to efficiency and inability loss to react to questions which arise in connection with radical transformation of all way of life, traditional economy and original culture of the radical small people.

As a result of an estimation of these risks the centralised variant of realisation of the Program till 2015 which was under construction on principles of uniform management of process of realisation and the coordination with the regional programs realised in subjects of the Russian Federation on this direction has been selected.

This variant has been subject to risks among which it is possible to recognise as the main things:

- Possibility of essential excess of the expenses necessary for realisation of actions of the Program, in comparison with prognoznymi the expenses declared in its Concept;

- Incomplete financing from the federal budget, budgets of subjects of the Russian Federation and local budgets, infringement of the schedule of financing;

- Default or delay of meeting commitment by suppliers and contractors of works on realisation of actions of the Program.

These risks are characteristic for all similar tools at realisation of similar programs in the subsequent.

The basic risk of the centralised management has been connected by Program realisation, according to its authors, with possibility of occurrence of excessive intermediaries, it objurokrachivaniem and zaorganizovannostju. Mobilisation of resources of state and other participants can not provide in this case expected return, and actions of the Program carried out with the uniform purpose will not lead to the problem decision.

Minimisation of these risks should be reached at a stage of working out of the similar program further by specification and a corresponding substantiation of volume of necessary expenses, increase of efficiency of the control over allocation and an expenditure of means by means of realisation of monitoring of actions of the Program, use of the approved criteria of selection of suppliers and contractors of carried out works.

Program realisation was carried out in 2 stages:

I stage - 2009 - 2010;

II stage - 2011 - 2015

The first stage was characterised as organizational-regenerative, has been focused on realisation of prime actions and assumed:

- Development of material resources of traditional manufactures, building of reindeer-breeding and fishing bases, the organisation of processing manufactures;

- Working out of mechanisms of the state support of traditional kinds of economic activities, making use of experience of regions of Russia and foreign countries;

- Maintenance of availability of reception of initial, average and qualitative vocational training by building of schools and preschool centres, including kindergartens and boarding schools, and also special educational institutions;

- System restoration dispansernogo medical examination in places of traditional residing of the radical small people;

- Realisation of actions for end and commissioning before the begun objects of capital construction and capacities;

- Formation of the standard legal base providing vital interests of the radical small people, the organisation of competitive selection and realisation effective bystrookupaemyh the projects promoting revival of investment and enterprise activity in places of traditional residing of the radical small people.

The second stage has been calculated on 2011 - 2015 and provided:

- Expansion of works on modernisations of kinds of traditional activity of the radical small people, first of all introduction of modern technics and technologies in traditional branches of economy and development of manufactures of deep processing;

- Building and reconstruction of objects of an infrastructure, including an accomplishment of territories of residing and economic activities of the radical small people;

- Development of nonconventional sources warmly - and power supply, independent systems of clearing of drains;

The second stage should finish transition to steady economic and social development of the radical small people (strengthening of national self-management, employment and the self-employment, traditional life-support, etc.), assumed the termination of realisation of projects on development of economic-economic structure of territories of their residing at the accelerated development of sector of social services (formation, public health services, culture).

By Program problems were designated:

- Tehniko-technological equipment of traditional kinds of economic activities and the organisation of processing manufactures in areas of residing of the radical small people, the organisation of new manufactures;

- Creation of system of preparations, material support and production sale, development maintenance faktorijnyh trade and barter forms, and also other forms of rural cooperation;

- Realisation of a complex of measures of the state support of branches of reindeer breeding, fishing and other branches of a traditional economy of the radical small people directed on stimulation of motivation of workers in improvement of a financial position by achievement of high qualitative industrial indicators of branch;

- Increase of an educational level, vocational training on specialities of traditional kinds of economic activities;

- Maintenance of revival of original and national culture, language of the radical small people, development of a power, financial, information-communication infrastructure in places of traditional residing of the radical small people;

- Maintenance of sanitary-and-epidemiologic well-being of the radical small people, creation of system of health services on the basis of modern technologies, modernisation of housing-and-municipal service of the population;

- Perfection of principles and the mechanisms of local government adequate to the organisation of traditional wildlife management and a way of life of the radical small people, and also all adapted in system

Target indicators and indicators of efficiency of realisation of the Program, which role it has been analysed above, the following has been established:

1. Relative density occupied in a small-scale business in the general employment of the radical small people in % about 7 % to 11 % in 2015.

