Factors of occurrence of crisis in the noncommercial organisations

the Noncommercial organisation is important constituting komponentoj economy and represents the open system actively co-operating with an environment.

the Organization, in our opinion, receives a vector of the development not so much under the influence of internal operating system, and in bolshej degrees under the influence of external factors.

Within the limits of conditions of crisis considered in research it is expedient to name the given environment turbosredoj which is characterised by uncertainty, risks of various level. Interrelation of components of the noncommercial organisation in the conditions of crisis it is resulted in drawing 2.

we Consider, that the management concept in the noncommercial organisation in the conditions of turbulence of an environment should should be directed on development of a triad of modern management which considers interests of business, the states and societies.

Now a common opinion in researches of influence of a various sort of factors on efficiency of functioning of economic systems, including the noncommercial organisations it is not developed. it is necessary to agree with Shlenskovoj E.S.'s opinion which notices, that counteraction toolkit to the crisis phenomena is the strategic management considering features of influence of an environment and principles of acceptance of administrative decisions in the organisation [13] .

In the developed social and economic conditions practical interest sizes up Gerashchenko So-called which places emphasis on formation of the adaptable resource potential capable operatively to react to dynamics of an environment [14] .

Interest is represented by Demjanova A.A.'s conclusions which suggests influence of negative factors to use the dual approach based on the one hand on revealing of internal problems of the managing subject with the subsequent development of decisions on their elimination for counteraction, and on the other hand on the basis of interaction with corporate or branch community for complex counteraction of all set of the crisis phenomena [15]

Taking into account features of functioning of managing subjects we will allocate the most significant from the point of view of counteraction to crisis factors and we will designate degree of their influence on stability of the organisation to them.

administrative process of economic and social changes directed on liquidation or minimisation of consequences of influence of negative factors of the external and internal environment.

the Presented interpretation of the allocated levels and degree of stability to crisis influence testifies that degree of influence of the allocated internal factors high as at an assumption of administrative errors, inefficient administrative decisions in the field of industrial, financial and investment activity with high degree of probability liquidations of the noncommercial organisation can lead.

Concerning structure of external factors it is necessary to notice, that their influence is estimated as average and high. So legal and sotsiokulturnye factors can lead to organisation liquidation, and influence prirodoklimaticheskih factors and technological influence is insignificant and thereupon is estimated as an average.

Characterizing an estimation of degree of stability of the noncommercial organisation to influence of factors, it is necessary to notice what resist to influence of external factors the organisation practically cannot, thereupon stability degree is defined as low and average. During too time stability before internal factors is defined as high as its level depends on potential of the noncommercial organisation and can be increased.

Thereupon, for maintenance of steady functioning of the noncommercial organisation it is necessary to give bolshee attention to anti-recessionary actions concerning the maintenance of internal factors.

Research of the negative factors resulting in development of crisis in functioning of the noncommercial organisation testifies that now management in managing subjects of the given sector mismatches requirements of effective management and is based on weak competitive advantages.

Thus, discrepancy of a control system of the noncommercial organisation to modern realities of economy is caused by considerable turbulence of an environment, and also in bolshej degrees absence of a system professional knowledge, skills at the administrative personnel.
