The new model of public service assumes perfection of system of passage of public service and an estimation of activity of civil servants which should be sorientirovana on an end result and to become the basis for awarding and encouragement of civil servants, definition of requirement for retraining and improvement of professional skill, promotion.

It is expedient to enter a trial period for the citizens for the first time accepted on political public service or again after its termination. Test for term one month, except for the persons appointed or selected on political state posts with a target date of powers or with the limited term of appointment of the person or body, having the right appointment (election) to corresponding political posts, and also the persons occupying earlier administrative state posts and having the experience of public service not less of ten years is established. At unsatisfactory result of test the political civil servant should be dismissed as not last trial period in the order established by the legislation.

Require settlement an order of overtime execution by political employees of the duties; an order, the bases and conditions of discharge of civil servants from execution of official duties.

Improvement is demanded also by the mechanism of carrying out of certification of administrative civil servants, including testing programs, a technique and criteria of an estimation of the certified. Simultaneously there is a question on introduction of periodic certification for the political civil servants occupying the higher hardware posts, heads of territorial bodies of Agency PK on public service affairs, inclusion in structure of certifying commissions of independent experts.

It is necessary to fix at legislative level concept «career planning» as career of the civil servant is the important constituting system of the motivation characterising advancement to the planned social both official status and providing professional and social self-realisation of the civil servant according to level of its qualification and an operational experience. Criteria of career advancement which will be based on results of an estimation of efficiency of activity of the civil servant on a post should be is standard defined.
