According to the author, in conditions turbelentnosti for the noncommercial organisation the important problem is creation of model of the continuous ordered tracking the external and internal environment for development of the corresponding decisions directed or on strengthening positive consequence, or on easing of threats which is based on set of scientific approaches, theoretical bases of management and applied aspects of economic policy. Such methodical approach is way of management of the organisation with application of tools of preventive anti-recessionary management.

Leaning against researches of some economists in the field of modelling and forecasting of administrative systems, in the dissertation the model of management of the noncommercial organisation Public organisation «Association of businessmen of of the Eagle» in the conditions of the crisis environment on the basis of definition of external and internal signals about possible changes of a condition of the organisation is offered. An activity principal view is: consultation concerning financial intermediary. The organisation also carries out activity in following nonbasic directions: "Publishing", «the Edition of newspapers».
