For today strategic problems of the state are stated in ­ the document «the Concept of long-term social and economic development ­ of the Russian Federation for the period till 2020» (it is approved by the order of the Government ­ of the Russian Federation from November, 17th, 2008 N the 1662-river).

Taking into account positions of the above-stated ­ document the complex of the documents defining prospects of development of a wood complex is developed: «Strategy of development of a wood complex of the Russian Federation ­ for the period till 2020»-is approved by order Minpromtorga of Russia and ­ the Ministry of Agriculture of Russia from October, 30th, 2008 ¹ 248/482; « Strategy of development of a wood complex of the Russian Federation for the period till 2030 »- the project on 26.07.2017; the Wood Code of the Russian Federation from December, 04th, 2006 ¹ 200-FZ; ­ the Federal act from June, 28th, 2014 ¹ 172-FZ« About strategic planning in the Russian Federation »; Bases of a state policy in the field of use,­ protection, protection and reproduction of woods in the Russian Federation for ­ the period till 2030 (utv.rasporjazheniem the Governments of the Russian Federation from September, 26th, 2013 ¹ 1724-r).

the Overall objectives designated in Strategy of development of a wood complex ­ of the Russian Federation for the period till 2030, developed according to the commission of the Government of the Russian Federation are designated:

- steady lesoupravlenie, innovative and effective development ­ of use, protection, protection and reproduction of the woods providing ­ advancing growth of wood sector of economy, social and ecological safety ­ of the country, unconditional performance of the international obligations of the Russian Federation regarding woods;

- increase of long-term competitiveness of the wood industry ­ and the contribution of a wood complex to social and economic development of Russia.

the Decision of these purposes should be promoted by a complex of the actions ­ connected with support of projects of development of processing manufactures; ­ stimulations of demand and development of commodity markets and maintenance of availability ­ of an existing raw-material base.

The basic maintenance of the given section of research is connected with definition of strategic reference points ­ of development of a wood complex taking into account possibilities of creation of timber industry ­ plantations.

Earlier by us it has been defined, that integration is the major ­ tool of development connected with association in a single whole before diverse parts and functions. During integration it is possible acquisitions or inclusions in structure of the enterprise of the new manufactures entering into a technological chain of release of an old product at steps to or after production. Within the limits of the developed economic systems integration leads to increase of level of their integrity and organisation.

In market economy, dynamic process of integration means increase of efficiency of managing, and its level is one of characteristics of development of a national economy. For a substantiation of this hypothesis ­ we will consider possible trajectories of integration of the enterprises of a wood complex on the basis of creation and operation of timber industry plantations.

thirdly, in a wood complex integration processes occur spontaneously without a due coordination on a vertical and a horizontal that does not allow to realise to the full competitive advantages and to reach purposes ­ in development of separate branches and manufactures.

Generalization of researches spent by scientists and the analysis of a condition of the enterprises of a wood complex of the Russian Federation for last 10 years have allowed us to establish,­ that it is necessary to include in integration process lesohozjajstvennye ­ the enterprises which are carrying out a complex of works on reproduction lesosyrevoj ­ of base, thus integration can be carried out in two forms:

1. Integration lesohozjajstvennogo and lesozagotovitelnogo manufactures with a view of the organisation of the accelerated cultivation and manufacture target sortimentov ­ wood;

2. Integration lesohozjajstvennogo and derevoobrabatyvajushchego manufactures with a view of the organisation of the accelerated cultivation of a wood pulp and shchepy.

At the moment in processes of integration of the enterprises of a wood ­ complex strategic reserves for increase of a production efficiency of production and profitability of the activity were formed, thus the second variant ­ of integration is more effective.

It is known, that integration strategy is defensible, when the enterprise can ­ raise the profitability, supervising various strategically important links in a chain of manufacture and production sale.

Integration derevopererabatyvajushchih the enterprises, first of all ­ pulp-and-paper and plitnyh with lesohozjajstvennymi will allow not only to increase ­ production volumes, but also to lower the manufacture cost price
first of all at the expense of minimisation of logistical costs and refusal of external suppliers of raw materials.

Moreover, in consumption sphere malomernoj and low-grade wood last years delay of demand from traditional buyers ­ while demand for cellulose, a plate, a cardboard and furniture, raw materials for which manufacture, is malomernaja and wood wood is marked,­ is stable and in a number of regions growing (drawing 20).

