In the second chapter «the Control system of development of a complex of the enterprises of motor industry» it is displayed, that the recognition of development by process defines possibility of control of it as well as any other process.

In this connection the analysis of concepts "control" and "management" is reduced, is defined, what concept needs to use at control of development of a complex of the enterprises. The conceptual model of a control system is developed by development of a complex of the enterprises. It is displayed, that in the given system the important role is played by prediction of development of a complex. The review of methods and prediction models in the economy, existing management methods is reduced by enterprise development, their merits and demerits are determined. The selected technique of dynamic prediction of development of a complex of the enterprises, presented to operation [90], is developed for a motor transportation complex and assumes prediction of development of a motor transportation complex in two conditions: Without disturbing factors, with operation of factors (forces) of self-organising. She assumes the decision of systems of the differential equations corresponding to given conditions. The complex engineering (in particular avtomobilestroitelnyh) the enterprises possesses a number of differences from motor transportation, the main things from which are: manufacture of material production; complexity of made production; the big hierarchy of organizational structure, etc. Besides, as it was already marked, the motor industry is presented basically by complexes of the enterprises, and the author of operation [90] considers the small independent motor transportation enterprises in the operation. Taking into account it to apply in the given aspect a technique [90] to prediction and control of development of a complex of the enterprises of motor industry it is possible under condition of addition with its some positions proceeding from probability character of functioning of a complex. The economic sense of operating parametres which are entered in operation [90] into system of the differential equations in the form of factors of factors of self-organising is specified. Principles of a finding of their values, influence of their magnitudes and signs on expenditures and complex profit are defined. The possible formula of a finding of values of operating parametres is defined. The toolkit of control by changes of factors of the self-organising, grounded on the stochastic approach, the model reduced in operation [87] is developed. In particular, are developed: stochastic model of definition of probability of security by a complex of specified values of operating parametres, an average first passage time of these values. Application of the stochastic model grounded on the theory of circuits Markova is competent, as principles sinergeticheskogo management display, that it is possible to create only premises for origin of those or other changes. On the basis of all aforesaid the technique of control of development of a complex of the enterprises of motor industry as uniform system is offered.
