Algorithm of acceptance of the administrative decision for choice anti-recessionary strategy of development of the noncommercial organisation

Managerial process by the noncommercial organisation in the conditions of crisis demands a choice and working out of anti-recessionary strategy with definition of directions of development NKO in the long term.

Formation of its maintenance depends on an environment, the conditions of functioning NKO which has developed in public sector, region, functioning of the most noncommercial organisation.

Anti-recessionary strategy of management is defined by a direction and ways of use of means of the decision of the put problem. To each way certain rules and restrictions for acceptance of an optimum variant of the decision are characteristic. Strategy concentrates efforts to alternativenesses of the decisions which are not contradicting a main objective of activity NKO. Tactics is characterised by set of practical methods and receptions of management for achievement of the formulated purpose of the noncommercial organisation in concrete conditions. Tactical actions of management allow to solve structurally a situation with application of methods and receptions of management in the course of development and realisation of concrete actions of strategy.

According to the author, in modern conditions of economy anti-recessionary strategy NKO is a reference point on successful functioning, acceptance of the strategic decisions corresponding to a level of development of economy, contradictions promoting elimination and increase of efficiency of activity of the organisation in whole, to an estimation of resource possibilities of the organisation, rational use of internal potential, forecasting of reserves of decrease in influence of negative factors.

Depending on the management purposes anti-recessionary strategy of development of the noncommercial organisation can have both short-term, and long-term character. Long-term strategy should be based on use of results prognoznogo the analysis defining a reference point of development of the organisation for the set period to which the estimation of a current condition of its economic activities precedes, social efficiency, own sources of finance providing economic security of the organisation.

In our opinion, it is necessary to add structure of elements of system of anti-recessionary management with methodical toolkit of management of risks, factorial komponentoj, procedure of acceptance of administrative decisions that will allow to develop anti-recessionary strategy of development NKO.

In the conditions of high uncertainty the basic tools of minimisation of negative factors within the limits of the chosen strategy get out limitation (it is used in the form of an establishment in the organisation of certain internal specifications in the course of working out of a financial policy), self-insurance (provides formation in the organisation of own reserves for liquidation of consequences of crisis). In the subsequent it is expedient to give great value to terms and tools of reaction to a crisis situation in the future. A number of researchers recommends to use categories: «terms of normal reaction» as which it is necessary to understand time intervals when traditional reaction NKO is shown by regular planning and execution of planned actions and «terms of extreme reaction» - time intervals, differing spontaneous reaction at which time organizational structures of acceptance of administrative decisions are used.
