The carried out research of terminology "communications", «communication interaction», «communication management» has given the chance to define, that now there is no uniform scientific approach of application and management of communications in managerial process by staff.

Having systematised author's definitions, the duality of the nature of an origin and tseleorientirovannyj character of communication interaction in managerial process by staff is accurately traced. Thus, the purpose of communication interaction at level of management is defined by staff as the organisation of process of information interaction in the organisation, including with an environment, paid on achievement of purposes in managerial process. The analysis of the scientific literature of such authors as N.A.Morozovoj [10], N.A.Skavitina [11], S.A.Tikhomirov [12],
E.S.Surovtsevoj [13] in the field of communication interaction has allowed to specify significance of communications for management of staff as:

The-mechanism of interaction of all kinds of activity;

-Sphere and toolkit of management of staff;

-Methodology of realisation of elasticity and fitness;

-Method of development of personnel potential;

The-mechanism of structurization of organizational culture on the basis of unity of target reference points.

And in this case communication interaction is considered as a strategic resource of management by staff, that is it concerns resources which have a high level of the importance for the stable functioning, demanding formations of effective toolkit and eliminating the uncertainty tendency. The author's approach to consideration of communication interaction which influences efficiency of managerial process by staff at each stage of acceptance of the administrative decision, is presented in table 1.1.

Thus, communication interaction is necessary for considering and on the other hand as system of the constant purposeful administrative decisions directed on ordering of internal and external elements of managerial process by staff which supply satisfaction of communication needs and realisation of long-term initiatives of development of staff.

Productive management of staff is characterised by a high level of economic efficiency of accepted administrative decisions at various stages of communication interaction and an orientation on realisation of long-term interests of development
Management in the organisation on the basis of formation of suitable communication conditions.

V.Kajmakova [16], T. M.Orlova [17], G, S.A.Pihanova [18], M. In Carpenters [19] M.G.Fedotova [20] etc.

In the modern organisations management of staff covers all versions of industrial activity and structural departments for this reason organisation activity is in dependence from level of efficiency of course of communication processes. The sequence difficult razreshimyh problems owing to which the information can be incorrectly understood, turned or apprehended thus takes place. Productivity of interchange by communications can be reached only in that case when one party broadcasts an information flow, and other accepts it without change. Scientists consider various quantity of definitions in communication process. For example, K.Shennon considered five structural units: the primary source of communication interaction; the information compiler; a conductor; an accepted element; effect of a communication of information [21]. The author's model of communications with allowance for stages of acceptance of administrative decisions in managerial process by staff is presented in drawing 1.1.

The given process of communication interaction is subject to constant changes to answer modern calls, that further complicates theoretical and practical studying. In the conditions of the given concept interchange by information flows begins with definition of ideology of management by staff. The information compiler defines the most significant problem area which will be a subject of communication interaction.

But before it the information compiler should co-ordinate the communication interaction. The subsequent stage is the choice of a method of the broadcast information. And if the method mismatches a purpose, the management efficiency staff sharply decreases.

Last stage of communication process includes performance of the administrative decision by the recipient of the information. Thus if the co-ordination of the information which is carried out by the compiler of the information, has the same sense and for the recipient it is possible to consider communication interaction successful and eliminating uncertainty. If to consider from the point of view kommunikatora, it is possible to consider interchange by information flows productive if the recipient has shown answer-back understanding of ideology of administrative process, and the information compiler has received the necessary response. But the given organisation of communication interaction is ideal model.

Frequently the recipient of an information flow attaches information little bit other significance. The given deformations are connected with presence at process of communication interaction of hindrances of communication perception which represent any interference during information broadcasting on each of its plots, deforming
Sense of the transmitted message and creating uncertainty at acceptance of the administrative decision. Hindrances of communication perception during research are understood as influence of external factors of effect which alters streams of reports of information, breaks its visible complete cover and potential of perception the recipient in managerial process. In connection with transformation of information flows in the course of communication interaction the management efficiency staff can be considerably reduced. Having analysed present researches, it is necessary to notice, that productivity of horizontal ties reaches 94 %, vertical to 26 % (the volume of the information broadcast from chiefs reaches the recipient without hindrances of communication perception) [22].

Preconditions of theoretical consideration of mobile communication process have appeared for the first time in N.Wiener's proceedings. It has emphasised on feedback formation in communication development from the point of view of the cybernetic approach. That is there were attempts to adapt interaction processes to more real conditions in the conditions of human dialogue [23]. In this case the result of information interchange is staticized, it should be dvustoronne aimed. Within the limits of the organisation of communication interaction at management of staff the feedback is necessary, for accurate understanding in what measure the information has been analysed and understood. The problem from the point of view of practice in the conditions of application of communication management consists in that, the chief, broadcasting the administrative decisions, assumes, that told or written by it, exactly will be understood and executed. Thereby it, getting to a communication trap, cuts itself(himself) from management
Staff in a mode of real time, promoting uncertainty development. The manager who will not adjust return interaction, will reduce efficiency of its administrative decisions. That in turn will lead to blocking of development of communications and isolation of the chief. Thus, it is necessary to give special attention hindrances of communication perception and to consider them by consideration of the contents of communication process with allowance for stages of acceptance of administrative decisions in managerial process by staff, that in turn will allow to eliminate probability of communication isolation and uncertainty within the limits of the managerial process.