7. A share of the available housing equipped with hot water supply, in the general available housing to finish in 2015 to 60 %.

8. A share of the available housing equipped with a waterpipe, in the general available housing to finish to 80 % in 2015.

9. Commissioning of objects of housing and communal services in number of 25 units in 2015.

10. Commissioning of apartment houses in cities and settlements of city type and a countryside - 22000кв.м by the end of 2015.

11. Commissioning of 30 objects of traditional manufactures, the reindeer-breeding, fishing bases, processing manufactures of traditional branches of an economy by the end of 2015.

12. Building of transmission lines of 130 km by the end of 2015.

13. Acquisition of 40 units of equipment of wireless telecommunication for the remote areas by the end of 2015.

14. Acquisition of 100 units of cross-country technics, snowmobiles,

15. Acquisition of 90 units of power, thermal installations for arrangement of settlements, habitation and productions by the end of 2015.

The total amount of financing of the Program constituted initially 9844000 thousand roubles, including at the expense of means of the federal budget - 4500000 thousand roubles, budgets of subjects of the Russian Federation - 4975000 thousand roubles and off-budget sources - 369000 thousand roubles.

In structure of expenses expenses under article the "Capital investments" constituting 96,1 %, expenses on scientifically should prevail

Research and developmental works - 0,1 % and the other operational expenditure - 3,8 %.

In the course of Program realisation creation of necessary conditions for balanced and a sustainable development of territories of residing and economic activities of the radical small people, creation of the conditions promoting overcoming of contradictions between traditional branches of managing and industrial development of northern territories was planned,

Results of realisation of actions of the Program have been urged to promote:

- To overcoming of sharp decrease in employment of the radical small people and, as consequence, growth of level of their life;

- To creation of preconditions for decrease in dependence on northern delivery of the foodstuffs and the consumer goods;

- To increase of level and quality of a life, updating of the basic life-support systems;

- To spiritual and national-cultural revival of the radical small people.

It was underlined, that results of realisation of the program should matter not only for development of the radical small people and territories of their traditional residing, but also for northern regions and Russia as a whole.

At formation of a complex of actions of the program the state role in regulation of relations of the radical small people and the industrial companies-nedropolzovatelej in places of traditional residing and economic activities of the radical small people was defined. Also measures of the state support from the federal budget and budgets of subjects of the Russian Federation were established.

These actions have been directed on improvement of quality and improvement of conditions of a life of the radical small people on the basis of development of an education sphere and culture, increase of level of health services, and also on increase of a role of the radical small people in economic and social processes in places of traditional residing.

Except the specified Program, whose performance has been finished by 2016, financing of economic and social development of the radical small people in investigated regions is spent and within the limits of other government programs and subroutines (federal target programs).

It is necessary to consider is short the specified tools of planning and financing.

For example, by the governmental order of the Russian Federation from August, 20th, 2013 № 718 it has been approved FTSP «Strengthening of unity of the Russian nation and ethnocultural development of the people of Russia (2014 - 2020)» [282]. As a whole the total amount of financing of the Program constitutes 7789,7827 million roubles (in the prices of corresponding years), including at the expense of means of the federal budget - 6316,6654 million roubles; at the expense of means of budgets of subjects of the Russian Federation - 1473,1173 million roubles.

The specified Program was included into a government program of the Russian Federation «culture and tourism Development on 2013 - 2020». As it is marked in Passport FTSP, the purpose and Program problems are caused by priorities which are defined besides other by already analysed Strategy of the state national policy of the Russian Federation for the period till 2025, and also federal acts and the standard legal acts regulating questions of the state national policy, social policy, ethnocultural development of the people of Russia, realisation and protection of the rights of national minorities and the radical small people, the international standard legal acts.

