As a result, modernisation of a high school science became a priority direction of a scientifically-innovative and scientific and technical policy of the developed countries. Modern universities represent integrated scientifically-educational and innovatsionyonye the complexes, capable to supply progressive growth of economy strayony, to execute a role of the centres of innovative, technological and social development of territories.

In addition to traditional educational and research activity universities have received the third mission - innovative or enterprise. - To offer system of the criteria, allowing to conduct differentiation of regions on degree of integration of an innovative infrastructure of high schools in innovative processes of regional economic systems;

- To develop a technique of an estimation of a system effectiveness of management of research activity and innovative development of university on the basis of its criteria of resource, productive and organizational components.
