the Mechanism of development of communications in the conditions of uncertainty removal in management of staff

In the previous sections it is proved, that communication processes and communication interaction have ceased to be only a part of methodology of broadcasting of information flows, and steels one of mechanisms of removal of uncertainty in management of staff.

In the given context it is necessary to consider development and management in the conditions of communication interaction together, that in turn will represent an infrastructural basis of management of the organisation as a whole. Thus, increase of level of efficiency of development, and also management of communications will promote increase in productive indicators of work of the organisation as a whole.

For this purpose, first, it is necessary to improve the mechanism of development of communications which will include main principles, methodological base, toolkit, the administrative decisions paid on achievement of results.

The major principles of development of communications are:

- Principle of production of a structure of the communication process answering to needs of cooperation, partner and kompetentnostnogo developments;

- Principle of settlement of the sizes of communication development for officials and structural divisions in the organisation;

- Principle of information distribution of communication interaction, concentration of information fields for definition and stimulation of development of necessary communications;

- Principle of settlement of communication and information load of diverse structural elements of the organisation;

- Principle of definition and the analysis of nonverbal communications and their use during administrative processes;

- Principle an establishment of negative communication interaction and fall of its effect on administrative activity of staff;

- Principle of distribution of powers and responsibility establishment;

-Principle of expedient application of working hours of the administrative board;

- Unity principle;

- Principle strukturnosti.

The formulated principles cover all stages of management of staff, being the basis for formation of the mechanism of development of communications.

Thus the mechanism of development of communications is based on realisation of main functions of management: planning and forecasting, organizational interaction, stimulation, controlling and reguljativnaja function.

The data set of functional components covers all etapnost managements of staff and as it is connected with management methodology communications. The given process contains set of probable methods of effect of an operating subsystem on the operated subsystem, necessary for achievement of ordering of certain target reference points.

The methodology of management is formed by communications by means of tools of realisation of functions of management which according to traditional classification can be: organizational, economic, administratively-reguljativnye, social

The psychological.

Thus such ordering is conditional as it has many general characteristics in certain practical aspect. We present in drawing 1.7 interrelation of standard functions of management of staff and methods of development of communications. Development methods
Communications are inseparably connected with control facilities staff which are considered as toolkit of influence of an operating element on an operated element.

The given definitions have been systematised and presented in table 1.4.

Communication development during management of staff represents purposeful influence of the subject on object of management by means of consecutive realisation of functions of the management aimed at achievement of formulated purposes of the organisation, and can be analyzed as a whole as process of acceptance of administrative decisions. Thus, during the carried out research the stable interrelation of functions of management by staff and procedures of decision-making in the conditions of communication development which during too time are inseparable from each other kinds of administrative interaction is traced.

Hence, a result of transformation of functions of management, methods and means of communication development is the administrative decision generated according to principles which are preconditions for the further management of communications in the organisation.

In the conditions of development of communications the administrative decision represents definition of alternatives from potential, aimed at achievement of target problems of the organisation with the least expenses, including on management of staff.

Process of acceptance of administrative decisions represents set etapnosti and a set of actions which can be visualised in a following order:

- The analysis and problematics definition;

- Expression of restrictions and expression of actions of realisation of administrative decisions;

-Establishment of alternative variants;

The-analysis of alternative variants;

- Realisation of the administrative decision;

- Decision-making, establishment of channels of return interaction.

Thus uncertainty level in a problematics of management of staff is significant, as many controlling mechanisms and estimations of communication interaction have no the expressed character.

Especially important in the conditions of successful development of communication interaction there is a communication competence of managers - of managers, that is abilities, knowledge and skills which are interconnected with formation and realisation of communication interaction, development of these processes crossed with major factors of management by staff which can influence acceptance of effective administrative decisions.

Components of the communication competence are presented in the form of interaction fields in drawing 1.8.

The manager

Thus, the manager, it the effective manager in the field of communication interaction and management of staff should have certain kinds of qualities in the field of management of staff. The first group-it group of the general qualities, to it it is necessary to carry a rare intellectual level of development, good level of intuition,

Professional erudition, optimism in difficult working situations, effective level of dialogue.

The second group are special qualities: decency, organising, oratorical characteristics, ability to self-realisation, work potential in a command, stability to stresses.

Genesis and development communication kompetentsy is certain by increasing requirement of settlement of interaction of staff, reduction of barriers of interaction between the organisation and its target elements, increase in social and economic relevancy of corporate development and organizational culture. Formation of the effective mechanism of development of communications is imperfect enough and vulnerable from development and definition communication kompetentsy. The disputable moment in the presented case are situations of manipulation and application of psychological effect, application of stereotypes. Questions of illogical application of mechanisms of development of communication management are regulated by public opinion and is standard-legislative base.

The communication competence displays main characteristics of communication management, introducing in the activity those requests which are formed at the expense of objective conditions of its necessity.

Object and subject at formation of the communication competence are diverse social communication processes and the factors supplying stability of their functioning in the conditions of management by staff. Main area communication kompetentsy is information and technological maintenance of administrative process. And in this case problem questions are:

-Definition of the indicators forming level of conformity of a condition of communication interaction to requests stable and efficient control by staff as a whole;

-Formation of stable personnel selection in the field of development of communications;

-Realisation of processes of internal integration and communication coordination in the organisation and behind its limits;

-Working out and introduction of new rules and procedures of communication interaction.

The indicated problematics has allowed to present during research in drawing 1.10 algorithm of formation communication kompetentsy at management of staff.

The first stage of formation communication kompetentsy is closely connected with development of strategy of management by staff, including with definition of mission of the further development which will promote in turn to creation of a so-called communication platform of interaction.

The second development phase of formation communication kompetentsy - formation of strategic targets of communication interaction. And at the given stage there is actual a following sequence of a concrete definition of the purposes of management of staff at realisation of communication interaction:

-Co-ordination of processes in management of staff;

-Maintenance of a coordination of the strategic and operative purposes

Various level;

- Maintenance of coordination of management with staff with communication interaction with other functional processes in the organisation;

- Formation of system of the indicators characterising achievement of objects in view of communication interaction;

In table 1.5 the various levels of communication interaction defining approaches to the organisation of managerial processes by staff depending on a stage of formation of the communication competence are offered.

The third stage is definition of problems of development of the communications connected with change of some elements of the process of communication interaction.

The matrix of definition of problem zones of application of communications is for this purpose offered. Three problem spheres are allocated: high, moderate, insignificant influence of problems on realisation of the purposes of management by staff which are presented in drawing 1.11.

The subsequent stages are connected with working out of a controlling mechanism by communications. For this reason in the second chapter the idea of improvement of a controlling mechanism communications, on the basis of application of author's illogical model of management by communications which will allow to accept effective administrative decisions in the conditions of uncertainty on an example of establishments of average vocational training is offered.

Thus, the mechanism of development of communications in the conditions of uncertainty removal in management of staff represents set of principles, toolkit, the administrative decisions paid on achievement of results in the field of management by staff at the expense of accurate structure of fields of interaction of formation of the communication competence of the manager - the effective manager.
