The concept of development of criminally-executive system of the Russian Federation till 2020 has defined specific targets of perfection of process of a humanisation of conditions of the maintenance of the persons who are serving time in the form of imprisonment, increase of guarantees of observance of their rights and legitimate interests [76], in which number concerns also work on vocational guidance.

Reforming of criminally-executive system demands reconsideration not only the maintenance of work of all services correctional facility, but also their reorganisation. For this purpose it is necessary to develop models of activity of employees correctional facility, providing qualitative realisation of separate directions of work.

The importance of formation of readiness for professional self-determination of minors condemned for their maintenance successful resotsializatsii, on the one hand, and absence complete pedagogicheski operated vocational guidance in an educational colony - with another, have caused necessity of working out of pedagogical model of formation of readiness for professional self-determination of the minors condemned to imprisonment.

Working out of the given model was carried out by modelling as method of the system research, allowing to create the certain ideal object opening mechanisms of communication between components studied, checked then in practice [36]. Its features are considered in V.I.Zagvjazinskogo, V.V. Kraevskogo, L.G.Semushinoj's works, etc.

The theoretical basis of model was made by N.S.Prjazhnikova, E.J.Prjazhnikovoj, S.N.Chistjakovoj's approaches to understanding of essence of vocational guidance and problems of its subjects; N.V.Afanasevoj, G.N.Rezapkinoj, N.S.Prjazhnikova's workings out in the field of vocational guidance and its estimation
Results; ideas A.K.Lukinoj and V.R.Schmidt about specificity of the organisation of vocational guidance of the minors who have entered the conflict to the law.

The model developed by us concerns a category strukturnoyofunktsionalnyh. Its integrity is provided with unity structural (the purpose, the process maintenance, result) and functional components (function, principles, means, criteria, levels of development) and blocks corresponding to them. Thus, structure of model of formation of readiness for professional self-determination of the minors condemned to imprisonment, three blocks - target, is substantial-organizational and diagnostic make.

Specificity of the maintenance of blocks of model is defined by following especial characteristics of functioning of an educational colony in whole and the organisations of teaching and educational process in it: isolation and limitation of space of ability to live of an educational colony and minors in it; prevalence direktivnosti in communications of employees with minors condemned; an insufficient inclusiveness of minors in the traditional culture, setting samples of professional self-determination. In item 1.1. The given research the above-named characteristics are described in more details.

The model graphic representation is presented on fig. 1.1.

Minors it is defined on the basis of the problems solved by establishment, on the one hand, and the social order of the state to ugolovnoyoispolnitelnoj to system - with another.

The offered model puts forward the following purpose - work of an educational colony is focused on formation of readiness of minors condemned to professional self-determination for their maintenance successful resotsializatsii. It will be organised without dependence from, whether the teenager has an operational experience by a trade (or its choice), whether it possesses special knowledge, whether recognises necessity to work, is focused on its preparation for a life on freedom and carried out in the course of vocational guidance.

Problems of vocational guidance of the minors condemned to imprisonment, are: stimulation of a choice of a trade according to possibilities of the person and requirements of a society for shots; formation of the positive relation to work; acquaintance with a variety of the world of trades; self-knowledge and desire activization to develop in the professional plan.

The target block is, in our opinion, leaders at designing of work of an educational colony in a studied direction as it not only operates system, but also defines the maintenance of other blocks of model, allows to estimate result of influence of projected system on the decision penitentsiarnyh problems as a whole.

In the is substantial-organizational block of model its theoretical bases (set of approaches), principles of realisation of vocational guidance of minors condemned, its maintenance, and also significant organizational features of the given direction of pedagogical activity of an educational colony are designated.

Realisation of the purposes of vocational guidance in student teaching of employees of an educational colony is promoted by observance of following principles.

The principle of bringing up character of vocational guidance consists in its realisation as element of teaching and educational process of an educational colony according to problems of formation of the harmonious person, in unity moral, labour, economic, legal and physical training.

