Use of administrative consultation with the purposes of development of management by formation of organizational culture of basic university

Materials and their analysis testify that at basic university there is an objective necessity for independent, professional consultation concerning management of formation of the organizational culture allowing chiefs and advisers to conduct the reasonable changes.

It is established, that the paramount problem of consultation consists in transfer of the newest knowledge, levelling of a cultural divergence of the united educational organisations, in assistance to employees in perception new on own experience. In our opinion, direct application of tools of administrative consultation at basic university can become necessary external structure which will help chiefs to subject to the analysis, to investigate and increase level sinergijnosti staff, including for the account of perfection of management of formation of organizational culture. It is necessary to notice, that an ultimate goal of administrative consultation in sphere of perfection of management of formation of organizational culture of basic high school is assistance klientnoj the organisations in realisation of progressive and forward changes, identification and a finding of ways of the decision of existing problems and difficulties.

Effectiveness and vysokoeffektivnost consultations in sphere of management, in the issue, is interfaced by formation of organizational culture of basic university to productive consulting and organizational-psychological influence on organizational culture of the consulted educational organisation. Services in administrative consultation at basic university have special character: 1) fulfilment of consultation services occurs in the conditions of low level of unity of united collectives and availability of cultural divergences; 2) advisers have contact to the client directly, that forms supplementary claims and conditions to their functioning [113]. According to the author of research, the positive result of consulting support in much depends on true and correct preparation of consulting process. However thus the sequence of construction of consulting process largely is in dependence, both from the adviser, and from klientnoj the organisations (basic university) where the basic tool of activity are the technologies having following lines: integrated approach and sistemnost; regulation of main principles of resolution of problems and creation of the decision; integrity of a cycle of consultation services; extremely wide use of modern information technologies.

Let's allocate basic features of the administrative consultation connected with management by formation of organizational culture of basic university.

First, advisers grant professional assistance to supervising employees of university. The qualified advisers are able to identify the reasons of problems; investigate a condition in the market of educational services; function as a binding element between the theory and management practice.

Secondly, advisers are advisers and have no direct power and will to make of the decision on transformations and changes in the educational organisation; advisers are responsible for quality and completeness of consultation.

And, thirdly, work of the adviser is directed on the analysis sotsiokulturnyh aspects of activity of basic high school. Procedure of administrative consultation includes a number of the stages comprising preparation klientnoj of the organisation to consultation, diagnostics, development of advices and recommendations, development of innovations [35].

In the field of perfection of management by formation of organizational culture we suggest to construct process of attraction of the external adviser as follows (Drawing 17 see).

Research of present approaches and items with which help the external adviser is evaluated and is formed the long-list of applicants, has allowed the author to develop and offer for a management of basic university the following system of criteria of a choice of the external adviser (see Table 6).

Thus, if the management of basic university plans to choose the adviser among the several nominees offering similar offers, it is expedient to pay attention to following factors and circumstances:

• possible variations of resolution of problems;

• comprehension by the adviser of possibilities of introduction of its own recommendations;

• experience, competence and reputation of the adviser;

• possibility of granting of the technical offer under the project;

• warranties of observance of the nondisclosure agreement of the information;

• warranties of successful and effective end of the project.

Considering specificity of activity of basic university and for optimisation of expenses for consultation services, the author of research offers as one of possible and admissible variants of process consultation in sphere of management of formation of organizational culture of basic university following (Drawing 18 see). From similar algorithms of consultation data it is allocated with minimum number of stages - their only four: express diagnostics, decision-making, introduction and an estimation.

According to the author, in many respects the positive result of consultation is mortgaged at the stage of diagnostics where the most important is carried out and the basic - statement of the diagnosis of "disease" of management by formation of organizational culture. To use express diagnostics hardly and on forces to the professional, only understanding and understanding the most complicated social organism of the university, understood modern diagnostic techniques. In diagnostics basis - the general scientific analysis and the researches basing on provisional data about klientnoj the organisations [47].

Preparatory character of the information means, that during all process of consultation the adviser dobavochno will extract data on all aspects of work of basic university and to make amendments in own actions. Competently executed research of problems and difficulties increases quality of result on an exit of consulting procedure.

Despite presence of local subcultural distinctions of united universities, in realisation of diagnostic operations basic university and external advisers should act and interact as one uniform group, and, hence, between them direct relations and interrelation [23] should be established. In our opinion, systematic and regular meetings should be the integral condition of joint activity.

It is visually possible to present an is uniform-integral chain of diagnostics of basic high school in a block kind on which basis there is a possibility to choose as much as possible effective tools of its realisation in the course of administrative consultation in sphere of management of formation of organizational culture of basic high school (Drawing 19 see).

At the stage of diagnostics it is important to establish a starting condition of a control system of formation of organizational culture of basic high school

In the is optimum-rational image, exclusively personal for each, taking into consideration concrete level of distortion of the generally established information since it is in dependence from degree of organisation of system, its possibilities to introspection and a self-estimation, a background of mutual relations and values of university and set of other conditions.

To minimise information deformations and subjectivity of the conclusion it is necessary, organizuja in its various methods and applying diverse sources of reception of data [24]. On completion of the project of consultation in the field of perfection of management by formation of organizational culture of basic university it is necessary to prepare the in a complex-complete report advices and recommendations about resolution of problems and achievement of definite purposes should be which basic component.

Thus, research of management by formation of organizational culture of basic universities (paragraph 3.1) shows availability of group of problems, not razreshimyh for the account of own administrative reserve and potential, therefore us use of services of administrative advisers as effective remedy of development of management of culture of university and increase of its competitiveness in modern conditions is offered. The algorithm of process of consultation presented in the paragraph gives possibility to receive harmonious microinteraction and to increase effectiveness of management orgkulturoj. For an estimation of professional level of the expert in consultation and possibility of use of its services by basic university, the author of research offers system of criteria of a choice of the external adviser for the long-listing, providing estimation of its reputation, professionalism, availability of recalls, the flexible price policy and complex fulfilment morally-ethical standards.
