Management of organizational culture reorganizuemyh universities - difficult enough process, therefore the author suggests to approach to its research with entropijno-sinergeticheskih items. This approach is considered most difficult of all existing.

From the point of view of synergetrics, management is a consecutive change of chaos and an order, thus management and development occurs to constant growth of entropy of system. Key properties and bases entropijnoyosinergeticheskogo the approach are discussed and analyzed in works of such researchers, as I.R.Prigozhin, G.Nikolis, K.Shennon, M.V.Volkenshtejn, V.V. Vasilkova, E.N.Knyazev, S.P.Kurdyumov, A.JU.rag, A.S.Mihajlov, G.Haken, D.S.Chernavsky and P.Shambadal [5; 6; 16; 22; 27; 48; 49; 50; 53]. According to the given researchers, in frameworks entropijno-sinergeticheskogo the approach new submission of communication of parts and whole and coordinations of their changes in conditions of uncertainty (entropy) is formed.

According to I.R.Prigozhin, the synergetrics is the science investigating spontaneous complication of systems and formations [36]. The entropijno-Sinergetichesky approach is a direction which overcomes restrictions of the system approach, using thus its possibilities and advantage. It provides, that any

The given approach allows to draw a conclusion, that management of organizational culture is a question not forces of influence, and a correct direction of effect. The Entropijnoyosinergetichesky approach allows to investigate management of organizational culture of basic university in three aspects: 1) in dynamic aspect, i.e. from the point of view of specificity of formation and perfection of management by organizational culture in the conditions of nonlinearity; 2) by means of effect of management by organizational culture on achievement sinergeticheskogo effect; 3) through effect of management by organizational culture on procedures of self-organising of basic university [126, with. 13].

Importance and role entropijno-sinergeticheskogo the approach to management of organizational culture of basic university consists that chiefs can is more more effective regulate own activity with ability to live of the educational organisation in whole, in a case if they completely realise system and own place in it. It can represent exclusive importance for administration of basic university because entropijno-sinergetichesky the approach initiates creation of proper support of balance between requirements and interests reorganizuemyh high schools and the primary goals of all educational organisation. He focuses attention on information flows and importance of communications in system.

According to entropijno-sinergeticheskomu to the approach, management of organizational culture of basic university represents nonequilibrium, opened, nonlinear, samoorganizujushchujusja system.

The openness means existence of inputs and exits which supply an exchange of organizational culture of elements and energy with an environment. Environment is the carrier of various configurations and alternatives of development of system and its components. Exchange processes pass in any point dissipativnoj structures on set of channels that supplies the defined
Condition of its functioning and development [48]. Management of organizational culture directs employees of basic university on association, joint activity and creates conditions for achievement sinergeticheskogo effect.

The entropijno-Sinergetichesky approach means research of management by organizational culture of basic university as obvious system integrity in unity of all difficult elements and components. The given approach is aimed and promotes achievement of the basic mission of management by organizational culture - to self-organising maintenance in university, to increase in potential and possibilities.

The organizational culture as konstrukt administrative actions has inconsistent character. The basic disagreement consists in necessity, on the one hand, to save it by means of the established norms and values, with other - to carry out the changes appropriate to conditions of the varying environment. Norms guarantee stability and stability, unity in the organisations, an interaction coordination, but at the same time can cause, limiting change and braking development [98, with. 80]. Therefore the major and key problem of a management of basic university in the field of management of organizational culture consists in intelligent influence on it and purposeful entering of the corrective amendments corresponding to the purposes of management.

Management of organizational culture of basic university from the point of view entropijno-sinergeticheskogo the approach assumes its creation, preservation and, at necessity, transformation.

Formation of organizational culture consists in realisation of the concrete effects aimed at preparation of system of principles, rules, establishments, requests and conditions for the purpose of fulfilment of problems facing to the educational organisation.

At the stage of formation - management of organizational culture assumes application of such measures, as:

• definition of the primary goals of the educational organisation;

• working out of principles and rules;

• symbolics creation;

• creation of standards of the actions embodying requests and conditions of the educational organisation;

• working out of strategy of management by organizational culture [107].

Thus, management of culture of basic university is difficult enough process calling to comprehensive and in-depth study of cultural filling of the educational organisation, fixing of diverse circumstances and the moments, workings out of a certain controlling mechanism it.

The Sinergetichesky controlling mechanism is shown by formation of organizational culture through an establishment and strengthening of interrelation and interaction of elements of the educational organisation. The system of formation and development of organizational culture of basic university represents complex process - structure, the contents and which sequence is presented in Drawing 9. The given algorithm is dynamical, and grants possibility to modify, improve and develop organizational culture in the course of its formation and transformation.

The technology of perfection and development of culture of the educational organisation provides research and an estimation of the external and internal conditions influencing on it. nepremennost researches it is stipulated by that defect of the account of character of influence of basic conditions is capable to lead to an inefficiency of actions for transformation and change of organizational culture [122].

Realisation of algorithm offered by us allows to generate a complex of the values focused on achievement of target indicators of productivity and to consolidate the local subcultures promoting organic association of structures and levelling of a discord in reference points of development.