The principle aksiologichnosti causes the organisation of activity of employees of an educational colony (including - employees of group of social protection condemned) on vocational guidance of minors condemned on the basis of a recognition of value of work and morals.

The development principle allows to consider a trade choice as means of social formation of minors, possibility of increase of their erudition and a condition of increase in the income in process of experience increase.

The principle differentiated and an individual approach consists in conformity of vocational guidance to age features condemned, to level sformirovannosti their professional interests, specificity of their valuable orientations and vital plans.

The support principle on own forces is focused on display of activity of the minor choosing a trade condemned as in studying of the professional possibilities and abilities, and in construction of the personal professional plan and acquisition of experience of activity in the selected professional spheres.

The principle of maximisation of social resources assumes inclusion in vocational guidance carrying out of all (or the greatest possible quantity) experts of services, the organisations, the structures promoting a choice of a trade and realising special functions on a labour market.

The principle of the complex approach assumes as much as possible full account of influence of all external and internal factors causing occurrence of difficulties in professional self-determination of the minor condemned and the organisation of its vocational guidance.

The system and continuity principle means necessity of realisation of vocational guidance from the moment of arrival condemned in an educational colony with distribution of problems on its realisation between various employees.

The principle of variety of forms and vocational guidance methods assumes a freedom in choosing employees of an educational colony and other subjects of optimum pedagogical means of assistance to formation of readiness for professional self-determination of minors condemned.

The vocational guidance maintenance is realised through formation of components of readiness for professional self-determination of minors condemned.

The complex of pedagogical conditions of formation of readiness for professional self-determination of minors also is included in the is substantial-organizational block of model condemned:

- The complex program of vocational guidance of minors condemned, generated from raznourovnevyh the tasks considering educational level, social development of minors condemned, readiness stimulating them for professional self-determination in imprisonment and requirement of realisation for work in postpenitentsiarnyj the period;

- Use of internal organizational potential of an educational colony (is standard-legal maintenance of activity, organizational work of employees and material base of establishment).

Let's characterise the given conditions further.

1. Methodical maintenance of process of vocational guidance of the minors condemned to imprisonment (the complex program of vocational guidance "Keys").

The problem of formation of readiness for professional self-determination of minors condemned allows to organise
Pedagogical activity in the field of vocational guidance. For its maintenance it is offered to use the complex program of vocational guidance of minors condemned "Keys".

The purpose of realisation of the program - pedagogical support of professional self-determination of minors condemned for the account of activization of their personal resources.

Its maintenance (blocks and the exercises included in them and tasks) is combined thus that minors participating in it condemned could acquire trades of knowledge necessary for a choice realises value of work for the person and a society to become interested in diagnostics of own propensities and abilities, to make a plan of action on mastering by the chosen trade. All it promotes formation of readiness for professional self-determination of minors condemned.

The program structure is made by 6 blocks.

The block 1 «What keys happen?» Stirs up activity of minors condemned for choice trades through comprehension of necessity by them and compulsions of the given activity.

The block 2 «Why it is necessary to have the keys?» It is presented by the exercises allowing the minor to understand feature of the realised choice of a trade.

The block 3 «How to try a correct key?» Provides minors with the necessary information, allowing to avoid errors in a trade choice to define the factors influencing their choice.

The block 4 «Doors and keys» is focused on revealing of knowledge of minors about a labour market and formation of the abilities necessary for self-presentation in the course of search of work.

The block 5 «How to make the key?» Helps minors to allocate priorities in planning of the professional prospects.

The block 6 «Design of a key» allows teenagers to define ways of achievement of own professional purposes, to realise possible difficulties and obstacles in this work.

Each substantial block is presented by exercises (game, diagnostic), written tasks, etc. Tests and tasks are picked up taking into account features of social development of minors condemned and placed in special grants for condemned and experts, organizujushchih vocational guidance in an educational colony.

