INTRODUCTION

Urgency of a theme of research. In modern conditions when there are certain difficulties at acceptance of the true reasonable administrative decision at the organisation of management of staff, application of the advanced methods and technologies of communication interaction acquires the increasing significance for preservation stable and formations of effective work of staff.

In connection with constantly changed external factors from the organisation fast answer-back administrative reaction in the form of acceptance of corresponding administrative decisions is required. At the same time, now application of methods and technologies of communication interaction at the organisation of management of staff, as a rule, does not carry system character, that in turn considerably reduces a management efficiency staff as a whole. Despite present domestic and foreign experience in the given subject domain, for today there is no scientifically reasonable control system of communication interaction and formations communication kompetentsy managers at the organisation of management of staff which will allow to react in time to changed conditions of the external and internal environment and to apply modern motivational mechanisms.

Contradictions which have developed in understanding of a place and roles of communications in managerial process by staff complicate a problem of their practical application. On the one hand now communication interaction is perceived only as auxiliary function that involves conflict situations between various levels of management, and also does not give possibility to make administrative decisions in frameworks both tactical, and strategic management. On the other hand it is necessary to give special attention to hindrances of communication perception and to consider them by consideration
Contents of communication interaction with allowance for stages of acceptance of administrative decisions, that in turn will allow to eliminate probability of communication isolation and uncertainty within the limits of the managerial process.

Reducing level of uncertainty, communications define a stable vector of development in management of staff and allow to reach target reference points in modern conditions.

Necessity of formation new and reconsiderations of present approaches to the organisation of managerial process by staff, defines the importance and prioritetnost communication interaction concerning creation of effectively functioning controlling mechanism by staff of the organisation. The problem of communication interaction of various links in a control system of staff of the organisation became essential in modern conditions, therefore revealing and the analysis of a straight line and a feedback at communications of staff in the course of administrative activity became the important part of management of the organisations. It justifies an urgency of the scientific researches devoted to a theoretical substantiation of methodical approaches, working out nauchnoyoprakticheskih recommendations about system application of communication interaction and its importance for the organisation of management of staff.

The above-stated circumstances define an urgency of a theme of dissertational research, a demand of its results in theory and in practice.

Degree of a scientific readiness of a theme of research. Domestic and foreign authors generate the big file of the knowledge, concerning managements of staff, but insufficiency of methodical workings out and application of the certain mechanisms inherent in communication interaction of various links in a control system by staff is thus observed.

In the organisations, works of such scientists as M.Kastels, S.O.Kremleva, M.Meskon, B.Z.Milner, N.A.Morozova, G.G.Pocheptsov, L.A.Tretjakova and many Their other workings out have formed theoretical and methodological base for author's researches of problems of application of communication interaction in modern economic realities are devoted questions of application of communications. These results have required clarification and the further development with reference to specificity of management of staff.

In turn A.B.Zverintsevym, E.N.Kuzbozhevym, N.A.Lytnevoj, V.A.Plotnikovym, A.V.Skavitinym, E.S.Surovtsevoj, S.A.Tikhomirov, JU.I.Treshchevsky and a number of other authors is executed a complex of the workings out focused on communication management in the organisations, adaptation of tools of communication management to modern Russian practice. At the same time, in their works features of communications as influencing factor of the organisation of managerial process were not considered by the staff, therefore the decisions offered by indicated authors and recommendations have required clarification and updating during realisation of author's research.

To problems of realisation of the concept of communication interaction at acceptance of administrative decisions works of such scientists as are devoted P.I.Ananchenkova, N.N.Grigoriev, I.V.Groshev, M.V.Kajmakova, T.M.Orlova, S.A.Pihanova, etc. On the basis of works of these scientists by the author in research process working out was conducted

The general theoretical bases of transfer of information flows on certain channels of interaction are reflected in works of such scientists as N.I.Boenko, N.Wiener I.L.Lomakin, A.V.poljanin, I.V.Simenko, K.Shennon and many other Recognizing value and importance of these workings out, we will notice, that they are executed without the analysis of communication interaction and hindrances of communication perception in managerial process by staff at the feedback organisation.

Approaches to management of staff and its motivation in direct statement consider in T.JU.market, J.V.Vertakova, O.S.Vihansky, N.A.Volgin, A.J.Kibanov's works, JU. P.Kokin, E.V.Sidorenko, V.A.Spivak, V.A.Chiker and other scientists. At the same time, in their researches it is not offered to consider communications as a part of the balanced control system of staff in the conditions of motivation that has required development by the author of scientific results of the above-named scientists.

