Here again there is one more problem most SPO.

Inflow of students increasing in the relative relation on programs SPO in bolshej degrees had the primary source increase of quantity acting in colleges on the basis of the basic general education. The given situations appear in educational institutions are spontaneously or intentionally carried out at application of interactive forms at realisation of the certain purpose connected with development, a new teaching material, examination.

The presented functional communication areas have allowed to allocate basic elements of a controlling mechanism with communications in organisations SPO for definition of advantages of management by communications, namely technological, information, administrative and public.

Let's carry out the comparative analysis of dynamics of development of each element. The technological element of management in establishments SPO appears communications as one of most promptly and consistently developing, and it makes significant impact on speed of communication interaction in the organisations. It includes application by the organisations in the activity of personal computers, computer networks of various level, software products, management personal sites of the organisation. Considering results of application of communication technologies as of 2016 it is necessary to designate, that establishments SPO made a choice towards application in the activity of personal computers, namely 95,2 %. In research it is necessary to understand the communications aimed at achievement of problems of establishment SPO as effective communications, characterised by significant degree of economic and public efficiency, the wasteful component on which should be less than the acquired system administrative effect. We will present in drawing 2.7 algorithm of an estimation of efficiency of qualitative level of communication interaction in establishments SPO.

On an initial phase the analysis of factors of development of the external and internal environment of establishment SPO is carried out. Present levels of interrelation according to features of educational activity are studied, definition of communication requirements is carried out.

The second phase consists in definition of methodology of research of communication development.

At an analysis stage of communications there is a problematics definition in communication area of management. We will define essential criteria for an estimation of communications:

- Number of communication streams;

The-structure of communication space, is characterised by integrity of communication system, possibility to supervise its activity;

- Satisfaction of requirements for communication interaction;

-Achievement of balance between vertical and horizontal streams of communication interaction in establishment;

-Productivity of return communication interaction;

-Speed of broadcasting of information flows;

- Qualitative characteristics of communication interaction;

The-analysis of an organizational climate, including communication development.

Submission of results in practice gives the chance to analyse present communication problems of establishment SPO.

On the basis of the presented analysis of communication interaction, it is necessary to formulate a conclusion about qualitative potential of management of communications on the basis of a complex estimation which gives the chance to define the results connected with qualitative communication development. After the analysis of efficiency of communication interaction it is necessary to formulate a conclusion about achievement of the primary goals during efficient control staff.

If satisfaction level qualitative level of communication interaction is high, it is possible to speak about a productive control system in establishment SPO, at opposite variants of development, it is necessary to return on a stage on which there were problems at acceptance of administrative decisions, to revise a choice of methodology of research, the analysis of communications and visualisation of results and to carry out studying of level of efficiency of communication interaction anew.