As now questions of development and support of the radical small people concern conducting Federal agency on affairs of nationalities (FADN) provided within the limits of FTSP for FADN for 2014-2016 (annually) on support of economic and social development of the radical small people of the North, Siberia and the Far East to the Russian Federation it are given by the federal budget of 228 million roubles to budgets of subjects of the Russian Federation according to the governmental order of the Russian Federation from March, 10th, 2009 № 217 «About the statement of Rules of distribution and granting from the federal budget of other interbudgetary transfers to budgets of subjects of the Russian Federation on support of economic and social development of the radical small people of the North, Siberia and the Far East to the Russian Federation». At realisation FTSP it is supposed, that regions will not stand aside, therefore attraction of means of regional and local budgets within the limits of FTSP is carried out by means of sofinansirovanija account obligations of the similar target programs realised at the expense of means of mentioned budgets (that is with attraction of such tool as grants from the federal budget).

Also the actions directed on economic and social support of the radical small people of the North, Siberia and the Far East, contain in a government program of the Russian Federation «the Regional policy and federal relations», the Russian Federation approved by the Governmental order from April, 15th, 2014 № 307300.

One of program problems names improvement of quality of a life of the radical small people of the North, Siberia and the Far East the Russian Federation to srednerossijskogo, and among target indicators is such as level of incomes of the population in places of traditional residing and economic activities of the radical small people of the North, Siberia and the Far East Russian Federation, that is distribution of budgetary appropriations within the limits of the given state program directly is co-ordinated to level of economic and social development of the specified people.

State programs of the Russian Federation «Development rybohozjajstvennogo a complex» is directed on maintenance of priority access of the small people to water bioresources and realisation of their legitimate rights for preservation of an original way of life.

Financing of economic and social development of the radical small people of the North, Siberia and the Far East is carried out including by means of the program tools intended for development of not specified subjects, and certain regions. For example, FTSP «Economic and social development of the Far East and the Baikal region for the period till 2018» (the governmental order of the Russian Federation from April, 15th, 1996 № 480) also partially mentions questions of economic and social development of the radical small people of the Far East.

In the program it is directly reserved, that in macroregion territory the considerable part of the radical small people - Aleuts, aljutortsy, itelmeny, kamchadaly, kereki, koryaks, Nanaians, negidaltsy, nivhi, oroki-ulta, orochi lives, basins, udegejtsy, ulchi, chuvantsy, chukchi, evenki, eveny, Eskimos and jukagiry. At realisation of actions of the Program according to the legislation of the Russian Federation it is provided to carry out a complex of measures of the state protection of a primordial inhabitancy and a traditional way of life of the radical small people promoting preservation and development of their original culture, to preservation in territories of traditional wildlife management of a biological variety.

The governmental order of the Russian Federation from April, 21st, 2014 № 366 «About the statement of a government program of the Russian Federation« Sotsialnoekonomichesky development of the Arctic zone of the Russian Federation for the period to [284 [285] 2020 »[286 [287] establishes bases for economic development of the Arctic zone of the Russian Federation on principles including the maximum preservation and development of possibilities for traditional residing of the radical small people of the Arctic zone of the Russian Federation. The given state program also is directed on development of concrete macroregion in which lives considerable number of representatives of the radical small people, and is one of tools of realisation of such strategic document as Bases of a state policy of the Russian Federation in Arctic regions for the period till 2020 and the further prospect where by strategic priorities of a state policy of the Russian Federation in Arctic regions it is named including improvement of quality of a life of indigenous population and social conditions of economic activities in Arctic regions.

In FTSP the "World ocean" [288] contains the subroutine «Development and use of Arctic regions» which financing also influences position of the radical small people living on the Far North. In the subroutine passport it is specified, that Arctic ekosistemy form a basis of traditional system of wildlife management of the radical people for which biological resources are a basis of maintenance of their ability to live. To number of the problems demanding reaction, it is necessary to carry cumulative negative influence of climatic and ecological factors on population health, that in many respects defines critically high level of disease and premature death rate (especially among the radical small people). Thus, financing specified FTSP indirectly also influences the state support of the radical small people. Now departmental target programs (including providing development of concrete branch) are not provided BK the Russian Federation, however, realisation of already accepted programs should be finished.

Many regions accepted corresponding programs in connection with realisation of the independent federal target program for the period till 2015 about which there was a speech above. It has been connected with necessity of creation of preconditions for reception of means of the federal budget on financial maintenance of the radical small people, however, even after the termination of action of the specified federal target program many regions have not refused continuation of support of the radical small people in the territory.

