In the world community value of "the third sector» as significant sector of economy and institute «soft force» grows. The noncommercial organisations appreciably form an image of the country, become the tool of cultural and political influence in the world.

the Noncommercial organisations which later have nicknamed «the third sector», have officially appeared in Russia on May, 31st, 1991 when the Supreme body of the USSR has approved Bases of the civil legislation of USSR and union republics. The separate law «About the noncommercial organisations», applied and now, has been signed by the president of the Russian Federation on January, 12th, 1996.

«the Noncommercial organisation (NKO) is the organisation which does not have extraction of profit as a main objective of the activity and not meting received profit between participants», - the law says.

And here the purposes at NKO under the law can be different - social, charitable, educational, scientific etc. Besides, to create NKO it is possible and for the purpose of health protection of citizens, development of sports, satisfaction of spiritual and other non-material requirements of citizens, including for legal aid rendering. That is for all that is directed «on achievement of public benefits».

In 2010 in the law the point which has entered separate kind NKO - socially focused (SONKO) has been brought. Their problem - the decision of social problems, development of a civil society in the Russian Federation. Since January, 1st, 2017 in the law there was a point about NKO,
executing socially useful services. As them are understood socially focused NKO which not less than year «render socially useful services of appropriate quality» and are not foreigns agent. Those who will get to the corresponding register, can count on grants from the state. But, by a recognition of the organisations, reception of the status of the executor of socially useful services goes very slowly.

Official treatments of a category «the noncommercial organisation» have allowed to allocate basic features of their activity:

- profit reception does not act as an overall objective of functioning of the organisation;

- the profit of the noncommercial organisation is not meted between its participants;

- the global name of the organisation consists in achievement of public benefits.

With a view of complex studying of essence of functioning and management of the noncommercial organisations it is reversible to their definitions, containing in various economic dictionaries (table 6).

According to the Ministry of Justice of the Russian Federation, in Russia for January, 1st, 2018 operates about 220 thousand NKO. Their quantity remains to constants throughout last several years. More and more NKO involve private donations and more actively work with citizens. Informal civil activity grows also. During too time the current social and economic situation testifies to complexities in development of noncommercial sector. For their overcoming NKO should become more transparent and accountable. The organisations should also is better co-operate with each other, create partnership, create the self-adjustable organisations that will allow to protect them from uncertainty and risk and will help them to become more accountable, to operate according to high ethical standards

the Fund of development of a civil society has analysed including a situation with financing NKO. They have noticed, that if all over the world the basic form of support of "the third sector» is state support in Russia it constitutes only 5 %.

It is a government program component «Social support of citizens». Only within the limits of one this subroutine planned state support SONKO from the federal budget for 2017 should constitute more than 896,19 million roubles. The total amount of financing with 2013 for 2020 under the subroutine is supposed at a rate of 6,32 billion roubles. Thus by the end of term number of regions in which the municipal programs of support SONKO accepted more than in 10 % of city districts and areas are realised, about 50 % are planned to finish. Besides, similar regional programs should have 83 regions.

As process of formation of noncommercial sector in Russia proceeds is inconsistent enough and it is difficult, it causes necessity of complex studying of such economic category as «the noncommercial organisation» as a basic element of maintenance of socially fair redistributive processes in the state.

Modernization of social sphere is a key problem of the state policy spent last years. The active participant in granting of social services is the noncommercial sector.

However on the end of 2017 this indicator has constituted already 672 thousand persons. How for one year number of employees WITH NKO could decrease more than for 300 thousand persons? And this that time when the state increases financial support of noncommercial sector, WITH NKO are connected to rendering of social services. At the same time on

the end of 2016 Rosstat has counted about 2,5 million volunteers WITH NKO on the end of 2017 - already 3,8 million persons. So prompt growth against falling of quantity of constant employees is difficultly explainable.

In 2017 the public project «Opened NKO» in which frameworks data about grants are aggregated, grants and contracts NKO has been started. The project allows to see, which organisations became addressees of the state support. However, in our opinion, sociological interrogations and agregatory data cannot replace the state statistics.

Research of conditions of functioning of the noncommercial organisations testify, that there is a deep internal segmentation of the third sector. It includes as small NKO the social orientation, working on municipal level, and large corporate and private welfare funds and many other things kinds of the organisations.

