Ordering of normative acts of law-enforcement bodies regulating activity on maintenance of realisation of the political rights and freedom of citizens.
In system of the Ministry of Internal Affairs of Russia the complex of measures directed on cancellation (processing), consolidation and codification of the departmental standard material regulating activity of law-enforcement bodies in specified sphere should be realised constantly. Ordering of normative acts in system of the Ministry of Internal Affairs should be carried out in following directions: • Codification of departmental normative acts in the form of rules, positions, charters etc. Struggle against plurality of certificates became a question number one in system of the Ministry of Internal Affairs of Russia and it is necessary to notice, it should not stop, there should be a constant control over expediency of accepted certificates; • Consolidation of normative acts of law-enforcement bodies. Plurality of departmental certificates can be overcome by connection of several normative acts in one integrated. Such certificate anew passes the basic stages normotvorcheskogo process and has own requisites: the name, acceptance date, number, the signature of the competent person (with decoding), number of the state registration. A characteristic sign of consolidation is that with its help earlier accepted standard instructions are consolidated in one certificate without essential changes of the text; • Carrying out of the analysis of standard legal acts of the Ministry of Internal Affairs of the USSR and the Ministry of Internal Affairs of RSFSR about conformity to the current legislation. So, in 2004 9 orders of the Ministry of Internal Affairs of Russia on non-use of 44 standard legal acts of the Ministry of Internal Affairs of the USSR and 4-Ministries of Internal Affairs of RSFSR are published. As of January, 1st, 2005, in system of the Ministry of Internal Affairs of Russia • 165 97 normative acts of the Ministry of Internal Affairs of the USSR and RSFSR are applied. Studying of normative acts concerning protection of a public order and safety at carrying out of mass actions of political character (meeting, demonstration, etc.) shows meetings, that the legal regulation of this field of activity is not systematised till now by law-enforcement bodies, and shattered", that is contains in many normative acts. And in the accepted normative acts have found accurate reflexion or have no accurate information the norms regulating the rights and duties of those subjects, directly participating in preparation and carrying out of such actions in territory of the Russian Federation which within carried out functions are obliged to participate in public order maintenance. The analysis of organizational activity of law-enforcement bodies on maintenance of realisation of the political rights and freedom of citizens shows, that the following concerns number of the most actual problems of its perfection at the present stage of development of a society:
