1.3 Prioritizatsija strategic problems of development of a wood complex

Earlier we paid attention to necessity of the decision of a problem of the accelerated ­ reproduction lesosyrevoj of base for needs lesozagotovitelnoj and ­ derevoobrabatyvajushchej the industry. To the dress I initiative directions of development of a wood complex of the Russian Federation are put in pawn by this problem in the document «Strategy of development of a wood complex of the Russian Federation» till 2030, prepared ­ by the ministry of the industry and trade of the Russian Federation [165]

(Strategy).

According to Strategy by the basic initiatives in a wood ­ complex in the future should become:

- projects of development of processing manufactures;

- stimulation of demand and development of commodity markets;

-support of export of production of high repartitions;

- maintenance of availability of a raw-material base;

- stimulation rational lesopolzovanija and forestry development­;

- development of personnel, technological and scientific potential;

- perfection of system of protection and protection of woods;

- preservation and restoration of ecological potential of woods.

I.Ansoff notices, that in the conceptual relation management by ranging of strategic problems - system very simple, much easier,­ than strategic planning or periodic use of methods of strategic management. To cope with such quickly varying problems, the organisations took on arms management by ranging

Concerning strategic development of a wood complex, we will notice, that strategy of development of a wood complex of the Russian Federation till 2030 defines four directions mentioning processes of integration ­ of manufactures, in particular projects of development of processing manufactures, maintenance ­ of availability of a raw-material base, support of export of production of high repartitions ­ and stimulation rational lesopolzovanija and forestry development­.

Following logic of a method of arrangement of the priorities presented in work by V.A.Koksharova, in the generated set priorities are ranged on the importance and the purposes within the limits of these priorities by means of ­ ekspertno-analytical methods [68] are defined­.

In our case it is expedient to give a priority to the problems having complex character which permission allows to receive, except the core ­ as well attendant effects.

For example, maintenance of availability of a raw-material base will promote growth of volumes of timber cutting and as consequence increase in volumes of output ­ of deep repartition, development of processing manufactures.

the Similar chain of interrelation can be tracked and concerning ­ other priorities designated above.

Target problems we will consider as ways of the permission of possible priority problems which are required to be developed in two aspects: at ­ regional level and at level industrial.

Us the following sequence of definition of priorities ­ of development of the enterprises of the wood complex, consisting of 4 stages (fig. 10) is offered­.

Definition of degree of the importance of priorities unlike the first stage ­ is made by means of the formalized procedures with which help the "significance values" participating in formation of priority ­ strategy of development of a wood complex pay off­. For revealing and allocation of a significance value of a priority it is expedient to involve experts, using polling questionnaires (Appendix A).

For an estimation of a significance value of a priority and probability of the decision ­ of priority strategy in development of a wood complex it is necessary to use a scale added with the verbal description of each interval of a scale and two criteria (tab. 8).

the Second criterion - probability of the decision of a priority problem (a scale: from «the decision of a problem till 3 years highly possibly» to «the decision of a problem till 10 years a little possibly»).

Each priority (the strategic initiative) recognised as experts significant for development LK, is estimated whenever possible its decisions in ­ short-term or in the long-term period (tab. 9).

For example, to a priority which can be realised during the period till 3 years, the expert appropriates 1 point, and more 3ëåò-2 a point, more than 10 years - 5 points etc. Thus, the priority for which decision already there are all conditions, ­ receives preference.

Result of realisation of the methodical approach to revealing and an estimation of priorities of an intensification of a wood complex is construction of a profile of priorities which reflects characteristics of a significance value ­ of a priority for strategic development of the Wood complex and possibility of its ­ realisation in the shortest terms (tab. 10).

Priorities are base concept of developed strategy of development ­ and represent the realisations ­ of a direction of activity of controls most preferable at everyone stage­.

Priorities can be one or the several, and they characterise in ­ the aggregated kind the basic directions and discriminating features of strategy for the given period [43, 133].

By results of interrogation of experts and calculation of factors prioritizatsii it is possible to consider, that in modern conditions and at the developed condition ­ lesosyrevoj bases the rate should be made on maintenance of its availability (­ a priority with a rating 0,615), including at the expense of stimulation rational lesopolzovanija and forestry development, and at preservation and restoration ­ of ecological potential of woods (ratings from 0,39 to 0,48).

the initiative of development of processing manufactures (a rating 0,30) is not less priority.

For realisation in practice of priority initiatives in Strategy ­ the mechanism of steady management by woods on the basis of intensive lesovosstanovlenija ­ with use plantatsionnogo forestry is designated­­.

