ž 2. Konstitutsionno-legal bases of realisation of a freedom of speech in a network the Internet: three levels of regulation

the Internet space Philosophy consists in its maximum freedom from any state and other intervention. However it is impossible to refuse completely management of the Internet or regulation of its infrastructure, as the Internet – the original mirror reflecting the real world in which there are norms, including legal which urged to provide a freedom of speech and access right to the information, barring misuses of right and misbehaviour and protecting users from their consequences.
The same norms should exist and on the Internet. For today exists three levels of regulation of the Internet: – international; – national (state); – self-regulation level. Owing to specificity of the Internet any of these levels is not self-sufficient or unique – all of them among themselves in enough high degree are interconnected (are interdependent). With a view of the present research it is important to define a role of each of them at regulation of a freedom of speech and access right to the information on the Internet. In publications on an investigated problem among attempts to make definition management of the Internet can allocate the point of view of the Serbian diplomat and the scientist, one of authors of the given concept of J.Kurbalijja: ź Management of the Internet represents working out and application by the governments, a private sector and a civil society at performance of the corresponding role of the general principles by them, norms, rules, procedures of decision-making and the programs regulating evolution and application of the Internet ╗20.