Let's consider some government programs of subjects of the Russian Federation operating and realised now as examples, first of all having paid attention on those regions where separate government programs on support and financial maintenance of the radical small people are accepted. Thus it will be a question as about available by the moment of acceptance or updating of programs financing and support tools, and of those tools which are introduced for the first time.

In Khabarovsk territory it has been approved by the governmental order of Khabarovsk territory from September, 14th, 2011 № 303-pr and the regional government program «Development of the radical small people of the North, Siberia and the Far East the Russian Federation, living in Khabarovsk territory», calculated on the period till 2020 (originally was the state target program [291]) is realised. Originally the program has been calculated on the period 2012-2014 (though actually the first stage has occupied 2012-2015), then it has been reviewed and extended for the period 2015-2020

It is necessary to notice, that necessity of support of the radical small people for Khabarovsk territory at the expense of such tool as the program budget is directly fixed in the regional legislation. The federations, living in Khabarovsk territory »which provides, that measures of regional state support of the radical small people are carried out by enforcement authorities of edge by working out and realisation of actions within the limits of edge government programs. Such measures concern:

1) financial support of communities, public organisations of the radical small people of the North, Siberia and the Far East the Russian Federation, their associations (the unions, associations);

2) social support of the persons concerning the radical small people of the North, Siberia and the Far East the Russian Federation;

3) property support of communities of the radical small people of the North, Siberia and the Far East the Russian Federation;

4) information support of the persons concerning the radical small people of the North, Siberia and the Far East the Russian Federation, communities, public organisations of the radical small people of the North, Siberia and the Far East Russian Federation, their associations (the unions, associations);

5) other measures according to standard legal acts of the Russian Federation and edge.

The quoted law provides as measures of financial support application of fiscal incentives according to the Law of Khabarovsk territory from November, 10th, 2005 № 308 «About regional taxes and fiscal incentives in Khabarovsk territory» and granting of grants in the cases established by standard legal acts of the Russian Federation and edge, that is including within the limits of execution of the regional program. Also financing within the limits of the program can be made with a view of social support of the persons concerning the radical small people of the North, Siberia and the Far East, as that: [292]

- Granting of social payments to the persons concerning the radical small people of the North, Siberia and the Far East Russian Federation, living in an edge countryside, on acquisition (manufacturing, delivery) building materials, designs, products with a view of development of individual housing construction;

- Financing free manufacturing and repair of tooth artificial limbs (except expenses on payment of cost of precious metals and metallokeramiki) for the specified persons from needy families or recognised as needy citizens;

- Financing of compensation of expenses for fare payment once a year on transport within territory of edge from a study place to a residence and back to the students concerning the radical small people of the North, Siberia and the Far East Russian Federation, is elderly till 23 years from needy families or recognised as the needy citizens, trained on the internal form of training in the professional educational organisations and the educational organisations of higher education;

- Rendering of single material aid to the students concerning the radical small people of the North, Siberia and the Far East Russian Federation, is elderly till 23 years from needy families or recognised as the needy citizens, trained on the internal form of training in the professional educational organisations and the educational organisations of higher education;

- Payment of grants to the best students concerning the radical small people of the North, Siberia and the Far East the Russian Federation, trained under the internal form of training in the educational organisations of higher education.

Besides, the law provides the organisation and carrying out of separate actions for support of the radical small people which also can be financed at the expense of the regional budget.

All specified methods of support of the radical small people in territory of Khabarovsk territory according to the regional law should find the reflexion in the government program of the subject of the Russian Federation specified above. The program purposes declare a sustainable development of the radical small people of the North, Siberia and the Far East to the Russian Federation, living in Khabarovsk territory on the basis of creation in edge of favorable and comfortable conditions for residing of indigenous population taking into account preservation of a traditional way of life, managing and crafts, original culture and cultural wealth of the radical people.

As a government program problem protection of the primordial inhabitancy, a traditional way of life, managing and crafts of the radical people, increase of educational level, preservation and development of original culture, health strengthening, maintenance of social protection of the radical people, increase of their consciousness and public activity, development of a necessary social infrastructure in settlements - places of traditional residing and traditional economic activities of the radical people is designated.

Financing of the given program is carried out besides assignments from the regional budget (including which source are means of the federal budget), including at the expense of grants from the federal budget, means of local budgets and off-budget means. Also from the edge budget grants in the form of grants are given.