Moreover the strategic initiative leans against a problem designated in the Program of development of a forestry till 2020 - «Creation of plantations of fast-growing wood» which decision in the shortest terms will allow ­ to satisfy a growing demand in wood raw materials.

«Timber industry plantations - ­ wood cultures specially created and grown up ­ in certain technological modes, are intended for the accelerated reception of a considerable quantity set sortimentov. Set ­ the pedigree structure of wood and key parametres of its ­ quality» [197] also are­.

Today the total area of timber industry plantations constitutes 7 % from a total area of woods and constitutes in estimations FAO 264 million in hectares [207]. Thus timber industry plantations are profitable enough. For example, in

the USA investments in creation of wood plantations for 40 years provide incomes at level of 14 % in a year.

the Wood code of the Russian Federation provides creation of timber industry plantations ­ and their operation, as a kind lesopolzovanija, representing ­ enterprise activity. Moreover plantatsionnoe cultivation ­ promotes development of enterprise activity against increase ­ of enterprise incomes. The tenant does not have necessity for large-scale ­ building of new roads which would demand huge ­ state grants or credits, and the volume of prepared wood on ­ the small areas can be considerable. As potential wood businessmen the farmers creating wood plantations on the earths left from under active agricultural uses [198] can act.

it is necessary to underline, that now industrial lesosyrevye plantations are the basic raw-material base for a pulp and paper industry ­ all over the world, and first of all in the countries of Indochina, Latin America and Africa. The world pulp and paper industry on 54 % is provided plantatsionnoj with wood (malomernoj on diameter).

Economic advantages of timber industry plantations in the tropical ­ countries are quite obvious: at the expense of intensive methods lesovyrashchivanija and uses introdutsentov productivity of plantations in 2-5 times exceeds ­ productivity of natural woods. The rotation short terms, uniformity ­ received sortimentov, possibility to create and support ­ an effective transport infrastructure thanks to a fast recoupment - all it reduces expenses on plantatsionnoe manufacture of wood and raises ­ a management efficiency.

In many countries of the tropical and moderated belts wood manufacture ­ now substantially is focused on plantatsionnoe cultivation ­(according to Fao, in such leso the focused countries as Chile on ­ plantations is prepared 95 % of all made lesoproduktsii, in New Zealand ­ - 93 %, in Brazil and Argentina - 60 %, in Zambia and Zimbabwe - 50 %) [191].

the Analysis of world experience in area of a forestry and creation ­ of timber industry plantations, and also the wildlife management organisations as a whole, ­ allows to establish, that the mankind in the development has approached to a threshold behind which ­ commercial interests become comparable with others obshche ­ is state significant interests.

Thereupon it is necessary to recognise, that the role raw on timber industry plantations even in such wood country as Russia, up to the end is not estimated, on the end of 2016 in Russia 30 hectares of plantations of fast-growing wood (tab. 11) are created.

It does not mean loss of interest of the state in reception of the income of the property - woods. Creation of effective mechanisms of reception of the income of management of woods as the property and wood plantations, in particular, ­ concerns key positions of market economy.

In practice plantatsionnogo lesorazvedenija allocate plantations as ­ various purposes (the power; for manufacture of a paper and a cardboard, a wood shaving, an interline interval, plywood, shchepy; charcoal; ethanol;), and with a various turn of cabin (minirotational, with a turn of cabin of 5-10 years; midi - rotational with a turn of 10-20 years; and mega-rotational cabins with a turn of 20-40 years).

Actually plantations with a short turn of cabin are plantations with a turn of 20 years and less; such periods of a turn, as a rule, are combined with frequent planting of trees for full use lesokulturnoj the areas. The short turn of cabin of wood on timber industry plantations allows to solve on the one hand a problem of deficiency of wood raw materials for lesozagotovitelnoj ­ the industries (a priority 4), and with another in the shortest terms obespe ­
chit lesorazvedenie on the earths of wood fund and the earths of other categories (a priority ­ 1 and 2).

Thus researchers consider, that economically expedient ­ plantatsionnoe forestry is based on a combination of two conditions, a cabin turn by criterion of a maximum of an exit target sortimentov and the prices on sortimenty ­ sufficient for indemnification of industrial expenses which arise in the course of ­ a turn of cabin [112].

Thus, creation of plantations of fast-growing wood in Russia can become the basic priority problems of development of a raw-material base of the wood complex realised in the shortest terms. Its main feature is target cultivation of a certain kind sortimentov the business wood, used ­ in lesopilenii, pulp-and-paper, plywood manufactures and in other areas of consumption of wood. Thus from economic reasons ­ of timber cutting should be as much as possible approached to places of consumption and ­ wood processing what to become possible at transition to plantatsionnomu lesovyrashchivaniju.