In Strategy of development of a wood complex till 2030 it is noticed, that taking into account ­ security a wood resource of perspective platforms for placing TSBK in the Russian Federation the potential of increase in manufacture of cellulose will constitute to 11,5 million t, including on existing platforms - at a rate of 3,5 million t (including coniferous cellulose - 1,7 million t, deciduous - 1,8 million, on new platforms - 8 million t (including coniferous cellulose - 3,7 million t, deciduous - 4,3 million).

Vertical integration widespread in industrial branches ­ of a wood complex also is presented both integration "forward" - ascending and integration "back" or descending.

Thanks to the integrated formations in the wood industry ­ industrial and marketing expenses decrease and efficiency ­ of use first of all a manpower raises­.

we Investigate integration processes in a wood complex of the country, having emphasised ­ on strategic problems of its development:

1) For spheres derevoobrabotki and deep processing of wood ­ high integration is characteristic. First of all this deepening of territorial ­ division a heap, increase assortimentnyh groups, creation of new ­ manufactures and association of activity of the existing. Such kind of integration to a lesser degree influences risks, profitableness and financial stability ­ of the enterprises.

Creation of effective structure of the enterprises of deep processing of wood in the form of the vertically-integrated structures was one of measures of a conclusion of wood sector of crisis, mobilisation of resource potential ­ of the enterprises (drawing 21).

The basic advantages of territorial timber industry associations ("Novgorodlesprom", "Karellesprom", "Krasnojarsklesprom", etc.) consisted that the new form of management allowed to raise concentration,­ specialisation and cooperation of all manufactures of a wood complex in area territory (edges, republics) to create organizational and economic ­ conditions for self-financing by an establishment of long direct communications between the enterprises and introductions of contractual prices.

Expansion of commodity markets probably only for the account creation (absorption, merges) the enterprises in other regions (and abroad). Besides, commodity markets ­ of production of the wood industry, in particular pulp-and-paper, are so wide, that acquisition of the enterprises in other regions can become conclusive competitive advantage. Creation of effective structure of managing subjects in the form of the vertically-integrated structures ­ was one of measures of a conclusion of wood sector of crisis, mobilisation of resource potential of the enterprises.

3) For forestry integration low level is characteristic. ­ A principal view lesopolzovanija is timber cutting, thus from 31 to 135 thousand in hectares of the wood earths annually remain without lesovosstanovlenija, that forms disbalans in a country forestry.

Low level of integration in a forestry is connected with features ­ lesohozjajstvennogo manufactures, its high labour input, riskiness because of duration of processes of cultivation of wood.

we Will notice, that last years integration processes were characteristic for the enterprises of deep processing of wood. Thereupon the integration purpose
is transition to technologies allowing to reduce the period of cultivation of wood as a whole, or its target sortimentov.

It is objective law which is inherent in all factors, to spheres of a wood complex and groups of economic events and processes. It is known, that stimulus of integration in branches of complexes of economy is the aspiration of spheres and the enterprises to provide peak efficiency at minimisation of risks at the expense of the fullest use of resources as material and natural, capacities and the human capital.

In wood sector the integration purpose is maintenance of balance of leaving ­ and reproduction of wood resources. At the same time it is necessary to notice, that the Russian wood complex essentially lags behind in the field of integration ­ lesohozjajstvennogo manufactures and first of all because of absence of corresponding ­ strategy and plans development of new kinds of manufactures for the purpose of increase of their efficiency.

Difficulties of integration of a wood complex consist and that she, demands the corresponding additional investments new, technologies, along with ­ improvement of is standard-legal base and obrecheniem high level of management.

Relations of integration of a wood complex on the character are capable to cover all its spheres and also wood, ecological, socially - economic relations.

Integration is the mechanism of successful managing and increase ­ of a management efficiency by spheres of a wood complex on the basis of realisation of strategy orientation to a variety and versatile development of activity.

Considering a wood complex it is possible to allocate a number of advantages of integration­:

1) elimination of disproportions in development of spheres of a wood complex on the basis of ­ balance of leaving and reproduction of woods;

2) increase of loading of capacities at the enterprises ­ of deep processing of wood;

3) increase of efficiency of use of sites of wood fund;

4) an exit on the new raw markets, without a damage ekosistemam;

5) increase in quantity of the enterprises carrying out activity in a forestry;

6) growth of investment appeal of wood business at decrease in branch risks;

7) decrease in the cost price of production at the expense of effective logistics;

8) transition to new resursosberegajushchim to technologies and complex ­ use of raw materials in the conditions of accruing deficiency of wood.