Let's allocate to consideration following hindrances of communication perception in managerial process by staff:

1. Derivation from internal interaction and transition to a stable platform of management by means of integration into an environment with formation of return interaction;

2. Incorrect interpretation of streams of the information from the recipient or the information compiler;

3. A variety in understanding various employees of information fields;

4. Difference of statuses between chiefs and subordinates in understanding of communication distance that is the reason of expansion and distantsirovanija.

Thus, information broadcasting with allowance for formations of the communication platform generated on the basis of stable feedback is necessary, allowing to open the contents of communication process with allowance for stages of acceptance of administrative decisions in managerial process by staff and hindrances of communication perception (fig. 1.4).

Hence, formation of communication interaction on the basis of stable return interaction and duly noise elimination of communication perception allows to increase qualitative level of communications at realisation of management by staff at the expense of presence of response which the information compiler leads up to the recipient. That in practice will give the chance to reduce level of effect of uncertain character.

Uncertainty of communication processes of management of staff defines necessity for application of diverse classifications of communications. There are various approaches to definition of their basic kinds at the organisation of communication interaction.

The American scientists M.Meskon, M.Albert consider two principal views of communication interaction, such as communications between the organisation and an environment and communications between levels and divisions [24].

And. V.Simenko systematises communications on following groupings:

- Depending on a direction of fields of information interaction (horizontally directed, vertically directed);

- On a role of a stream of broadcasting of the information (formal, informal);

- In sopodchinennosti from an orientation concerning management of staff (source and target);

- On intensity of use of communications (intensive, not intensive);

- On labour input degree (trivial, difficult);

-On the display period (regular, periodical, operative);

- On probability of realisation of administrative activity (striking to management, and not operated);

- On transparency level (opened, closed);

- On methodology of the organisation of broadcasting of information flows (individually, in writing, by means of system Internet and.т.д.) [25]

In I.L.Lomankina's proceedings [26] and S.O.Kremleva [27] as consider communication interaction and allocate to consideration following basic classification signs:

- On a source of realisation of an exchange of information flows (the exchange initiated by the recipient, broadcasting of information flows from the compiler under its initiative, the systematised interchange by the information on initially certain norms);

- On predominating function of process of communications in group of compilers or the organisation in aggregate (controlling, stimulation, redistribution of information flows);

- On level of forecasting, formalisation of streams of an exchange by communication fields;

- As required communications (vertical, horizontal);

- On information interchange methodology (verbal business dialogue, oral, nonverbal);

- On area of realisation of communications (communications in present organizational structure, communications of functional relations, administrative personnel relations).

Having studied diverse approaches of scientists-managers it is possible to draw a conclusion, that classifications of communications differ on properties
Displays of communications. Differential typification does not give potential probability to present all completeness of their variety and to eliminate uncertainty in the conditions of formation of stable feedback. An urgency of ordering of classification signs have allowed to present an author's variant in table 1.2.

Managements) which are in stable interaction. The first subsystem includes managers and functional experts who are connected in departments and divisions. Main objectives of communication management within the limits of consideration of directions of activity in the field of management of staff are represented by formation of system of methodology of management, definition of planned targets, stimulation and adaptation of staff (table 1.3). The operating subsystem in this case will carry out fulfilment of a complex of the generalised functions of the management which basis make: forecasting; the organisation; motivation; the control; ordering.

From presented above drawing it is visible, that communications realisation between operating and operated subsystems only at the expense of direct tie is inexpedient. It is necessary to pay attention to feedback channels. Broadcasting of administrative decisions in operated system occurs direct tie streams. Broadcasting of response to the acted administrative decisions in the conditions of appearing hindrances of communication perception occurs feedback streams. A consequence of that is creation of the new administrative decision. Hence, all presented definitions represent the closed cycle of management, that in turn allows to eliminate uncertainty and to lower administrative risks. All happening deviations from the set parametres are defined for this purpose what to transmit the information on the established hindrances to a management subsystem.

Thus, from the point of view of communication management management of staff represents a combination and set of the various elements connected among themselves on a functional vector and authorities that has allowed 1.6 to present the contents in drawing

Communications as from the point of view of direct, and return interaction at realisation of management by staff.

Thus, communication interaction in managerial process by staff becomes a source of economic development of an environment and an internal segment of stable economic growth in the organisation. That in turn staticizes a question of consideration of the mechanism of development of communications which will comprise principles, methods, means, functions and the administrative decisions directed on achievement of certain purposes in the conditions of removal of uncertainty.