The cycle of employment under the offered program is calculated at 46 o'clock. Duration of its realisation can be corrected the employee responsible for it. Thus it is necessary to consider diagnosed (with application of the questionnaire developed by us) level sformirovannosti readiness for professional self-determination of minors condemned, involved in the program.

2. Use of internal organizational potential of an educational colony.

«The internal organizational potential of an educational colony» in our research is designated by concept is standard-legal maintenance of activity of an educational colony, organizational work of its employees and used material base. We will characterise them further.

Is standard-legal maintenance of activity of an educational colony develops on the basis of positions of the international, federal and departmental statutory acts. The international legal certificates ratified by the Russian Federation, contain instructions on necessity of vocational guidance of citizens. So, in the European social charter vocational guidance is designated as the specific right of the person allowing «to solve the problems connected with a choice of a trade or increase of professional level taking into account the individual
Features and employment possibilities »[35]. The convention the SQUANDERER №142« About vocational counselling and vocational training in the field of manpower resources »defines, that, organizuja vocational guidance, it is necessary to consider:« requirements, possibilities and problems of employment both on regional, and on national levels; a stage and level of economic, social and cultural development; interrelation between development of manpower resources both other economic and cultural purposes »[49]. Vocational guidance provides a general inclusiveness and allows people« to develop and apply the abilities to work in own interests and according to the aspirations, considering requirements of a society »[49].

In item 66 of the Minimum standard rules of the reference with prisoners vocational guidance is considered as «necessary means ispravitelnoyovospitatelnogo, educational, moral, spiritual and other order» [103], corresponding to requirements and an individualization of corrective influence on prisoners. In European penitentsiarnom the legislation it is designated, that «during their stay under guards it is necessary for minor to render... The help in a sphere of education and vocational training» [64] which is characterised thus as promoting «re-education process» [64].

At the same time in the Federal law «About the basic guarantees of the rights of the child in the Russian Federation» it is specified in necessity of actions «on vocational guidance maintenance. Children who have reached of age of 14 years» [128], and item 80 of the Federal law «About formation in the Russian Federation» is provided its realisation concerning condemned, and, it acts as one of conditions of obligatory vocational training or average vocational training [127]. Vocational training of the condemned is realised in two forms: initial vocational training (training in professional schools) and vocational training (training on manufacture) [79].

According to item 4 of item 112 and item 3 of item 108 of the Criminally-executive code of the Russian Federation reception condemned the core of the general and secondary education, average vocational training and vocational training is encouraged and considered at definition of degree of their correction. So, the vocational guidance organisation becomes a condition of efficiency of corrective process.

It is necessary to notice, that specific feature uchebnoyovospitatelnogo process of an educational colony is possibility of simultaneous reception by pupils of the core of the general and vocational training (at observance of certain conditions). Besides, besides the training, all pupils are obliged to work on the places defined by administration [124].

Organizational work of employees on formation of readiness for professional self-determination of minors condemned is a set of actions of representatives of various departments and services of an educational colony in the field of vocational guidance. They are realised in the conditions essentially differing from working conditions of a comprehensive school where usually and help minors to be prepared for a trade choice.

In each educational colony the daily routine considering features of work with minors condemned is established. Operative conditions and conditions of region of a disposition of establishment influence its functioning. Influence on the condemned is carried out in teaching and educational process. On carrying out of educational work, according to the appendix №4 to Regulations of an educational colony [77], it is taken away only one and a half hour. This time, in our opinion, excludes possibility of the qualitative organisation of activity. At the same time, the limited time frameworks motivate employees to a choice of forms of the work allowing in deadlines to reach of appreciable transformations to the persons and behaviour of minors
The condemned. This circumstance causes also necessity of a choice of priority directions of educational work among which formation of readiness for professional self-determination of minors can be absent. Practically there is no in an educational colony a possibility to make this work systematic, carried out on the developed plan, both in the course of training, and in out-of-class work, in interaction with a family, professional educational institutions, employment services (as it becomes at school).

