System of indicators of an estimation of activity of the noncommercial organisations in the conditions of realisation of anti-recessionary strategy of development

According to the author, the anti-recessionary potential of the noncommercial organisation represents ability of economic system to define balance with a turbulent environment on the basis of quantitative and qualitative characteristics of stability, flexibility, adaptability, speed of reaction and tracking with preservation of a stable condition.

Absence of system and complex workings out in the given sphere promotes that there are no scientifically proved methods and ways of an estimation of activity of the noncommercial organisations, including anti-recessionary strategy of development.

For a substantiation of an author's position on the given question it is necessary to address to available practice of an estimation of efficiency of functioning of the noncommercial organisations.

We suggest to take in a basis the traditional approach of efficiency of anti-recessionary management of managing subjects which means economic benefit definition, and also the approach considering specificity of ability to live NKO, them funktsional, that is an estimation of social effect. Research of a chain of the given indicators will allow to estimate the contribution of anti-recessionary tools to the further stabilisation of the organisation.

According to the author, construction of the list of financial and not financial indicators is necessary for carrying out according to principles of the analysis of indicators in system of anti-recessionary management. Taking into account features funktsionala the noncommercial organisations it is necessary to carry to such principles:

- relevance of the purposes, means, that exact measuring instruments and criteria should to be applied to an estimation of achievement of the purposes of anti-recessionary management;

- reliability and efficiency - the database and set of indicators should be timely, operative, updated;

- early diagnostics, means, that in the conditions of crisis bolshee the attention should be given to advancing indicators, instead of resultants.


on the basis of the allocated groups of indicators of an estimation of activity of the noncommercial organisations under condition of introduction of anti-recessionary management it is expedient to enter an indicator of stability NKO in the conditions of uncertainty and risk.

based on expert estimations and including different types of stability of economic system and its possibility to resist to uncertainty and crisis.

In research on the basis of a method of an expert estimation the analysis of efficiency of activity of the noncommercial organisations of the Oryol area in the conditions of realisation of anti-recessionary strategy developments (table 14) is carried out.

the Received results confirm a conclusion, that use of toolkit of anti-recessionary management in the noncommercial organisations in the conditions of uncertainty and risk yield considerable enough positive result. The indicators offered in research, according to the author, are not an invariable paradigm, they can and should be reviewed periodically. Indicators should be adapted for specific goals and problems in a control system of the noncommercial organisation, to provide the impartial assessment of stability of economic system in the conditions of crisis, to consider its specificity, functioning area.

the positions Offered in research on working out of anti-recessionary strategy of development of the noncommercial organisations have allowed to develop the teoretiko-methodical device of practical use of toolkit of anti-recessionary management in the decision of the administrative problems caused by uncertainty and risk.

By means of methodical approaches on principles of anti-recessionary management in the noncommercial organisations timely revealing of internal and external factors of negative influence, their subsequent neutralisation on the basis of effective anti-recessionary strategy is provided.

Results of introduction of author's workings out in activity of the noncommercial organisations of the Oryol area have shown, that in conditions
uncertainty and crisis use of toolkit of anti-recessionary management provides stable functioning of the organisation, its adaptability to the crisis phenomena, raises economic and social efficiency.
