Application and development of bases of communication management acquires the increasing significance for preservation stable and formations of effective work of staff.

In development of the given problem in the dissertation a number of conclusions and recommendations is made

Research of theoretical approaches to key characteristics of communication interaction in a control system of staff has allowed to reveal distinctions in treatment of the researchers, connected with displacement of accents on separate aspects of an information exchange, and to pass to communications consideration as to process of the information interaction, allowing to make effective administrative decisions in managerial process by staff, eliminating uncertainty of organisation development. In a general view the role of communications and communication management for management of staff can be defined as the activity of a professional orientation aimed at reception of productive management both in the organisation, and between the organisation and its external conditions on the basis of formation of an effective, stable administrative funnel of communication interaction.

During research the contents of process of communication interaction with allowance for stages of acceptance of administrative decisions in managerial process by staff is defined. It is considered as a strategic resource of management by staff, that is it concerns resources which have a high level of the importance for stable functioning. It is necessary to give special attention hindrances of communication perception and to consider them by consideration of the contents of communication process with allowance for stages of acceptance of administrative decisions in managerial process by staff, that in the

The carried out research has given the chance to establish interrelation of methods of management of communications with methods and functions of management by staff and as to present the block diagramme of their transformation to administrative decisions. The methodological approach to formation of the mechanism of development of communications in which basis the algorithm of formation communication kompetentsy is put at management of staff which will allow to react to changed conditions of the external and internal environment in time.

Using the complex approach and methodology of modelling of communication interaction in the conditions of uncertainty, the controlling mechanism has been generated by communications which consists of the analysis present systems of communications of its elements,

Administrative toolkit of management of communications on the basis of illogical model and an efficiency estimation. The primary goal of an administrative controlling mechanism communications is the organisation of the managerial process. Application of illogical model within the limits of the offered mechanism will give the chance to increase efficiency and validity expediency of accepted administrative decisions in the conditions of uncertainty.

The carried out comparative analysis of management in establishments SPO is based by communications on comprehensive studying of technological, information, administrative and public elements. It has given the chance to analyse modern degree of development of elements of communication process, to define different interpretations in level of their development in establishments SPO.

Complex comparison has allowed to establish a trend of increase of costs for a technological component of a controlling mechanism communications, application of the newest innovative maintenance for increase qualitative
Level of the formation. Thus considered type of establishments has the diverse organizational structure allowing them effectively to realise the educational activity. Thus comparative the analysis administrative components has shown absence of effective tools capable to realise management of communications as the uniform mechanism in this connection, necessity of their formation is given reason.

The system analysis of barriers of communication perception in the course of formation of efficient control by communications will give the chance to define mainstreams of perfection of communication interaction in establishments SPO which realisation will give the chance to reach the main objectives characterised by a high level of administrative and public efficiency. Following indicators for an estimation of quality of communication interaction are allocated, namely: number of communication channels; a structure of a communication platform; satisfaction of information needs; productivity of return interaction; speed of broadcasting of information flows; qualitative level of information communication interaction; development of a communication climate. The complex estimation of efficiency of communications gives the chance to draw a conclusion on the received result from control system improvement by communication development in establishments SPO.

The carried out research has given the chance to define methodology of an estimation of management of communication interaction to present its block diagramme stsenarnogo developments in effective administrative decisions. It has given the chance to present the general scheme of a controlling mechanism communications on the basis of the illogical modelling which is giving the chance not only to analyze system of communication interaction, but also to receive following the results of effective administrative decisions.