In an educational colony, unlike a comprehensive school, vocational guidance will be organised in uneven-age groups (that is connected by heterogeneity of a contingent of the condemned vespers trained in one class (replaceable) schools), without possibility of regular carrying out of employment with the concrete condemned.

Specificity of formation of readiness for professional self-determination of minors condemned as special direction of activity of an educational colony is defined by the subjects directly carrying out it and involved in it: the minor condemned, preparing for a trade choice; his family; employees of an educational colony; educational institutions; proforientatsionnye services, etc.

The choice of a trade minors condemned is inconvenient, since they:

- In most cases cannot lean against experience of professional formation of parents, have no wide and various communications (relatives, the considerable circle of adults etc.), allowing them to join in orientation system in the world of trades;

- Owing to a number of the social reasons and psychophysical features of development [II] have not time to acquire successfully for taken away time for the good

Pupils can recognise demonstrative work not traditional values, not understand an essence and the importance of a choice of a trade, that can be connected with their former experience (residing at children's home, small area, etc.), a low educational level of the neighbours, badly developed infrastructure etc.

The family main task - to prepare the teenager for an independent life, sorientirovat it on vital (first of all - career) the success [95], that far is not always realised, as serving time in the majority were brought up in unsuccessful families, parents of many of them conducted asotsialnyj a way of life. Besides, educational colonies function only in 23 regions of Russia, territorial razdelennost minors and their parents does not allow the last to participate in decision-making on a trade choice actively.

In the course of the help in a choice of a trade by minors condemned employees of various divisions of an educational colony are involved. However according to the national standard of the Russian Federation «Social service of the population. Principal views of services» (GOST R 52143-2003) the decision of problems of vocational guidance is assigned to experts in social work within the limits of rendering of socially-pedagogical services by them. The analysis penitentsiarnoj practice and pedagogical researches allows to confirm, as in an educational colony of a problem of formation of readiness of minors condemned to professional self-determination dare the experts who are carrying out social work (they are employees of groups of social protection condemned) more often. Educational institutions, and first of all school, - the special subject of work on formation of readiness for professional self-determination. At an educational colony evening (replaceable) comprehensive schools operate. They differ from usual, municipal. On the one hand, they urged to solve problems of formation condemned, and with another - to realise norms ugolovnoyoispolnitelnogo legislations. In professional educational institutions (professional schools and at the enterprises of an educational colony) preparation of teenagers on 25 specialities [83] is carried out. The spectrum of offered trades not always corresponds to an actual condition of a labour market of region, a disposition of an educational colony. Management FSIN of Russia had been made the list of trades for vocational training condemned to imprisonment in professional schools. It is opened and can be in case of need added.

Sometimes problems of a choice of a trade, vocational training continuation dare not teenagers, and are defined by presence of places in educational groups. Teenagers arrive to an educational colony when academic year has already begun also training on a speciality is carried out, in this case there is no possibility to enter them in the educational
Process. Compulsoriness of a choice of a trade from the offered list far is not always productive and capable to provide motivation of a choice of a trade with the minor condemned.

Reception in system school and vocational training also is carried out prior to the beginning of an academic year. The same period is established and for the citizens, wishing to arrive in the state educational institutions of an average and higher education. And, reception in them is carried out on a competitive basis, under condition of a filing of application and other documents during the period from July, 1st till August, 31st. Granting of the certificate on delivery of uniform graduation examination which in the conditions of an educational colony for today to hand over inconveniently is obligatory.

The specific subject of vocational guidance of an educational colony are industrial practice workshops. Their activity will be organised within the limits of the uniform teaching and educational process directed on formation at condemned legislative behaviour, a conscientious attitude to work and study, reception of initial vocational training, vocational training, increase of educational and cultural level [83]. Presence of workshops at an educational colony should be regarded as advantage of the organisation of vocational guidance in an educational colony as they allow the minor in parallel with training in a comprehensive school to master professional work elements, to carry out separate labour operations.