Moreover, on occasion NKO it is registered only for participation in competitions and reception of grants from the state, original osvaivanija state supports. Certainly, similar state measures - the important steps to a direction of increase of financial stability of noncommercial sector. Appreciably the state initiates today development of noncommercial sector in the country.

The general assignments for financing of activity WITH NKO are increased from 8 billion in 2015 to 11,2 billion roubles in 2016. In 2017 only under the program of presidential grants on support NKO it is directed 7 billion roubles.

As to support of the noncommercial organisations from budgets of subjects of the Russian Federation negative consequences of abolition since 2016 of the program sofinansirovanija on a competitive basis of regional programs of support WITH NKO from the federal budget here are shown. A number of regions for lack of federal financing not only have not reduced, but even have increased support regional WITH NKO, however in the majority of regions preservation of such programs, especially in the conditions of budgetary deficiency, has high risks. And already it is now clear, that for lack of federal stimulus, the uniform system of the purposes, principles, criteria, measures of development WITH NKO can break up. Consider expedient to restore federal competitive sofinansirovanie regional programs of support WITH NKO.

Grantovaja support NKO at level of regions is less opened and uporjadochenna. It is necessary to enter into obligatory practice of the publication in open access not only data on addressees of budgetary funds and the supported projects, but also on results of realisation of projects.

the Regional authorities should expand not financial forms of support NKO, they are various enough are a gratuitous granting of premises, including in high schools, public institutions, schools, libraries, clubs, information, material support, for example, duplicating of materials. to Estimate total amount of the state support of the third sector on the basis of existing statistics it is rather problematic. If to be guided on given Rosstata in 2016 cumulative receipts in the address WITH NKO from the federal budget have constituted 28 billion roubles, from budgets of subjects of the Russian Federation - 49 billion roubles, from municipal (local) budgets - 10 billion roubles, from the state off-budget funds - 6 billion roubles. Among addressees of the state support - NKO, created at state social establishments, professional sports clubs which only can be carried to institutes of a civil society.

It is necessary NKO which wish to earn, rendering services or selling the goods to train, that they found means for new projects, risk and uncertainty decrease could pay the salary to employees as it is the major component of stability NKO.

In April, 2018 the State Duma in the third reading has approved the bill which makes to the Tax code of the amendment,
releasing citizens from payment of the tax to incomes of physical persons at reception of money resources from presidential grants.

It is very expected measure which provides the fair taxation of the noncommercial organisations and volunteers. Amendments will allow to remove encumbrance from those payments which NKO make to volunteers or any blagopoluchatelej. Volunteers will be released from payment NDFL provided that they have received the help in natural expression, for example in the form of payment of the ticket to a place where they will carry out the voluntary activity, and also residing, food and other needs.

Such measures will allow to increase horizon of strategic planning in the noncommercial organisations and will raise their efficiency as will put before NKO a problem to estimate social effect from projects, more responsibly to approach to expenses. As a certain reference point successful projects can serve in the given direction in the field of social business.

In developed conditions in regions of the Russian Federation appear NKO which are able to find additional financing, to involve volunteers, are ready to incur responsibility and to report to the state for the spent money. However it is a little of them, majority NKO does not have regular employees, an accurate control system of the organisation and professional accounts department, that is presence of the adverse factors demanding anti-recessionary influence is available.

Legal, consulting, information and organizational support of the noncommercial organisations in regions is rendered by the resource centres, the voluntary centres, the centres of innovations in social sphere. In our opinion, the given centres could be engaged in training of employees NKO to bases of legal and financial literacy.

In 2017 the resource centres for NKO operated only in 31 region, and all on the country 234 resource centres work. Certainly, it is not enough of it, after all the resource centres could, besides rendering of consulting services, condition for joint projects, help to exchange positive experience, to duplicate the best experts of social service. After the termination of the program of support of the resource centres in the area of Minekonomrazvitija Russia the state support of such centres is carried out in the area of Fund of presidential grants. It is necessary to consider possibility of regular financing of the resource centres from regional budgets. In immediate prospects it is necessary to found such resource centres in regions of Russia, for example, on the basis of regional public chambers. It should be formed and a network of the municipal resource centres.

