3.3 Recommendations about harmonisation of branch and state support of development of the enterprises of a wood complex

Proceeding from position, that full adaptation of foreign experience on creation ­ and operation of timber industry plantations is impossible, we will pay attention ­ to key directions of the Russian policy of support of the enterprises of a wood complex that will promote plantatsionnomu lesorazvedeniju.

At federal level support of the enterprises of a wood complex ­ is reached by realisation of a complex of measures, among which:

- carrying out by the government of a uniform state wood policy;

- working out and realisation of federal target programs of maintenance of development of a wood complex and branches in its structure (a forestry, ­ lesozagotovitelnoj and derevoobrabatyvajushchej the industries);

- support of realisation of priority investment projects;

-maintenance conformity of quality of the made and realised wood goods, products from wood to requirements of the state system of standards­;

-reproduction, protection and protection of wood resources through the authorised bodies in subjects of the country.

G osudarstvo promotes development of multi-purpose use of the woods which have been not connected with preparation of wood: ekoturizma, to preparations of not wood production­. Conditions for preservation and development of culture and the national ­ crafts connected with wood are created­.

At level of regional authorities following actions are carried out­:

- the uniform state wood policy taking into account regional ­ conditions is realised­;

- own target programs on development ­ of a forestry and the wood industry, not entering into the federal target program are formed and realised­;

- activity of the state bodies and services, the organisations providing reproduction, protection and protection ­ of the wood resources functioning in territories of subjects of the Russian Federation is co-ordinated and supervised­­.

Support of the enterprises of a wood complex is carried out with application of following mechanisms:

- preferential crediting;

- tax and financial privileges for the organisations sending production for export;

- information structure and the information on a conjuncture of the markets, sale of the goods and services;

- consultations concerning activity realisation;

- stimulations of innovative activity in creation of production for importozameshchenija;

- professional trainings for a wood complex.

the State undertakes measures on population crediting at purchase of products of wooden housing construction, wooden houses, furniture of the Russian manufacturers, and also stimulation of public procurements of this production.

the Basic actions of branch support of the enterprises of a wood ­ complex are concentrated on a line minpromtorga and the ministries of natural resources ­ of the Russian Federation.

Minpromtorg spends a number of measures of the state support with a view of stimulation of development of a timber industry complex, including the financial: subsidising of interest rates under the credits received by the enterprises of a complex. Other major tools

stimulations of development of a timber industry complex, are priority investment projects in the field of development of woods. Realisation of priority investment projects in the field of development of woods allows to recover investment activity in a wood complex, to increase volumes lesopolzovanija and processings of the prepared wood and through realisation of priority projects to solve strategic problems of development of a wood complex of Russia.

It is necessary to notice, that all measures of support built at level of the state and branch do not mention questions of raw deficiency, reproduction acceleration lesosyrevoj base, and the problem of economic availability lesosyrevyh resources, including at the expense of creation of timber industry plantations ­ is not developed at level national, regional programs.

For successful development of the enterprises of a wood complex carrying out activity on creation and operation of timber industry plantations

support at three levels of management is necessary: the states, branch and region (fig. 28).

It is reversible directly to questions of state regulation and support of activity within the limits of timber industry plantations. In a general view

following forms of the state support private lesorazvedenija are provided:

1) the reimbursement, carried out on a bookmark and cultivation of plantations fast-growing wood and kustarnikovyh breeds in the industrial and power purposes;

2) the reimbursement, carried out on creation and development of private wood nurseries.

3) realisation of the state support plantatsionnogo cultivation fast-growing wood and kustarnikovyh breeds in the industrial and power purposes;

4) realisation of the state support of creation and development of private wood nurseries.

Activity on creation and operation of timber industry plantations according to item 42 LK the Russian Federations represent the enterprise ­ activity connected with cultivation of wood plantings of certain breeds (target breeds). Earlier we specified, that plantings of an artificial origin concern plantations only, i.e. plantations should be created by analogy with artificial lesovosstanovleniem or lesorazvedeniem. On ­ timber industry plantations carrying out of cabins of wood plantings and realisation podsochki wood plantings are supposed without restrictions. However, in the subordinate legislation regulating reproduction of woods, lesorazvedenie and wood preparation there are no rules of law concerning timber industry ­ plantations.

Within the limits of working out of organizational toolkit of creation and ­ operation of timber industry plantations acceptance of the proved and timely decisions that demands carrying out of intensive analytical ­ work on working out and an estimation of variants of projects of normative acts including as a result of public discussion is necessary­.

Projects of standard legal acts should be prepared ­ according to the Wood code of the Russian Federation and taking into account the problems ­ defined in the Government program of the Russian Federation «forestry Development» on 2013 - 2020.

to Questions of reproduction of woods the essential attention in the documents defining priorities of a state policy in the field of a forestry is paid. According to the Concept of long-term development as priority directions of development of a wood complex necessity of creation of system of reproduction of wood fund and restoration of woods first of all in the regions which have lost ecological, recreational and lesohozjajstvennyj potential, and also improvement of pedigree structure of wood plantings are defined.

