2.2. Conceptual positions of modelling of acceptance of administrative decisions in the vertically-integrated enterprise structures

For modelling of process of working out and acceptance of administrative decisions in the vertically-integrated enterprise structures it is necessary to consider the basic problems of their functioning.
However we will to begin with be defined with terminology.
As the vertically-integrated enterprise structures (VIPS) we will understand the corporate giants consisting of several business units, united on a principle of coverage of a complete technological chain from extraction before production and realisation of a ready end-product. In modern economy VIPS make a basis of any industry, for example an oil and gas complex, a power complex, a timber complex, etc. Practically all enterprises extracting raw materials, are a part VIPS.
The vertically-integrated structures always were peculiar to domestic economy. However with occurrence of market mutual relations process razukrupnenija major concerns and formation of independent production associations began to develop. However, this process went not long, and soon integration process became more active again. The special urgency was acquired now by a problem of vertical integration and perfection of structure of the petroleum and gas companies by formation of vertically - integrated structures uniting in a unit all technological chain.
Stabilisation and development of domestic economy, increase ef-fektivnosti its works to no small degree depend from structural preobra-zovany on reforming and the further perfection of the petroleum and gas companies.
For effective functioning of the Russian petroleum and gas complex creation of interest in connection of efforts of the enterprises for an oil recovery and gas, to their processing and sales with the purposes of economy on production costs and on the basis of introduction of new technologies is imperative. One of forms of maintenance of such mutual interest is formation of the vertically-integrated companies in the form of joint-stock companies including the states. It is necessary to notice, that Open Company "Gazprom", being object of research in the given work, is the natural state monopoly which has been vertically-integrated by the company, plays a paramount role in development of economy of all country so, it can quite be considered as the typical representative of the vertically-integrated enterprise structures.
Theoretically integration of enterprise structures allows to fix economic relations, to strengthen stimulus for reception of the most effective end result, to concentrate resources in the most effective directions of a technical policy, to use most an effective system vzaimoraschetov, including at the expense of application of the transfer prices, to increase competitiveness of the Russian manufacturers on external and home market, and also most economically to solve separate problems of use of an industrial and social infrastructure.
Purposeful management of activity with allowance for specificity of various phases of life cycles vertically-integrated before-prinimatelskih structures (VIPS) will allow to avoid the big financial losses and to supply consecutive development of components VIPS with from financial soundness both in a transition period, and on ka-chestvenno new level of functioning.
J.P.Aniskin considers, that integration of enterprise structures can become the essential factor of the decision of such actual problems of economy, as:
Maintenance of economic stability in the conditions of business conditions swings over;
Overcoming of slump in production and activization of investment activity;
Strengthening of interrelation of industrial and bank capitals;
Realisation of conversion of a defensive complex:
Removal of defaults of payment and not monetary vzaimoraschetov;
Realisation of effective economic cooperation (2).
Formation VIPS facilitates the decision of problems of investment of financial assets in working out and production of competitive high technology products. VIPS usually use effect of a synergy (vzaimodopolnenija), when productivity of activity of system above, than total productivity of its separate elements.
However for reception of effect of a synergy it is necessary to solve previously the problems hindering efficient control and development of integrated system. To such problems it is possible concern:
The organisation of intrafirm planning VIPS;
Centralisation of the basic functions of management VIPS;
Estimation and the account of mutual interests of participants VIPS;
The organisation of process of acceptance of the administrative decisions including the coordination of interests of participants;
The organisation of process of the control over realisation of the accepted administrative decisions;
Estimation of financial potential VIPS and efficiency of acceptance and realisation of administrative decisions;
The organisation of monitoring of financial and economic and administrative activity of structures VIPS, etc.
Activity VIPS represents results of action of set of the processes directed on maintenance of growth ekonomichesko -
go potential of the enterprises on the basis of its co-ordinated development of factors of an environment making with allowance for.
Thus, modelling of process of working out and acceptance of administrative decisions (PRPUR) within the limits of VIPS demands perfection of the theory and decision-making methodology. We will try in this connection to define some requests to such system PRPUR.
First, system PRPUR should consider difficult hierarchical structure of management of the vertically-integrated company, namely: availability of a certain head company and to a network of affiliated companies subject to it (organizational aspect of hierarchy), and also vertical technological interrelation of all elements (business units), for example, "Gazprom" in a functional chain from extraction and processing of resources before delivery of finished goods and services to end users.
The characteristic of object of research, opre-deljajushchaja will be more low presented feature of process of working out and decision-making within the limits of its structure of management.