In the methodological plan by working out of strategy of integration it is necessary ­ to consider following factors:

• correct definition of the purpose of the decision: under any decision connected with management, dependence between the purpose of management and arising in the course of working out of separate positions by problems should be defined;

• value and reliability of the information used for development and ­ realisation of the decision on carrying out diversifikatsii;

• an establishment of quantitative and qualitative characteristics of the decision, the multilateral analysis of the arising problems connected with integration transformations;

• an estimation and the analysis of results of work and efficiency of the accepted decisions, and also the control of their execution;

• complex consideration taking into account possible negative consequences for the enterprise at carrying out of integration transformations.

In a wood complex of strategy of integration can be realised on the basis of ­ association of consecutive stages of manufacture, preparation and processing ­ of wood raw materials:

- minirotational timber industry plantations - biomass preparation - processing of a wood biomass and technical greens;

- midirotatsionnye timber industry plantations - timber cutting - ­ manufacture tehshchepy, small-scale wood, plates.

- maksirotatsionnye timber industry plantations - timber cutting - ­ derevoobrabotka, manufacture of products from a wood file.

As a result of the carried out research we develop verbal ­ model of a choice of strategy of integration of the enterprises of a wood complex - the information ­ model representing slovestnoe (not mathematical) the description of process of a choice of strategy of integration of the enterprises of a wood complex the description (fig. 22)

optimum Strategy can be realised at integration plitnyh, ­ the plywood enterprises interested in raw materials - balances, low-grade ­ malomernoj to wood and technological shchepy or a shaving which receive from round sortimentov coniferous and deciduous breeds, okorennyh and with a bark directly on plantations and lesohozjajstvennyh.

Midirotatsionnye the plantations, allowing to grow up wood of demanded ­ parametres will create steady lesosyrevuju base for plitnyh and plywood ­ manufactures. At optimum strategy there will be an organic merge of various specialised ­ manufactures in a uniform organizational-technical complex ­ industrial lesorazvedenie - timber cutting - plitno - plywood manufacture. Will be thus realised the principle of continuity and synergies in an industrial chain.

maximum Strategy is directed on integration of the enterprises using ­ as raw materials round sortimenty without processing and pilovochnik. ­ Essential aspect in this strategy is possibility of use ­ of timber industry plantations as ekosistemy for climate maintenance in global,­ regional and in local scale, a recreation and even lesopolzovanija within a cabin turn.

Maksirotatsionnye timber industry plantations along with natural ­ forest stands carry out sanitary-and-hygienic functions, clear ­ atmospheric air of mechanical impurity and allocate the chemical compounds interfering growth and reproduction of bacteria and viruses; carry out protective ­ function within agglomerations.

Moreover, rapprochement of economic interests of a forestry and ­ the wood industry should promote growth of all wood complex.

Association of activity of the enterprises of a wood complex defines ­ character of the possible innovations connected first of all with scientific ­ ekologo-economic knowledge, technology and the information.

as the Transformer of strategy of integration into competitive advantages of spheres of a wood complex the market infrastructure focused on innovations first of all from area of acceleration of cultivation of wood raw materials acts. We will notice, that realisation of strategy of integration of a wood complex demands ­ support, both on legislative, and on executive power levels. The state support is necessary for acceleration of realisation of investment ­ projects of creation of capacities on deep processing of wood, including at orientation to timber industry plantations.

Open Society "Djatkovo-doses" is one of the largest manufacturers in the Russian market laminated drevesnostruzhechnyh plates (LDSP), kashirovannyh drevesno-fibrous plates (KDVP), a decorative paper and a film. By manufacture drevesnostruzhechnoj plates as raw materials it is used as business so mainly wood and low-grade wood.

In 2014 it is included in structure of priority projects, the investment project of Open Society «Djatkovo DOSES» on building of new factory DSP and LDSP. Importance plitnogo manufactures for a national economy is defined in the first
turn by that in manufacture of wood plates probably to use a waste derevoobrabotki and bad quality wood that is one of the central questions lesopolzovanija and lesopererabotki.

Moreover, a demand plitnoj production in the important branches of a national economy: the furniture industry, wooden housing construction, building, creates a support for forward development of manufacture. And at last, necessity of refusal of export of raw round wood in favour of deep processing of wood, will allow to redistribute financial streams and taxes in favour of regions of the Russian Federation.