Strategy provides the further development of reproduction of woods taking into account their special-purpose designation and on a zonalno-typological basis. Regional programs should become organizational base of qualitative reproduction of woods.

the complex of measures on balance maintenance between cabins, a decrease of woods from fires, wreckers and illnesses of wood and rates of reproduction of woods by means of maximum use of natural natural reproductive ability of woods, and also on increase in volumes of the actions promoting natural renewal of woods, manufacture of wood cultures at cuttings down, to creation of timber industry plantations on cuttings down, forest plots with invaluable plantings, and also on not used earths of the agricultural purpose Is provided, allowing to receive economic wood raw materials for the wood industry and power, including in regions with the exhausted resource base.

the complex of measures on expansion of volumes of manufacture of wood cultures and an intensification of reproduction of woods Is provided.

Regarding wood seed-growing by Strategy substantial increase of rates and increase in scales of works on maintenance of a forestry with seeds with the improved hereditary properties is provided. In Strategy necessity of creation of highly productive wood plantations with use progressive Russian and foreign ­ genetikoselektsionnyh technologies is defined­.

Thereupon it is necessary to carry out a complex of actions for increase of level of a hardware of the works connected with creation and the maintenance of timber industry plantations.

According to Bases of a state policy in the field of use, protection, protection and reproduction of woods in the Russian Federation for the period till 2030, approved by the order of the Government of the Russian Federation on September, 26th, 2013 ¹ 1724-r, the state policy in sphere of realisation of the subroutine is based on following principles:

) creation of system of federal monitoring of reproduction of woods;

) working out of regional specifications of reproduction of woods;

) realisation of technical modernisation of reproduction of woods;

) working out and introduction of financial and economic mechanisms of stimulation lesovosstanovlenija and lesorazvedenija, woods providing a continuity and increase in wood territories in malolesnyh regions;

) increase in a share of the wood cultures created with use of a landing material with improved hereditary and set properties (including with the closed root system);

) increase of qualitative structure of woods on the basis of regional specifications of cabins of leaving;

) introduction of modern technologies of creation of wood plantations for the wood industry and bio-energetics and t.d.

According to the basic priorities of a state policy in the field of a forestry the state regulation purpose is maintenance of balance of leaving and restoration of woods, increase of efficiency and quality of woods, including at the expense of creation and operation of plantations of fast-growing wood.

Thereupon «forestry Development» for 2013-2020 in realisation of actions of reproduction and use of woods is taken away by the Government program of the Russian Federation a considerable role to questions of creation and operation of plantations of fast-growing wood.

As priorities of scientifically-analytical maintenance of creation and operation of wood plantations following perspective directions are defined:

- revealing of sites of the earths of various categories for creation and operation of plantations of fast-growing wood according to their special-purpose designation (raw materials for bio-energetics, a pulp and paper industry and lesohimii);

- maintenance of creation of wood plantations with a selection seed and landing material of target breeds;

- adaptation of existing technologies of creation and operation of plantations to prirodno-climatic conditions and the chosen forest plots, and also working out of new technologies for maintenance of the possible specific purposes;

- creation and operation of plantations of multipurpose appointment (combined use of the ground areas for cultivation of wood, agricultural use, recreational and other using);

- conducting maintenance plantatsionnogo economy special purpose technics (mulchery, combines for preparation of wood raw materials, etc.).

In this connection the special attention should be given plantatsionnomu ­ lesorazvedeniju in malolesnoj to a zone where development of such kind of activity ­ only on not used earths of an agricultural purpose is possible­. From all categories of the earths of a special-purpose designation for creation of timber industry plantations, certainly, it is more preferable than the earth of the agricultural purpose ­ which has been not occupied drevesno-kustarnikovoj with vegetation. Now in Russia it is deduced from a turn and 58,3 million in hectares of the earths [156] is not used. And now everywhere on the country goes active zarastanie agricultural ­ grounds drevesno-kustarnikovoj vegetation, there is ­ a redistribution of structure of the earths of an agricultural purpose: ­ the area of arable lands, pastures, haymakings decreases,­ the area of deposits increases.

At the same time, since February, 5th, 2014 (date of official publication ­ of the federal act from February, 3rd, 2014 ¹ 6-FZ «About modification of the Code ­ of the Russian Federation about administrative violations») punishment ­ for non-use by proprietors of sites ­ of farmlands belonging to them ­ on direct appointment, including for zarastanie these sites wood if the share of the area which have grown with wood constitutes over 30 %, or over 15 % on the sites which are registered on an arable land becomes tougher­­.

Thus a modern condition in agriculture sphere, absence of able-bodied agricultural population in many areas of the country does not allow to the full and to use available ground areas to destination. ­ The increase in penalties for non-use of farmlands on direct appointment hardly will help agriculture development, i.e. penalties this problem not to solve.

Therefore one of returning variants in economic using ­ of the thrown farmland is creation of wood plantations, using for this purpose thrown nezalesennye the ground areas which for the economic reasons it is impossible to return under crops and plantings traditional food, fodder ­ and commercial crops.

Plantatsionnoe lesovyrashchivanie it is favourable by economic and ecological ­ criteria of an estimation. However to realise it it is possible only under condition of ­ formation of target government programs, their systematic performance and active participation of the private capital at stages of introduction of the high technology workings out and pilot production.
