System model of management of the noncommercial organisation with use of tools of anti-recessionary management

the Modern condition of conditions of functioning of the noncommercial organisations differs instability and variability, the system model of management NKO thereupon is necessary. The majority of the noncommercial organisations functioning now are characterised by low level of adaptability to changes of an environment and the out-of-date management methods, to not answering developed conditions that does not allow subjects to develop effectively.

Purposefulness of functioning of the noncommercial organisations, according to the author, is guaranteed by realisation of base functions of management - planning, the organisation, the control and regulation.

Functioning of control system NKO is provided:

- a planning stage - the purposes and problems of management which reflect long-term reference points of development of the organisation are formed;

- the organisation stage - is developed and takes root the mechanism of management NKO which will provide an effective utilisation of potential of the organisation, its resources;

- the control stage - will be organised monitoring of functioning NKO, its developments which will allow to save up bank of the information on processes in the given system;

- the regulation stage - is developed system of the timely correcting actions directed on decrease of negative influence on activity NKO.

In the conditions of risk and uncertainty of functioning of the noncommercial organisations it is necessary to review the maintenance of model of management in them. For a choice of sequence of integration process between operated and operating subsystems, and also their interactions for creation of conditions of reception of results of the managing subject by the author the expediency of use of tools of anti-recessionary management which will allow to consider complex influence of negative factors of the external and internal environment is proved.

To the reasons which have entailed necessity of perfection of a control system in the noncommercial organisations, it is necessary to carry:

- fast variability of the noncommercial organisations and environment of their existence, caused by intensive modern political and economic trends;

- the turbulence caused by discrepancy of scales retrospective and prognoznoj of the information;

- restriction of availability of the information, including on results of work, NKO, growth of information asymmetry in connection with insufficient quality of an information infrastructure and a supply with information;

- errors in reporting NKO, neraskrytie information;

- reduction of quality of the information in connection with deep processes tsifrovizatsii, complications of technics and technologies, absence of methodical approaches to an estimation qualitative, and not just quantitative data;

- distortion and inadequacy of statistical data about
functioning and development NKO.

Author's model of management the model of management with use of tools of anti-recessionary management is presented by the noncommercial organisation in drawing 6.

the Main objective of application of tools of anti-recessionary management in a control system of the noncommercial organisations are creation and realisation of the actions providing neutralisation of the most dangerous factors which can lead to crisis position.

Management on principles and with use of toolkit of anti-recessionary management allows to form and develop adaptive stability of the noncommercial organisation, to reduce expenses at transition to levels of stability or phases of smoothing of crisis.

In this case it is necessary to pay attention to the important fact: for formation and realisation of an effective control system in the noncommercial organisations in modern conditions, principles of management NKO should be combined with base installations of strategy and tactics of anti-recessionary management.

Thereupon it is expedient to allocate body of principles of efficient control with activity of the noncommercial organisations in the conditions of the crisis, strategic on system strategic and anti-recessionary management.

the Choice of tools of anti-recessionary management certainly depends on the reason of display of a crisis situation in the noncommercial organisation. The author allocates two borders for a choice of anti-recessionary measures.

It is a question of subjective and objective factors with which action crisis approach is possible.

To factors of the subjective nature it is necessary to carry not qualified and wrongful acts of administrative personnel NKO. In this case the choice of tools is directed on crisis prevention, thus great value has tajming, the faster negative factors will be identified and eliminated, the less costs the organisation will incur.

As the basic toolkit in case of display of the subjective reasons it is necessary to allocate:

- monitoring of the developed situation;

- diagnostics of approach of crisis situations;

- working out and application of adequate preventive anti-recessionary measures (reduction of an overhead charge, reduction of fund of a payment, the organisation of the rigid control over the finance, maintenance of optimum organizational structure, allocation of the current and strategic budget, etc.).

To factors of the objective nature it is necessary to carry negative changes in global economy, falling of demand for rendered services and products, that is prevention of the crisis phenomena by forces NKO is impossible. In the developed conditions the choice of tools of anti-recessionary management is directed on decrease in negative consequences of crisis.

As the basic toolkit in case of display of objective causes it is necessary to allocate:

- anti-recessionary re-structuring;

- attraction of external resources;

- introduction of special control mode.

As a whole, at a choice of anti-recessionary tools in the noncommercial organisations it is necessary to give priorities:

- motivations of the personnel on anti-recessionary actions, economy of resources, professionalism in acceptance of administrative decisions;

- initiative in the decision of the designated problems, to definition of the best variants of development NKO;

- vzaimopriemlemosti, to introduction of new, innovative management methods NKO.

it is necessary to notice, that not always happens so, that the noncommercial organisation has time to be prepared for crisis. In such situation it will be necessary for supervising group to work over reduction of the size of the caused losses and restoration after crisis.

If among actions for reduction of expenses rationing and the control of expenses of raw materials, expenses for PETROLEUM PRODUCTS are planned, it is necessary to consider expenses for experts which will be engaged in performance of this problem provided that cost of their services it will be considerable below the sum of planned economy.

Expenses for transformation of primary activity within the limits of the anti-recessionary program can be different depending on chosen
problems. For example, if it is actions for closing of certain divisions such transformations can cost to the noncommercial organisations of insignificant means. If change of activity or addition with other kinds of activity, that is planned, it will be necessary to make changes to constituent instruments, to involve experts of the necessary qualification etc., that means additional expenses which should be considered in a total sum of expenses for realisation of the anti-recessionary program.

- formation more efficient control at the expense of application of toolkit of anti-recessionary management and the account of set of negative factors of factors of the external and internal environment influencing given process;

- application of principles of anti-recessionary management will allow to carry out monitoring of existing crisis situations and immediate reaction to negative changes.

Conclusions on the second chapter

In research by the author the methodical approach to formation of the system model providing realisation of principles of strategic management by the noncommercial organisations is developed.

Discriminating feature of author's model is that it is constructed on the basis of substantive provisions of system of anti-recessionary management and its toolkit, that allows to characterise more full managerial process in the conditions of negative influence of the external and internal environment so to raise efficiency of development of the given sector of economy.

For achievement of the purposes formulated in dissertational research in the second chapter was a number of a problem of theoretical and applied character is solved:

- the analysis of a current condition of noncommercial sector of economy is carried out, participants of its functioning are defined;

- the essence of a control system by the noncommercial organisation, its principles and base installations is opened.