As it is underlined in the program, at the expense of budgetary financing questions of strengthening and development of communities, preparations of national shots, preservations of national culture, building of objects of a social infrastructure in places of traditional residing and traditional economic activities of the radical people, supports of reindeer-breeding economy, actions for protection of a life and health of reindeer breeders and members of their families, various kinds of social support are solved.

It is possible to name features of financial maintenance of realisation of the program granting from the regional budget of grants to budgets of municipal unions of edge:

- On the organisation of delivery of children from among the radical people in summer vacations in reindeer-breeding brigades to parents and back to a study place, and also maintenance with a food, clothes, footwear, soft stock and furniture of children from among the radical people living during the educational period in school boarding schools which parents lead a nomadic way of life;

- On sofinansirovanie account obligations of municipal unions of edge on building, reconstruction of objects of capital construction of the municipal property in rural settlements - places of traditional residing and traditional economic activities of the radical people;

- On acquisition of the equipment necessary for the organisation of educational activity in the municipal educational organisations, located in places of traditional residing and places of traditional economic activities of the radical small people of the Russian Federation, within the limits of a government program.

All specified grants are given from the regional budget only in the presence of the corresponding municipal program pursuing the similar aims.

Grants to the noncommercial organisations for realisation in the general educational organisations located in settlements - places of traditional residing and economic activities of the radical people, the innovative educational projects directed on adaptation of the radical people to ability to live in modern conditions in places of their compact residing in region are besides, provided.

Thus all territory of edge is recognised by a place of traditional residing and traditional economic activities of the radical people that allows to give the state support to all radical people irrespective of

The purpose of the specified program is creation of optimum conditions for steady economic and welfare development of the radical small people of the North of region on the basis of rational wildlife management, strengthening of social and economic potential, preservation of the primordial inhabitancy, traditional culture and a life, perfection of system of the state support. As problems assistance to development of economy of traditional forms of managing of the radical small people and, as consequence, increase in employment of the population, increase of level and quality of a life of the radical small people, revival and development of original culture, language and crafts of the radical small people are defined.

The state support legal and physical persons from among the radical small people which are leading a traditional way of life and carrying out traditional economic activities, within the limits of program realisation assumes granting of following measures of financial state support:

- Grants for arrangement of the ground areas of territories of traditional wildlife management, the territories (water areas) intended for using by objects of fauna, water biological resources;

- Indemnification of a part of expenses for acquisition of material means;

- Indemnification of a part of expenses for acquisition of reindeers;

- Grants for furs extraction, borovoj game, meat of wild animals;

- Payments of the single financial help to young experts from among the radical small people, working in places of traditional residing and traditional economic activities, on life arrangement;

- Indemnification of expenses on payment of training to rules of safe handling of the weapon and journey to the location of the organisation, having the right to spend preparation of persons with a view of studying of rules of safe handling of the weapon;

- Indemnification of payment of training or training payment;

- Payment of grants, namely: the additional monthly grant, the grant to a food, a lump sum to acquisition of clothes and footwear trained the first and final courses, the annual grant to acquisition of the educational literature and writing-materials;

- Indemnification of expenses for residing in a hostel, on journey on a vacation from a place of study to a residence and back;

- Fare indemnification to a place of passage of hospitalisation in autonomous region and back to a residence;

- Indemnification of expenses on acquisition of clothes for the child (children);

- Indemnification of the expenses connected with transportation of a body of autonomous region which have died to settlement in which territory there is a burial place place;

- Indemnification to parents - fares of the child (children) from a residence to a place of departure of the organised groups of children and back under the permits given by executive powers of the government of autonomous region.

Granting of grants in the form of grants for realisation of projects and the programs promoting development of traditional economic activities, grants and awards in sphere of preservation, development, popularisation of traditional culture, folklore, traditions, language, national crafts and crafts, financing of carrying out of the certain actions directed on development of traditional economic activities, and also on specialised service of reindeer-breeding economy, the organisation and carrying out of preventive and medical actions in economy of reindeer breeders is besides, provided, and also on work on electronic mecheniju a livestock of reindeers financing at the expense of local budgets and off-budget means Is, etc. provided also.