Within the limits of Open Society "Djatkovo-doses" project is engaged in timber cutting and ­ lesovosstanovleniem. According to article 62 of the Wood code of the Russian Federation on the forest plots given in rent for preparation of wood, lesovosstanovlenie ­ it is carried out by tenants of these forest plots. The given rule of law is applicable in relation to the priority investment project of Open Society "Djatkovo-doses". The annual volume provided by the business plan ­ lesovosstanovitelnyh actions (wood planting) is provided on the area of 300 hectares. With volume of expenses at a rate of 8904,9 thousand river (the Appendix.

Lesosyrevoj the potential under the project constitutes 400 thousand in cubic metre of wood a year, from which 252,9 thousand in cubic metre 147,1 thousand in cubic metre - ­ purchased wood wood (the Appendix is provided with annual volume of withdrawal on the forest plots located in Bryansk area­.

the Designed capacity of new factory DSP - 200 000 cubic metres or 12 000 thousand in sq.m. of a plate a year.

enterprise Prospects at realisation of the investment project ­ are defined on the basis of the spent SWOT-analysis. The SWOT-analysis allows to reveal and structure strong and weaknesses of the project, and also potential possibilities and threats (drawing 23).

As it is visible essential threats and risks lay in area ­ prirodnoklimaticheskih factors and security raw materials, including against a rise in prices for wood resources.

Realization of strategy of integration lesohozjajstvennogo manufactures and ­ manufactures laminated drevesnostruzhechnyh plates (LDSP), kashirovannyh drevesno-fibrous plates (KDVP) on the basis of the timber industry plantations used in quality lesosyrevoj of base, will allow the enterprise to be ­ independent of external suppliers of raw materials, having generated a steady stream of wood ­ in annual volume of 380 m 3 wood mjagkolistvennyh breeds (fig. 24).

Main principle of the given kind of structures - distribution of various functions at the enterprise between vertically integrated services. During ­ integration there is possible a decision of some functional problems on manufacture DSP and LDSP capacity 600 cubic m./days; maintenance of timber cuttings ­ in necessary volume; attraction of the industrial personnel; ­ the accelerated reproduction of wood resources and complex use ­ lesosyrevoj bases.

Whereas integration strategy should be productive and lead to a new level of development of the organisation, we will consider the indicators used in management for an estimation of strategic initiatives. In system ­ of indicators of efficiency (quantitative estimations) researchers of the given ­ problematics [22, 61, 115] allocate three blocks:

• productivity (realisation of purposes);

• profitability (expenses of resources for achievement of the purposes); profitability (financial efficiency).

9 Working out of the author

Results of research of processes of integration in a wood complex allow ­ to expand a spectrum of indicators for an estimation of efficiency of formation of the integrated structure at the expense of inclusion of indicators:

1. Ecological compatibility (a condition of wood fund, processes of reproduction of wood resources, preservation wood ekosistem).

2. Social efficiency (growth of personnel potential, increase in quantity of workplaces).

3. Budgetary efficiency (growth of payments in budgets of all levels, including not tax wood payments).

the Estimation of efficiency of integration of the enterprises of a wood complex in ­ certain degree is similar to an estimation of efficiency of investment projects, thus the basic difference consists in accent displacement on integration - sinergichesky effect from interaction of the integrated structures.

Considering process of integration with a support on timber industry plantations ­ it is necessary to prove economically expediency of transition to new lesosyrevoj to base.

According to the requirements shown to manufacture DSP, it is necessary to maintain the following pedigree structure of technological raw materials: an aspen of 50-60 %; a birch of 25-30 %; coniferous breeds of 10-20 %.

Considering, that at creation of timber industry plantations, probably ­ to use the wood areas taken away under lesovosstanovlenie (300 hectares), ­ 380 m providing about efficiency 3 wood mjagkolistvennyh breeds, ­ necessity for purchase of low-grade technological raw materials will disappear.

Taking into account this circumstance profitability of manufacture can be increased by 12 % (drawing 250).

Economic calculations for a choice of one of development strategy «Djatkovo DOSES» - manufacture of plates at creation and operation of timber industry plantations ("optimum" strategy) or manufacture of plates at attraction ­ of suppliers of raw materials and own timber cutting - are presented in tables 21 and 22.
