2.3. Monitoring of activity of the affiliated organisations in Open Society "Gazprom" system

Company "Gazprom" has organizational structure in the form of holding: the operating company plus the affiliated organisations which differ from each other not only activity scales, but also kinds of in-progress activities and services.
As well as for each holding, for Open Society "Gazprom" for today more and more actual there is a problem of a choice of an optimum control system of the numerous affiliated organisations. The matter is that, being legally independent, they constantly aspire to win the increasing self-sufficiency from a controlling company. The operating company, in turn, caring of interests of holding as a whole, tries to save and strengthen the influence on the affiliated organisations. We observe the given tendency today in Open Society "Gazprom" control system.
It is necessary to underline, that the problem of management and controllability of affiliated companies becomes now one of the most essential problems of activity practically all large holdings. Each affiliated organisation, faced this problem, tries to find the optimum parity between centralisation and decentralisation in management of the finance, to choose the most rational form of the control of material and financial streams from the operating company.
Company "Gazprom" has gone on a way of concentration of functions of the corporate control (administrative and financial) at a controlling company. For this purpose the system of the administrative account including constantly acting monthly monitoring by the economic is introduced into the companies
Activity of the affiliated organisations. That such monitoring became the effective tool in hands of proprietors and chiefs of holding, promoted improvement of quality of the corporate control, at its organisation especially the great value was acquired by a problem of construction of system of initial indicators.
These indicators, first, should reflect a real situation on in each affiliated organisation. Secondly, they should be commensurable as the affiliated organisations differ from each other not only obe go, but also activity kinds. Indicators thus evaluating these activity can differ essentially from each other.
One of problems which were put in the given work, consists in finding that general, that will allow to receive a comparative picture of activity of the affiliated organisations.
After the decision of a problem of a choice of system of indicators process of the organisation of monitoring can be described following steps:
The organisation of the tax of the initial information,
Account of the integrated indicators on the basis of basic data;
Account of complex comparative estimations;
Check of adequacy of estimations;
The analysis of the received estimations and their use in administrative activity.
More low the algorithm of realisation of monitoring of economic activities of the affiliated organisations in Open Society "Gazprom" control system is offered.
For comparison of the affiliated organisations it is expedient to evaluate them deja-telnost from three basic items: the finance, marketing, management. If we will unite them we will receive the integrated estimation of the general potential of each organisation.
And so, the general potential of the affiliated organisation is evaluated on three items:
Financial efficiency;
Management efficiency;
Efficiency of marketing.
In turn, financial efficiency includes two components: an estimation of financial and economic activity of the enterprise and an estimation of its relations with the budget.
The management efficiency is evaluated through a management efficiency by holding and a management efficiency staff.
Efficiency of marketing is considered from two items: organisation position in the market and its estimation from a consumer' attitude.
As a result we come to following blocks.
Financial efficiency:
Financial position of the affiliated organisation;
Relations with the budget.
Management efficiency:
Management of holding;
Management of staff.
Efficiency of marketing:
Market item of the affiliated organisation
- Relations with consumers.
The system of indicators supplying completeness of submission and objectivity of a comparative estimation of the various enterprises is developed for each block (fig. 2.1). We will stay on the chosen system of indicators in more details.