Also separate actions for support of the radical small people meet in other regional programs, for example, on agriculture and agriculture development.

The decision of administration of the Magadan area from November, 07th, 2013 № a 1093-pas «About the statement of a government program of the Magadan area« Social and economic and cultural development of the radical small people of the North living in territory of the Magadan area »for 20142018» had been accepted a corresponding regional government program. Before the similar program was realised in the given subject of the Russian Federation during the period with 2010 for 2013

By the program purposes are declared creation of conditions for improvement sotsialnoekonomicheskogo positions of the radical small people of the North living in territory of region, on the basis of development of traditional and [295] nonconventional branches of managing, arrangement of a social and industrial infrastructure of places of their compact residing; preservation and revival of cultural and spiritual traditions of radical ethnoses; assistance to local governments of municipal unions of area in realisation given by it the legislation of powers under the decision of questions of the local value connected with ability to live of settlements in which representatives of the radical small people of the North live.

In the Sakhalin area at program level support of development of the radical small people of the North is carried out not within the limits of the independent program at regional level, and within the limits of the subroutine «the Sustainable development of the radical small people of the North of the Sakhalin area for 2015-2020 of" a regional government program «Strengthening of unity of the Russian nation and ethnocultural development of the people of Russia living in territory of the Sakhalin area, on 2015 - 2020», the Sakhalin area approved by the governmental order from December, 29th, 2014 № 649 [296]. Financing is provided both at the expense of means of the regional budget, and at the expense of means of the federal budget and the consolidated budgets of municipal unions. Financing at the expense of off-budget sources, but not at the expense of means physical and legal bodies is provided also. Also allocation of grants to local budgets on realisation of similar municipal programs is fixed.

It is necessary to notice, that earlier in region the regional target program «Economic and social development of the radical small people of the North of the Sakhalin area on 2007 - 2011» operated, and also the Concept of a sustainable development of the radical small people of the North of the Sakhalin area on 2011 - has been accepted 2016.

The subroutine purpose is creation in the field of conditions for formation of a sustainable development of the radical small people of the North of region on the basis of strengthening of their social and economic potential at preservation of the primordial inhabitancy, a traditional way of life and cultural values of these people.

Subroutine problems, as that are in details fixed:

- Development of an education sphere, culture and national sports;

- The social help to the radical people of the North;

- Improvement of living conditions of the radical people;

- Increase of public activity of the radical people of the North;

- grantovaja support of public organisations and other associations of the radical people of the North;

- Development and modernisation of traditional economic activities on the basis of stimulation of economic activities of communities and patrimonial economy of the radical small people of the North;

- Updating and infrastructure modernisation in places of traditional residing and traditional economic activities of the radical people;

- Preservation and development of original culture;

- Habitation repair in places of traditional residing and traditional economic activities of the radical people;

- Maintenance of availability of transport services for the radical people;

- Maintenance of a healthy food of children from among the radical people within an academic year and summer improving campaign;

- The organisation of vocational training of national shots for patrimonial economy and communities.

Among measures of financial support in frameworks of the specified subroutine it is possible to allocate:

- Partial fee for training of the students trained in the state educational organisations average and higher

- Financing of carrying out of certain actions;

- Social support of needy families and children-schoolboys from among the radical people of the North which are in socially dangerous position;

- Grants to municipal unions on a sustainable development of the radical people of the North and so forth

In Nenets autonomous region the Decision of administration of Nenets autonomous region from November, 11th, 2013 № 401-p «About a government program of Nenets autonomous region« Preservation and development of the radical small people of the North in Nenets autonomous region »is accepted. The program purpose is creation of conditions for a sustainable development of the radical small people of the North of Nenets autonomous region on the basis of strengthening of social and economic potential, preservation of the primordial inhabitancy, a traditional way of life and cultural values. Earlier in district two district long-term target programs« Preservation and development of the radical small people of the North in Nenets autonomous region »have been realised throughout 2009-2013.

Financing of the organisation of export of children (including students) reindeer breeders and chumrabotnits to a place of study and back, the organisations and grantings free zuboproteznoj the help, financing of journey of creative collectives is provided at participation in district, inter-regional, international cultural events, and also is direct actions for development of culture and art of the radical small people, financial support of carrying out of congress and conference of the small people of the North, magazine release about the small people [297]

The north and the information bulletin about spent actions of the small people of the North, the edition of educational and methodical grants for Nenets language, editions of works of art of Nenets authors, financial support of actions for development of national kinds of sports, etc.

