The Ministry of economic development of the Russian Federation and ministeryostvo the finance attends to a stage of formation and realisation of the list of the state purpose-oriented programmes. The second stage includes the assertion of the made list of government programs which carries out the government of the Russian Federation.

Actual the question of an estimation of efficiency realiyozuemyh purpose-oriented programmes, in our opinion, is. Results of the analysis of efficiency of realisation tseleyovyh programs allow to define priority directions of an expenditure of means, to present the list of the actions directed on increase rezulyotativnosti of introduction of purpose-oriented programmes, to optimise inefficient rashoyody, and also to reveal financial, material, personnel and others reyosursy, necessary for increase of efficiency conducted meroprija - 8081 ty.

For an estimation of purpose-oriented programmes in subjects of the Russian Federation are developed various speyotsialnye the techniques, helping to evaluate necessity of realisation of a purpose-oriented programme from an item of received results, to establish conformity of purpose-oriented programmes to priorities of social and economic development of region and the country as a whole.

With the purposes of research realisation studying applied in the Russian federation and regions TSCHR of techniques of an estimation of purpose-oriented programmes [82] is necessary.

In the Russian Federation developers, executors of programs and kontroliyorujushchie bodies at an estimation of efficiency of programs lean against following documents and regulatory legal acts:

1) the Order of the Ministry of economic development of the Russian Federation from September, 16th, 2016 № 582 «About the assertion of Methodical instructions on working out and realisation of government programs of the Russian Federation»;

2) Annual reports on a course of realisation and an efficiency estimation gosudaryostvennyh programs.

The rating estimation of degree of efficiency of realisation of government programs of the Russian Federation in 2016 according to Minekonomrazvitija (the Appendix №9 to the Summary annual report on a course of realisation and an estimation of efficiency of government programs of the Russian Federation on itoyogam 2016) is presented Russia in Appendix A.