NKO and civil active workers it is not enough and seldom co-operate with each other. So, regional public chambers are completely focused on interaction with registered NKO, therefore there it is seldom possible to meet civil active workers.

In 2017 trust level to the third sector has grown: according to Public chamber of the Russian Federation of Russians of 66 % trust activity NKO and civil associations [30] .

According to experts, first, many do not understand, that councils of veterans, trade unions, sports sections to which they go, art mugs in which their children are engaged, are NKO.

Many resonant public actions (for example, «the Immortal regiment») also result of activity of concrete active workers. However these actions or the organisations are not perceived as NKO, as they a natural environment of each of citizens of Russia, a life part. Therefore at interrogations the relation to another NKO to which help it is necessary to resort seldom about which activity there are no sufficient data is fixed, as a rule.

Besides, in sector NKO self-regulation is poorly developed, it is not enough platforms for association and consolidation, the sector is separated, that leads to occurrence of a different sort of swindlers in charity sphere, podstavnyh NKO, the political for realisation political or commercial projects.

World practice shows, that by increase of trust of a society to activity NKO the transparency and an openness of their activity is main.

In Russia practice of public reporting NKO has not taken roots yet, the detailed reporting is only at several tens organisations. On renewed work in 2017 competition of reports NKO "Reference point" 244 reports have been submitted only. On the one hand, many organisations do not have time and resources for their writing, on the other hand - there is no external motivation, and internal motivation at NKO the lowest, even at welfare funds.

Meanwhile transparency NKO is necessary not only to the state bodies, but also all society. It is necessary to notice, that in the majority of the countries with the developed third sector there is a system of gradation NKO on level of the public reporting. Access NKO to state financing programs, tax and other privileges and preferentsijam assumes granting by the organisation more detailed data about the activity, including financial streams, otherwise, more rigid requirements to a transparency. Therefore differentiation of categories NKO assumes introduction of more flexible system of the reporting. It is necessary to think of working out of standards of reporting NKO by analogy to standards nefinansovoj the commercial companies. This standard could become a basis for communications NKO with an external world, including with donors and grantoraspredeljajushchimi structures.

Considerable influence on structure and a condition of an infrastructure of support NKO renders so-called «long financing», i.e. financing of projects and programs for from 1 year and more. Influence on structure and a condition of an infrastructure of support NKO renders first of all the state and municipal financing, but it does not replace with itself the international financing as on volumes of means, and a thematic orientation, udobnosti. Besides, federal subsidising of regional programs in itself leads to "doubling" of social productivity of support NKO at regional level. With
other party, the international financing, at all complexities with its reception today, also has disbalans in remedial subjects. They not always can receive financing on that activity which costs on «the Russian agenda», including in questions of support of infrastructural projects. In this situation in the absence of turned out an expert on attraction of local means of private philanthropists of the organisation of infrastructural support are simply under the threat of disappearance, especially in the conditions of entering threat in the register of the organisations executing functions of the foreign agent. The state and municipal financing as already was underlined above, does not replace to the full the international financing.

Absence of accurate and transparent system of an estimation of monitoring under different programs of financing of an infrastructure of support NKO also gives rise to "the general uncertainty» of necessary volumes of support of this infrastructure, what demand and who the customer on this infrastructure.

- mistrust of a society to activity of the noncommercial organisations,

- complexities of maintenance of the constant steady budget of the organisation and attraction of additional financing for the noncommercial organisation,

- difficulties with registration, application for participation in competition and the subsequent reporting on grantovoj to the program,

- on the sites of majority NKO receiving presidential grants, there are no program and financial annual reports, many in general do not have site,

- employees NKO do not have not enough knowledge and the competence for realisation of system projects,

By different estimations, the contribution of noncommercial sector to country gross national product constitutes less than 1 % [169]. Taking into account that in the countries with the developed noncommercial sector its contribution to economy reaches 10 %, in Russia there is a huge potential for growth of all sector.

For the noncommercial organisations the most significant is the question of economic security of the organisation which allows to realise long-term programs. Stability assumes attraction of various sources of finance, preventive management and monitoring of influence of adverse factors, the best forecasting and fuller awareness on plans of donors and the state.