In Krasnoyarsk region the region Government program «Creation of conditions for preservation of a traditional way of life of the radical small people of Krasnoyarsk region and protection of their primordial inhabitancy» has been approved by the governmental order of Krasnoyarsk region from 30.09.2013 № 520-p [298]. The program purpose declares creation of conditions for preservation of a traditional way of life of the radical small people of the Russian Federation living in territory of Krasnoyarsk region in places of traditional residing and traditional economic activities of the radical small people of the Russian Federation.

It is necessary to notice, that for the purpose of improvement of quality of given measures of the state support and the state services in territory of traditional residing of the small people (municipal unions) have been told separate state powers on maintenance of guarantees of the rights of the radical small people that is called satisfaction of addressees of measures of the state support by quality of granting of the state services. Financing of such transferred powers is carried out at the expense of subventions from the regional budget.

Thus attracts attention, that as independent action of a government program transfer of realisation of separate state powers by local governments of Evenki municipal area of Krasnoyarsk region on licensing of retail of alcoholic production (owing to remoteness and inaccessibility of the given area in comparison with other areas of edge) is allocated, and

Allocation of subventions on financing of the transferred powers (and as action subvention granting, instead of a delegation of power is designated).

Among measures of financial support of the radical small people in region it is necessary to allocate the following:

- Granting of social payments to reindeer breeders, hunters (fishermen) trade (to the persons who are in tundra, on a trade point more than 9 months in a year), and payments are rather detailed (for example, the social payments connected with withdrawal of the individual of a wolf (an adult female, the adult male, a wolf of age till one year) from a dwelling habitat, indemnification of a part of the expenses connected with realisation of meat of a house reindeer etc.) are separately provided;

- Single social payments for preparation for a trade season to persons from among the small people for which hunting and fishery are a basis of their existence and members of their families, occupied with traditional crafts till 6 months in a year;

- Financing of socially significant actions (professional and national holidays), the traditional branches of managing of the small people directed on popularisation;

- grantovaja support on the basis of competitive selection - from among the small people means of the state support on a nomination «Support of culture, the national languages, traditional kinds of sports and a traditional way of life of the small people» are given to legal bodies, individual businessmen and physical persons;

- Granting of complete sets for newborns;

- The additional grant, journey payment to a place of study and back to a residence, partial payment for training to students from among the radical small people;

- Granting of a different kind commodity-material assets, also the kinds of the traditional economic intended for realisation

Activity of the small people, including nomadic habitation, radio stations, boat motors, boats, snegohodnuju to the technician and other (including necessity of granting of material aid for payment by addressees of the given kind of support of the tax to incomes of physical persons is considered);

- grantovaja support of the projects directed on strengthening and development of material base of managing subjects, carrying out kinds of traditional economic activities of the small people;

- Support of managing subjects through subsidising of a unit of production from realisation of kinds of traditional economic activities of the small people;

- Maintenance with necessary building and finishing materials of representatives of the radical small people for independent building of apartment houses by them;

- Social payments for building bystrovozvodimyh apartment houses for inhabitants of Tajmyrsky and Evenki areas (owing to features of their territorial position);

- Granting to persons from among the small people,

Carrying out kinds of traditional economic activities

The small people, medicinal and medical preparations (medical first-aid sets), etc.

In Yakutia 39 regional laws which anyhow regulate relations concerning ability to live of the radical are accepted

The small people occupying region. However, at local level of support of these subjects practically it is not observed.