The centres of employment of the population, vocational guidance service, and also the enterprise of region of a disposition of an educational colony promote professional self-determination of minors - can and carry out independently the actions promoting clearing of professional intentions of teenagers, and to put at disposal correctional facility the resources (educational and diagnostic
Materials, workplaces, etc.), compensating insufficient possibilities in this plan of an educational colony. We will notice, that such work is conducted by an educational colony on the basis of contracts on cooperation, prisoners with the Centers of employment of the population. Experts inform minors on available vacancies, promote formation at them skills of effective behaviour on a labour market.

Especial (in comparison with mass student teaching) subjects of process of formation of readiness for professional self-determination of minors in an educational colony the social council and the public observant commission, a board of guardians and parental committee of an educational colony act. The first carry out kontrolno-supervising functions: being the instances which are carrying out monitoring of functioning of an educational colony, they can trace quality of vocational guidance of minors condemned from the point of view of the social order - whether the educational colony of the minor prepares for clearing as absolutely independent person capable to self-realisation, and whether its interests in a choice of the trade answering to personal features are defended, whether the situation of wrongful compulsion is supposed. The role of the second is double: Realising control problems (operating in interests of children or wards), they provide vocational guidance carrying out, as offering new forms and resources, and organizuja it by own strength.

The Material base as a special element of the internal organizational environment of an educational colony includes the equipped industrial practice workshops, educational classes at school and classes - ranges in professional school, premises for group work, computer classes (without an exit in the Internet network), modern library base which constantly replenishes (including the specialised literature on vocational guidance subjects).

The question on means of vocational guidance of minors condemned in an educational colony is connected with definition of its professional borders. Activity on formation of readiness for professional self-determination of the minor condemned is based on results of psychological diagnostics of its propensities, abilities, personal features [1]. proforientatsionnoj works of employees VK act as the basic tools the pedagogical methods, allowing to help the teenager to orient with the professional world. Such activity is carried out, according to model, with use of methods of the modern vocational guidance described by us in section 1.1.

One of the organizational mechanisms providing productivity of this practice, acts funktsional employees VK.

Further in more details also it is developed we will present funktsional in the field of vocational guidance of employees of group of social protection condemned, being guided E.N.Pastushkovoj's by approach [86] in definition of possibilities of experts in social work in the given direction.

Diagnostic function. The expert studies and really estimates with proforientatsionnyh positions of feature of the person, degree and an orientation of influence of conditions of a life, society, a circle of contacts, a family on the teenager, penetrates into the world of its interests and requirements. It is supposed:

- Studying of professional intentions of the minor (finding-out of its plans in the conditions of an educational colony - to continue training at school for achievement of the necessary educational level, allowing to receive this or that trade or to receive a speciality and to be trained at school simultaneously etc.);

- Revealing of a role of parents in registration of a professional choice of the minor (who from parents carries out education, whether demands made by parents, what their sights at it are uniform
The professional future, whether make impact on its choice, whether their opinion for the minor, etc.) is significant;

- Studying of informative sphere of the minor (revealing of its possibilities to be trained, and also the interests connected with a choice of a trade: reading of the special literature, visiting of open classrooms etc.) [86];

- Studying of propensities (connected with a choice of a trade and realised in educational activity, kruzhkovoj to work, at leisure);

- Studying of abilities (shown in the educational activity, specially developed by the minor for simplification of a choice of a concrete trade);

- Revealing of qualities of the person of the minor which will promote or complicate realisation of its professional intentions. Significantly and the relation of the teenager to its personal characteristics: whether there are successes and achievements in study, that, in its opinion, it is necessary to develop for successful professional work.