Thus, in spite of the fact that rather essential scientific results earlier have been received, both in theoretical, and in applied aspect, still, variety of the questions connected with the organisation and development of communication interaction at management by staff, remains not studied in full and debatable, predetermining requirement for realisation of researches in the field of perfection of communication interaction in management of staff.

The purpose of dissertational research is working out of teoretiko-methodical and scientifically-practical recommendations about the organisation of communication interaction in management of staff of the organisation which application is directed on effective performance of administrative decisions in managerial process by staff.

For object in view achievement in work it was necessary to decide following primary goals:

- To systematise theoretical approaches of definition of interrelation of functions of management of staff and methods of communication interaction;

- To generate a matrix of communication interaction with allowance for stages of acceptance of administrative decisions;

- To construct model of management of communications in the course of the organisation of management of staff;

- To develop a technique of an estimation of communication interaction in managerial process by staff;

- To offer a design procedure of productivity of communication interaction in management of staff of the organisation.

Object of research are processes of communication interaction in management of staff of the organisation.

Object of research - interrelations and interdependence of communication interaction in managerial process by the staff, formed during acceptance and performance of administrative decisions.

Theoretical and methodological base of research. As a theoretical basis of dissertational research proceedings of theoretical and applied character, both domestic, and foreign scientists and experts in the field of management of staff, communication management, the motivations of staff connected with acceptance of effective administrative decisions and removal of communication barriers have served.

The carried out research bases on the system approach with application of following modern scientific methods: monographic (for studying of bases of the theory and practice of management by staff, methods and principles of communication interaction, methodical maintenance of communication interaction), is abstract-logic (for construction of algorithm of formation communication kompetentsy at management of staff and levels of communication interaction),
Economic-statistical (for realisation of an estimation of communication interaction at management of staff and acceptances of administrative decisions on the basis of stage-by-stage formation of communication interaction), settlement-constructive and graphic (for reflexion of tendencies of development of indicators and indicators). During research the toolkit of software packages Microsoft Excel and MathLab for construction of illogical model of communication interaction and formation of scenarios of the further communication development has been used.

The information base of research was made by official data of Federal service of the state statistics and its territorial bodies, reflected in statistical directories and on an official site; monographic editions and the materials of conferences devoted to the investigated problematics; obzorno-analytical materials; the information of network Internet; the data collected personally by the author and received on the basis of conducted author's accounts.

Validity and reliability of results of dissertational research is supplied its theoretical prorabotannostju, logic of statement of research problems and sequence of their decision, adequacy of the used techniques to an object of research, conformity of the received results to logically given reason expectations, selection of a statistical material, and also positive results of approbation of results of research.

Communication interaction. Results of the carried out research are finished to level of practical conclusions and recommendations which can be used in economic activities of the organisations at management of communication interaction, application of methodical toolkit of illogical model of construction of management by communications on the basis of duly removal of uncertainty. The revealed features and characteristics of communication interaction can be used managers of the organisations at formation and an estimation of administrative decisions.

The most essential results for practical use are: illogical model of construction of management of communications in the course of the organisation of management of staff which is built on the basis of duly removal of uncertainty at the expense of differentiation internal and an environment; a technique of an estimation of communication interaction in managerial process by staff with the further consideration of stage-by-stage application stsenarnogo the approach of communication development; a procedure of internal, remote and correspondence communication interaction in management of staff.

Approbation of results of research. Substantive provisions and results of dissertational research have been stated in scientific articles, reported and discussed at the international and All-Russia scientifically-practical conferences in 2015-2018 (Volgograd, Vologda, Kazan, Moscow, the Eagle, Perm, Samara, Simferopol, Surgut, Tyumen), are used in activity of establishments of an average
Vocational training of a city of the Eagle and bodies of public management of the Oryol area.

Materials of dissertational work are introduced into educational process FGBOU IN źthe Russian academy of national economy and public service at the President of the Russian Federation╗ for scientifically-methodical maintenance of disciplines źCommunication management╗, "Management", źOrganizational behaviour╗, and also in programs of professional retraining and advanced training of experts, at realisation of master classes and trainings.

Publications of results of research. The basic results of dissertational research have been published in 21 scientific work in total amount 9,4 items of l., from them author's 5,3 items of l., including six articles are published in the leading reviewed journals recommended VAK at Minobrnauki to Russia. Thus all results stated in the dissertation and born on protection, received reflexion in the publications prepared in the co-authorship, are received personally by the author.

Volume and work structure. Work includes the introduction, three heads, the conclusion, the literature list. The dissertation contents is stated on 160 pages of the printing text including 31 drawing, 16 tables and the list of the literature from 182 sources.