So, it is noticed, that in one municipal union any program of a sustainable development of tribal communities has not been accepted and questions of support and development of tribal communities were not considered. Also any municipal union has not been use the right to establish a privilege under the land tax and the tax to property of physical persons for representatives of the radical small people regarding support of traditional branches

The purpose of the second subroutine is preservation of traditional branches of the North as way of life and employment of the radical small people of the North, and it is a question basically of two directions - about reindeer breeding and fur farming support, and also furs extraction. Its problems are formulated as increase in a livestock of deer; increase in production of branch of reindeer breeding; creation of conditions for stabilisation and the further development of hunting; the organisation of system of preparation, processing and manufacture of products from a skin and fur; preservation of branch of fur farming. The same as and in a case from the first of considered subroutines Republics Sakhas (Yakutia), it is provided sofinansirovanie expenses at the expense of means of budgets of all levels both off-budget means, and all calculations are resulted in a base and intensive variant. Within the limits of the subroutine financing in many directions (much in more details, than in the first subroutine) is provided, including:

Compensation:

- Parts of transport expenses of the reindeer-breeding economy passing to the commodity production;

- Expenses on building, reconstruction, strengthening materialnotehnicheskih bases and acquisition of technics and the equipment for reindeer breeders and zverovodcheskih economy;

- Parts of expenses for building of reindeer-breeding bases on routes kochevanija;

- The organisations of specialised pantovo-donor herds in areas with the optimum transport scheme and compensation of a part of charges;

- Parts of expenses on preparation and processing of production of reindeer breeding: pantov, fight of horns;

- Parts of expenses of a craft of a muskrat, the squirrel, white polar fox and ermine on the established parametres (volumes) of delivery and rates on furs kinds;

- Expenses on extraction of skins of a wolf, a puppy of a wolf;

- Parts of expenses for acquisition of material resources (snegohodnoj technicians), combustive-lubricating materials to the hunting economy;

- Parts of expenses for the organisation of shooting of wild reindeers, vnutriulusnoj and vneulusnoj (main) transportation of meat of wild reindeers;

- Parts of expenses for cultivation hunting, olenegonnyh and rideable laek base sobakovodcheskim to economy, including small forms of business;

- Parts of expenses on industrial processing of furs and kozhno-fur raw materials;

- Parts of charges of herd of the basic livestock of cellular animals specialised and other zverovodcheskim to economy, including small forms of business, etc.

Besides, grants to socially focused noncommercial organisations representing the radical small people of region are widely used.

In Republic Komi some programs also are accepted, separate subroutines or which actions are directed on support of the radical small people. For example, the subroutine «reindeer breeding Support» the Government program of development of agriculture and regulation of the markets of agricultural production, raw materials and the foodstuffs for 2013-2020 is intended for reindeer breeding preservation as traditional kind of economic activities, way of life and culture of the radical small people of the North and others ethnic obshchnostej, living on region territory.

Within the limits of a government program «the Republic Komi Development of education» for a sanatorium boarding school which is unique child care centre in the republic, conditioning for adaptation to modern conditions of a life of children of the radical small people of the North, keeping and developing thus their traditional way of life, means for strengthening and development of material base are given.

Among social measures of support in region it is necessary to name such, as: compensatory payments for a nomadic and seminomadic way of life; annual single social payments to reindeer breeders by which the labour old-age pension is appointed, and also on the physical inability caused by labour activity.

Thus, the analysis of the regional government programs providing various measures on financial support of the radical small people of the North, Siberia and the Far East, has allowed to draw following conclusions:

- For support of the radical small people can be accepted as the independent regional programs devoted to exclusively given question (for example, Yamal-Nenets autonomous region, Khabarovsk territory), and subroutines or separate actions within the limits of others

Government programs (for example, the Sakhalin area, Yakutia), and some regions fix necessity of use of a program method at legislative level (Khabarovsk territory);

- Practically all programs provide financing at the expense of all levels of budgetary system of the Russian Federation, and also at the expense of off-budget means;

- The purposes and problems of regional programs often coincide in different regions as are caused by the uniform approach to support of the radical small people at federal level;

- Means from the regional budget in program directions are given to municipal unions only in the presence of the developed and approved municipal programs in similar directions that causes a priority of such tool as the grant;

- Granting of subventions to municipal unions is sometimes used (e.g., Krasnoyarsk region), grants separate legal and to physical persons are extended enough;

- Ways of financing and measure of financial support can differ not only depending on region, but even in region depending on territorial and economic features of municipal unions (e.g., Krasnoyarsk region).

Thus, the works of the program of federal level investigated in this part allow to establish, that the detailed approach now is required at formation of these programs to spend conformity of the target indicators, put in pawn in these documents, that, in turn, will allow to speak about their effective application, including, an effective utilisation of the money resources which have been put in pawn in these programs.