Organizational function. One of directions of activity of the employee of group of social protection condemned an educational colony is the organisation socially significant cultural-dosugovoj activity. Empty leisure - a leading risk factor of development of a negative way of life [71], therefore the organisation of employment on interests for minors - the optimum form of their preventive maintenance deviantnogo behaviour. In an educational colony it is expedient to create the special psihologo-pedagogical conditions promoting creative and socially comprehensible self-expression [86]. For this purpose each establishment (taking into account region possibilities) can define a profile of circles and clubs and to organise them. It will allow to fill leisure condemned, to expand and deepen their knowledge received in educational activity, to stimulate their creative development.

The organisation (and participation in carrying out) covering all contingent of an educational colony of actions for vocational guidance - such, as Week of vocational guidance, Day of a trade (organizuemye together with educational institutions), skill competition, information meetings, etc. is possible also

Information-educational function assumes carrying out reference profkonsultatsy, focused on informing condemned about possibilities and conditions of reception of formation (the list of specialities which can be received in professional school at an educational colony, in average special and higher educational institutions of region and the country; rules of reception and a transfer condition in them), about an actual situation on a labour market.

Within the limits of motivational function the employee of group of social protection of the condemned promotes motivation of minors to participation in labour activity. The set of motives of work of minors is various: income reception, stability and recognition finding, dialogue in group, construction of career and self-realisation in work. The problem of the expert - to generate at everyone condemned such vital position at a choice of a trade which would correspond to its calling and desire to achieve professional success. In their consciousness it is necessary to support, strengthen and develop those socially significant valuable reference points and installations which will allow them to be realised in professional sphere [86].

Preventive function of the expert consists in the prevention of situations of a wrong choice of a trade minors condemned.

Educational function of the expert assumes work, joint with employees of interested departments and services of an educational colony, organizujushchih social education of minors condemned. It should be aimed at education
At them respect for work and the people having professional achievements, and also on development of understanding of a close connection between success in a life and trade correctly chosen by the person.

Communicative function is realised by interaction with adjacent experts (first of all, the psychologist, the chief of department of educational work with condemned, employees uchebnoyoproizvodstvennyh workshops, administration of an educational colony, etc.), representatives of educational institutions, heads of circles and associations, medical workers, inspectors KDN, a family of the teenager which is focused on association of professional efforts of all who can help minors and to their families to solve problems of a choice of a trade.

Organizational specificity of vocational guidance of minors condemned in an educational colony the subject-subject defines interaction (that is meant principles of consciousness, a support on own forces) in which each minor is included.

It is important to provide possibility of participation of the minor condemned in proforientatsionnyh actions at any stage of its stay in an educational colony.

The diagnostic block of model contains the methods, allowing to trace results of vocational guidance of minors condemned; criteria and levels sformirovannosti readiness for professional self-determination of minors condemned as result of their vocational guidance; expected result of introduction and realisation of offered model.

As result of activity of an educational colony according to the pedagogical model of formation of readiness developed by us to professional self-determination of the minors condemned to imprisonment, their readiness for the professional self-determination, promoting resotsializatsii acts.
The description of essence of the given personal characteristic and components, its components, is offered in section 1.1. Our research.

On the basis of the structure of the given phenomenon made by us four criteria corresponding to its components sformirovannosti readiness for professional self-determination of minors condemned as result of pedagogical activity of an educational colony are allocated: it is information-kognitivnyj, emotional, motivational, sensibleness of the personal professional plan. Each criterion reveals by means of empirical indicators (see table 1.2).

Definition of the given characteristics allows to develop a technique of diagnostics of level sformirovannosti readiness for professional self-determination of the minors condemned to imprisonment, and on this basis to plan activity of an educational colony.

On the basis of definition of essence of readiness of minors condemned to professional self-determination and the analysis of student teaching in the field of its formation [39], we had been defined three levels sformirovannosti readiness for professional self-determination of minors condemned: high, average, low (see table 1.3).
