Let's make conclusions by the basic scientific results of dissertational research.

Activity of a network of basic universities as centres of a science, culture and formation is directed on increase of a management efficiency and stabilisation of reproduction of personnel potential, is capable to create the favorable environment for development of local communities, affects surrounding cultural-educational landscape, is aimed on sotsialnoyoekonomicheskoe development of regions, higher education improvement of quality in Russia and proves, that interference of basic high schools and regions acts as one of leading drivers of regional development. By the author it is reasonable, that activity of basic universities is aimed not only at granting of educational services, but also on formation of social image that promoted by the organizational culture which expediency of development is caused by association of collectives and the adaptation of universities to new circumstances and conditions.

The author's treatment of concept organizational culture of basic university is offered. Offered definition considers availability of local subcultures and cultural divergences of united universities that enriches the conceptual device in investigated sphere and allows to specify and add features of investigated process.

The author draws the given reason conclusion that it is necessary to give special attention to management of formation of the organizational culture, being modern toolkit for improvement of quality of educational process and the factor of increase of a management efficiency basic university. In research it is noticed, that competent management of formation of organizational culture gives possibility essentially to increase productivity of activity of university and to increase efficiency of realisation of teaching and educational process as a whole.

The conclusion that in the course of reorganisation it is possible to find out the various subcultural formations which carriers concern in the various image the system which has developed in high school of the purposes and values became the important scientific result. nekongruentnye local subcultures can transform divergences to conflict situations in the united collectives, blocking effective activity. The given bases of a steel of one of the reasons for a substantiation and application entropijno-sinergeticheskogo the methodological approach to research of management by formation of organizational culture of basic university.

By the author it is revealed, that entropijno-sinergetichesky the approach gives possibility to find out possibility, reserves and prospects of development of basic university, for the account of internal potential and formation of stable communications of united high schools, allows optimum method to carry out process of acceptance of the administrative decisions, connected with transformation and development of organizational culture. The carried out research has allowed on the basis of offered approach to supply possibility of construction and use of model of formation and development of organizational culture of basic university. It is reasonable, that entropijno-sinergetichesky the approach to management of formation of organizational culture of basic high school in practice allows to increase essentially productivity of activity of the educational organisation for the account sinergeticheskogo effect.

Researches testify that local subcultures of basic university reflect the general difficulties and questions which employees face and can be a source for forward development of university.

The model of management offered by the author local subcultures of the basic high school, focused on levelling of the disputed environment connected with reorganizatsionnymi by processes and promoting organizational development of the educational organisation has applied value.

Organizational culture of basic university in modern conditions, their critical analysis is given. Comparison of techniques is carried out by comparison of their possibilities, advantages and defects, and also an estimation of prospects of their application in the conditions of basic high school. The conclusion is drawn on the basic requests to which there should correspond an effective technique of an estimation of objects of management of formation of organizational culture of basic university.

The complex technique of an estimation of objects of management developed by the author formation of organizational culture of the basic university has both scientific, and the practical importance, allowing to investigate control system elements, to define availability of local subcultures, to investigate their cultural compatibility and to define the basic directions of perfection of management of formation of organizational culture. The author's complex technique allows to diagnose and minimise risk of incompatibility of cultures and traditions of united high schools, with the purposes of as much as possible complete realisation of potential of the developed control system by organizational culture. The received results during use of a complex technique of an estimation of objects of management by formation of organizational culture of basic university allow to choose directions of changes in existing culture, to define them prioritetnost and to make the program of necessary actions.

On the basis entropijno-sinergeticheskogo the approach and an author's complex technique it was revealed, that at investigated basic universities there is low enough level of unity of united collectives and nizkoeffektivnaja group activity, in view of availability of cultural divergences of united divisions of universities is natural-scientific and sotsiogumanitarnogo profiles. As a result of a detailed estimation of management formation of organizational culture had been defined availability of following obvious problems: low level of motivation and insufficient stimulation of is professional-office growth; absence of system of planning of professional career of young teachers and
Adaptations of new employees; absence of standard base on management of formation of organizational culture of basic university; absence of system of planning of professional career of young teachers and cultural adaptation of new employees; unsatisfactory level of knowledge of a management about problems of employees, absence of an objective estimation from a management; absence of an effective system of internal and external communications. Results of research have confirmed availability nekongruentnyh local subcultures of the united educational organisations making culture of basic university as a whole. For research of interaction of local subcultures and the analysis of mutual relations of employees of united universities the author it is offered to expect sinergetichesky effect (entropijno-sinergetichesky an indicator) from association of universities. Results of account have shown availability of low level of an organizational synergy, unsatisfactory level skoordinirovannosti actions of united high schools and absence of the stable and effective structure responsible for development and perfection of management by formation of organizational culture of basic high school. By results of research the availability of group of problems, not razreshimyh at the expense of own administrative reserve and potential is defined. Researches have revealed, that at basic universities there are divergences in submissions on a problem of management of formation orgkultury and ways of its decision among employees and chiefs reorganizuemyh universities. In this connection the author suggests to address to external structure, in the form of advisers concerning management of organizational culture (external advisers). External advisers, according to the author of dissertation, can become the best intermediary capable independently state an estimation to problems and to level disputed potential reorganizuemyh the educational organisations, connected with association of local subcultures.

For development of management by formation of organizational culture by the author the program including following actions is offered integrativnaja: working out of a standard basis on management of formation of organizational culture; formation of system of non-standard motivation; introduction of rational system of cultural adaptation of new employees; constant realisation of actions for development and strengthening of unity of incorporated collectives of the educational organisations; institutsionalizatsiju managements of formation of organizational culture of basic high school. The given actions should become the effective tool of rationalisation of management of formation of organizational culture of basic university and achievement of the planned results.
